Program Purpose and Public-School Responsibility Federal and Connecticut special education laws require public school districts to provide eligible students with the special education and related services identified in their individualized education programs. This responsibility includes appropriate transition services that prepare students with disabilities for employment, postsecondary education or training, independent living, adult services, and community participation. The SWTP serves eligible young adults with disabilities between the ages of 18 and 22 whose Planning and Placement Team (PPT) has determined that continued special education and transition-only services are required by the student’s individualized education program (IEP). The program currently has 18 students enrolled. Federal special education law defines transition services as an individualized, coordinated, results-oriented set of activities designed to improve academic and functional achievement and prepare students for life after high school. Services are based on each student’s strengths, preferences, interests, and needs and may include instruction, related services, community experiences, employment and adult-living objectives, daily-living skills, and functional vocational evaluation. Connecticut guidance states that transition-only services should be based in the local community to the greatest extent possible. Many school districts operate transition programs at separate, community-based locations rather than within a traditional high school. This provides students with a more age-appropriate environment and greater access to authentic employment, independent-living, and community experiences. Relocating the SWTP to 1170 Ellington Road will make additional classroom space available at the Wapping Building, which serves as the high school annex. Returning this space to classroom use will help the district accommodate its growing student population while providing transition students with a more appropriate community-based setting. District staff evaluated several properties and determined that 1170 Ellington Road best meets the program’s needs in its current configuration. District representatives also conducted a walkthrough with the Fire Marshal, Fire Inspectors, Chief Building Official and Assistant Building Official. No building or fire code concerns were identified during that preliminary review. Following the walkthrough, the district proceeded with the process of securing the property for the program. Activities at the Property The leased location will provide a practical setting in which students can learn and practice adult-living skills. It will not operate as a residential facility, medical facility, or general-enrollment school. The requested use is a public educational service operated by SWPS. Independent living: Meal planning and cooking; safe use of household appliances; making beds; laundry; cleaning; organization; personal care; and household routines. Employment: Job readiness, workplace behavior, communication, time management, vocational assessment, and travel to community job-training/job-sharing sites. 1170 Ellington Road - PZC Special Exception Application Community participation: Shopping, banking and money management, use of public and community resources, transportation skills, recreation, self-advocacy, and personal safety. Individualized supports: Instruction and related services required by each student's IEP, delivered by SWPS staff and service providers. Transportation and Site Activity Based on current enrollment we project seven (7) total vehicles, 6 of which are Type II (14 – 22 passenger) buses and the other one (1) a passenger van, will be utilized for this program. Three (3) of the Type II vehicles are contracted service vehicles used to transport students to and from home. These buses are expected to arrive at approximately 8:45 a.m. and return for a 2:00 p.m. dismissal. Given the program's current enrollment of 18 students, arrival and dismissal activity will be brief, scheduled, and limited in scale. The three (3) arriving buses will drop off or pick up students and leave the site. We performed a test run of a Type II vehicle in the parking lot and determined that these size vehicles will be able to safely maneuver in the parking lot. The remaining four (4) vehicles are owned by the school district and will be stored on the premises for daytime transportation to community-based job-training, job-sharing and instructional sites. All fueling and maintenance for these four (4) vehicles will occur off-site. The district-owned fleet consists of three (3) 14-passenger Type II vehicles and one (1) passenger van. Each Type II vehicle is no more than 22 feet long, 8 feet wide and 9 feet high. The passenger van is no more than 19 feet long, 6.8 feet wide and 6.4 feet high. As shown on the site plan, the vehicles are proposed to be parked in the portion of the parking lot closest to Foster Road. This location provides greater visibility from the roadway, which may help discourage potential vandalism. We understand these vehicles may exceed the currently marked parking spaces. The district will insure the parking lines will be adjusted to appropriately fit these vehicles. The parking lot contains 58 lined parking spaces and unlined spaces for