As the leading school transportation provider in North America, First Student moves more passengers per day than all U.S. airlines combined. What sets us apart is our desire to build close, trusted partnerships with the districts we serve. The corporation operates 44,000 school buses in 42 states and Canada and is headquartered in Cincinnati, Ohio. First Student has been awarded, through the bid process, a contract for pupil transportation for the Town of South Windsor, CT. The contracts are to provide home-to-school transportation in Type A (16-24 passenger) and Type C (72 passenger) school buses for the students of South Windsor. First Student, Inc’s use of the facility at 405 Sullivan Ave. will be to service these contracts, with a contract date that commences on July 1, 2026. We would need to start occupying the facility just as soon as possible. We will be leasing this facility which will provide for the entire school bus operations of our contract, which include but are not limited to, administrative offices and parking for the school bus fleet as well as all employee vehicles. Please see the picture of the two vehicle types that we will operate from this site. We anticipate running the following fleet from this location as indicated below: • 31 Type C’s, • 16 Type A’s The fleet will run normal business hours from Monday through Friday 6:00 am to 5:30 pm. The typical cadence of our buses dispatching falls in such a way that most buses leave between 6:00 am and 8:00 am in the morning and between 2:00 pm and 4:30 pm in the afternoon. Work on the fleet will be performed at our East Hartford maintenance facility. The location will not be doing maintenance. We will not operate a body shop in the facility, as that type of repair is typically sent to our body shop which is offsite. The Site Soils are primarily Udorthents-Urban Land Complex,(See Appendix for CT Soil Maping Data and Clarence Welti Soils Report.Permeability is lO to 15 ft/day,we used 5 in./hr.per 2004 CT Water Quality Manual).Assuming a Hydrologic Soil grouop C.we generated SCS TRS:Runoff Hvdrographs to compare runoff of Existing conditions t0 Proposed conditons only in Pieces #2 and #3.Our Proposal is to increase gravel parking in Piece #2,0.49 acres.and then infiltrate all ofthe runoff from the new impervious gravel into the ground outside of the Wetland Regulated Area. As you can see on page l,Summary and Conclusions, column 4.Surface Runoff.there will be Zero (0)Increase ofRunoff for up to the 100 year Storm to the Detention Basin. The compromise pavement section would be with dense graded processed stone base. 4.1 The recommended treatment.which may require some adjustment to the subgrade to meet fmish grades for storm water mnoff.would include l2”of off-site material. The l2"of off—site material should consist of 4"would be 3/4"Processed Stone Base atop 8"ofProcessed Stone Base meeting C'I‘DOT Specification 818 Section M.05.05.Any fill required for sub-grade preparationshouldbewithGravelFillconformingtothegradationinCTDOTSpeeitication818Section M.O2.06 grading A. 5.0 This report has been prepared for specific application to the subject project in accordance with generally accepted soil and foundation engineering practices. No other warranty.express or implied,is made.In the event that any changes in the nature.design and location of structures are planned.the conclusions and recommendations contained in this report should not be considered valid unless the changes are reviewed and conclusions of this report modified or verified in writing. Lipe AICP, Director of Planning Date: 7/1/26 Re: Appl #26-18P, First Student Parking Planning Review Comments The following are the Planning Department and Engineering comments. Please make the necessary revisions and submit three COMPLETE sets of full-size revised plans and 10 sets of 11”x17” plans, 10 copies of the narrative and 10 copies of the Executive Summary of the Parking Study no later than 7/8/26 to be sent out with the agenda (scheduled for 7/14/26). Zoning Data Table The zoning data table for the project shows the site as one property. Is it the owner’s intent to combine the three buildings lots into one? Showing two different parking calculations is confusing. If the site is most like a warehouse (from parking calculations), you are short 9 parking spaces (73 required; 64 shown. There are two ways this can be handled: a parking modification in accordance with Section 6.4.9 should be requested. The intended use of the parking for a limited number of school bus employees may be the justification for why the PZC should consider the modification, or reserve parking spaces can be shown in an conforming area to be added if necessary. Site Plan Comments 1. Plot Plan a. There appear to be two small building to remain. One is in the middle of the new parking area. What is the intended use of this building? b. The chain link fence should be slatted to provide screening along the road frontage. c. How will snow removal be handled? d. Is there any new landscaping or signage proposed? Any tree clearing within the Town right-of-way should be idnetified. This work shall be coordinated with Marco Mucciacciaro, Tree Warden. MEMO DATE: July 1, 2026 FROM: Tory D. Sidoti, P.E., Town Engineer TO: Michael Cline SUBJECT: Appl #26-17P, First Student Inc. School Bus Parking Facility The following are the Engineering Department comments: Site Plan Comments 1. The Town will require the parking lot to be paved instead of gravel. The maintenance required for the gravel parking lot will be frequent for regrading, weed control, wheel rutting and snow removal. Paved parking lots provide long-term durability, needing only periodic sealing and crack repair. Please replace the 4 inches of ¾” Processed Stone Base with 4” HMA S0.5, placed in two equal lifts, and revise the remaining detail to CTDOT Specification 819. 2. Provide the number of lifts for the 8” Processed Stone Base. Please update to Form 819 Standards and section M.05.01. 