vehicles to maneuver easily. This provides ample parking for the program’s current eleven (11) staff members and four (4) district vehicles. Because some staff members also serve as bus drivers, separate parking spaces are not required for bus drivers. Occasionally, others may visit the program which we project could add up to five additional vehicles at one time. Based on current enrollment and operations, the program is not expected to require more than 20 parking spaces at one time. The parking lot is illuminated by nine pole-mounted lights, and the building exterior has at least 10 additional lights. There is no plan for exterior site activity. The program will occupy the 6,000 square feet of the first floor of the two-story building. The second-floor space is currently vacant. The lease agreement limits the type of renters eligible to rent the second-floor to ensure compatibility with the district’s educational operations and student safety requirements. The second floor is served by two separate entrances which does not allow access to the district’s leased first-floor premises. Current Program Schedule The regular program currently operates from 9:00 a.m. to 2:00 p.m. for 182 regular school days. A shortened summer program is currently provided for students who qualify and operates for approximately four weeks, usually during July, from 8:45 a.m. to 12:45 p.m., Monday through Thursday. The enrollment, student transportation arrangements, and program schedule may vary from year to year based on enrollment and the individual needs of participating students. RESPONSE TO SECTION 8.4 SPECIAL EXCEPTION STANDARDS 1170 Ellington Road - PZC Special Exception Application 1. Plan of Conservation and Development. The proposal reuses an existing property for an essential municipal educational service and supports community inclusion, workforce readiness, independence, and efficient delivery of public services. It also allows existing space at the Wapping Building to be returned to classroom use to help address the district’s growing enrollment. 2. Zoning requirements. Table 4.1.1A permits municipal facilities and uses in the RO zone by Special Exception. The applicant is submitting the required application, site development plan, and narrative. 3. Physical suitability. The existing office-type property is suited to classroom, administrative, and practical life skills instruction. 4. Environmental impacts. The use involves ordinary indoor educational and office activities. It will not involve industrial processes or material emissions. Waste will be typical of a small educational/office use. 5. Traffic and hazards. Under the current operating plan, transportation activity will be limited in scale for the 18 students currently enrolled. Three (3) Type II buses will provide brief, scheduled student drop-off at approximately 8:45 a.m. and pick-up at approximately 2:00 p.m., and then leave the site. The district owned three (3) remaining Type II buses and one (1) van will remain on site and will be used to make intermittent daytime community trips. Transportation arrangements may vary from year to year based on enrollment and individual student needs. 6. Infrastructure. The proposal reuses an existing developed site. The small program population is expected to place minimal demand on utilities, streets, drainage, sidewalks, and other infrastructure, subject to staff review. 7. Existing uses. The municipal educational use is compatible with the office and public/semipublic uses contemplated in the zone. Operations will be supervised and indoors, with off-site community instruction during the day. 8. Property values. Reuse and continued maintenance of the property for a supervised municipal program should conserve surrounding property values and avoid vacancy or deterioration. 9. Neighborhood character. The building's office-scale appearance will remain. No exterior expansion or change in neighborhood character is proposed. 10. General welfare. The program enables the SWPS to fulfill its legal obligation to provide individualized transition services to eligible students with disabilities. It prepares students for employment, independent living, and productive community participation. Relocating the program also makes classroom space available at the Wapping Building to help address South Windsor’s growing enrollment and classroom needs. 11. Community need and neighborhood acceptance. The proposal addresses two important community needs: providing an age-appropriate, community-based transition setting for eligible young adults with disabilities and making additional classroom space available to accommodate the district’s growing enrollment. Many school districts use separate community-based locations for transition programs because these settings more closely reflect the adult environments students will enter after leaving public school. 12. Historic factors. No known historic resource will be altered by the proposed interior reuse. 13. Physical appearance. The existing building and site will retain an appearance compatible with surrounding development. 14. Architectural design. The proposal reuses the existing building. Any exterior changes, signage, accessibility work, or safety improvements will comply with Town requirements and will be designed to blend with the existing property and surrounding area. The current plan is to place a small sign on the main entrance door to the program. 15. Noise. Noise levels will be consistent with those of a small educational program. Student drop-off and pick-up by three Type II vehicles will be brief and generally occur at approximately 8:45 a.m. and 2:00 p.m. Any additional noise will be limited to the routine arrival and departure of vehicles during normal program hours. }it to g ta tr e rte z teer 2 tee t o o'·« a ea te ter te.tt t CONSTRUCTION OF SYNTHETIC FILTER BARRIER N/F MITCHELL A &RAE C. Request for Special Exception to Table 4.1.1.A and Site Plan approval for a municipal facility providing special education programming (6,000 sf of the first floor of the two-story building) at 1170 Ellington Road, RO Zone. The site is 1.5 acres. 2. This application is being proposed under Municipal Facilities and Uses and the leased location will “provide a practical setting in which students between the ages of 18-24 can learn and practice adult-living skills.” The applicant has provided the required items and a narrative detailing various aspects of the proposal and its operation. 3. Applications for special exception uses can be approved after the Commission determines that:  The proposal is consistent with the goals and objectives of the Plan of Conservation and Development.  The application has met the requirements of the zoning regulations.  The land is physically suited to the proposed use.  Minimal, if any, adverse environmental impacts are created including emissions.  No traffic or other hazards will be created.  The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal.  There will be minimal or no adverse effects on existing uses in the area.  Surrounding property values will be conserved.  The character of the neighborhood will be maintained or minimally disrupted.  The general welfare of the community will be served.  There is a balance between neighborhood acceptance and community needs.  Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated.  The overall physical appearance of the proposed development is compatible with surrounding development and the Commission’s goals for the neighborhood/corridor. 1  The architectural design is aesthetically pleasing and blends well into the surrounding area.  Noise created by on site activities, including vehicle equipment noise. The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above and/or within a particular use category are satisfied. 4. The applicant has noted this location would address “two important community needs: providing an age-appropriate, community-based transition setting for eligible young adults with disabilities and making additional classroom space available to accommodate the district’s growing enrollment. Many school districts use separate community-based locations for transition programs because these settings more closely reflect the adult environments students will enter after leaving public school.” 5. There are 58 existing parking spaces. The parking requirement is (1) space per 250 sf of gross floor area or (24) spaces. The applicants’ program projected a need for up to (20) parking spaces: (11) staff member parking, (5) visitors and (4) district vehicles consisting of (3) Type II (14-22 passengers) buses and (1) passenger van. The (4) district vehicles will be stored on the site and used for daytime transportation to “community-based job-training, job-sharing and instructional sites”. 6. The site is currently lit by wall pak and site pole lighting. 7. No exterior site programming or site improvements are being proposed. 8. An additional (3) Type II buses are contracted to provide transportation for students to and from home. The buses expected arrival is 8:45am and then return to the site for the 2:00pm dismissal. 9. The second-floor space is currently vacant. The lease agreement limits the type of renters eligible to rent the second-floor to ensure compatibility with the district’s educational operations and student safety requirements. The second floor is served by two separate entrances which does not allow access to the district’s leased first- floor premises.” 10. The program will operate Monday-Friday for 182 regular school days with a summer program provided for qualifying students. The summer program is approximately four weeks long, from 8:45am-12:45pm Monday through Thursday. 11. The applicant should consult the Fire Marshal and Building Official regarding the proposed changes to the facility for this type of assembly use and accessible parking spaces. A building permit will be required. 2 12. Any new signage on the building, in front of the property or any temporary signage would require a sign permit. If this application is approved, the Planning Dept has no additional requests other than previously discussed. 3 PLANNING DEPARTMENT HAND DELIVERED August 20,2026 Chris Chemerka,Chief Financial and Operations Officer South Windsor Public Schools 1737 Main Street South Windsor,CT 06074 Dear Ms.Chemerka: Re:Appl.26—23P.South Windsor Public Schools i l 170 Ellington Road We are pleased to advise you that the Planning &Zoning Commission voted on August l8,2026 to approve with conditions the above referenced application for a Special Exception to Table 4.1.1.A and a Site Plan ofDevelopment.