3. Provide a stop sign and stop bar at each driveway location. 4. Please revise the plans to clearly define existing conditions versus proposed conditions. If you have any questions, please feel free to contact me. Thank you, Please, read these concerns into the record. I reviewed the package on this application and have some concerns about the lack of information on the fueling station. Some concerns that I have are: How big is the tank? Proposed size is will be 2,000 gallon tank for GAS and 3,000 gallon tank for DIESEL I’ve attached specs for 2k and 3k fireguard tanks which are UL-2085 rated (protected) and can be placed next to each other, dispensers, and even buildings if needed per NFPA code. What is proposed for spill containment of the tank? The tanks are double walled and the fueling area is paved and will have spill prevention such as absorbents on hand for any potential spills. What is being proposed for spill pad/containment for the buses and the bulk tankers delivering the fuel? The tanks are double walled and the fueling area is paved and will have spill prevention such as absorbents on hand for any potential spills. Will the fueling area be covered to reduce the possibility of spilled fuel washing away? The fueling area is not proposed to be covered. For the record, I am a retired Licensed Professional Engineer who was the design engineer and construction manager for the bulk jet fuel delivery and storage facilities at both the Pratt & Whitney Willgoos Test Lab and the Middletown jet engine test facility. -- John T. Request for Special Exception to Table 4.1.1A and Site Plan approval for a school bus storage facility including a fueling station, on properties located at 405 Sullivan Avenue, 1 and 2 on Schweir Road, totaling 4.62 acres, I Zone. 2. The applicant has provided the required items, including a site plan, traffic study, and a narrative detailing various aspects of the proposal and hours of operation. As per Table 4.1.1A, the proposed use is 750 feet from a residential area. 3. The Zoning table appears to meet the regulations however we need some clarification in impervious cover. The (3) properties are not indicated to be combined into (1) lot for this application. 4. Applications for Special Exception uses can be approved after the Commission determines that:  The proposal is consistent with the goals and objectives of the Plan of Conservation and Development.  The application has met the requirements of the zoning regulations.  The land is physically suited to the proposed use.  Minimal, if any, adverse environmental impacts are created including emissions.  No traffic or other hazards will be created.  The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal.  There will be minimal or no adverse effects on existing uses in the area.  Surrounding property values will be conserved.  The character of the neighborhood will be maintained or minimally disrupted.  The general welfare of the community will be served.  There is a balance between neighborhood acceptance and community needs.  Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated.  The overall physical appearance of the proposed development is compatible with surrounding development and the Commission’s goals for the neighborhood/corridor.  The architectural design is aesthetically pleasing and blends well into the surrounding area.  Noise created by on site activities, including vehicle equipment noise. The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above and/or within a particular use category are satisfied. 5. The applicant’s narrative indicated they have been awarded a “5-year contract, through the bid process, to provide home-to-school pupil transportation for the Town of South Windsor, CT. The contract commences on July 1, 2026.” 6. The applicant will be “leasing the facility which will provide for the entire school bus operations of their contract, which includes but is not limited to, parking for the school bus fleet of (16) Type A and (31) Type C buses, administrative offices, and as well as parking for all employee vehicles.” 7. The applicant’s narrative states proposed business hours are “Monday through Friday 6:00 am to 5:30 pm. Buses are dispatched between 6:00 am and 8:00 am in the morning and between 2:00 pm and 4:30 pm in the afternoon.” Clarification is needed due to a time discrepancy on the drawings. 8. Exterior site improvements include updated parking space striping of existing pavement, an expanded gravel parking lot for buses, installation of a fueling station and the construction of a detention basin. Disturbed site areas will be seeded for lawn, and a dry basin seed mixture is noted within the recharge basin. 9. The Traffic Engineer’s report states “that the local roadway network will not be significantly impacted by the increase in traffic volumes associated with the proposed warehouse expansion. The proposed site driveway is properly located with respect to adjacent driveways and with respect to the available intersection sight distances and area properly designed to accommodate the anticipated driveway volumes. Stop signs and stop bars should be provided on each of the site driveways.” 10. The parking requirement for warehouse use is 1 space per 1,250 square feet plus 1 space per employee, plus 20% for shift change which totals (67) spaces. The applicant is requesting a modification of (9) spaces as per Section 6.4.9 since (56) parking spaces based on the uses presented. 11. Additional lighting is proposed in the parking areas and a lighting plan with photometrics and product data was submitted. The proposed lights need to be indicated on the layout plan. 12. The applicant should consult the Fire Marshal and Building Official regarding the proposed changes to the facility for this type of assembly use and accessible parking spaces and fuel station. The proposed fuel station is on parcel 1 Schweir Road within the bus parking lot, adjacent to an existing building. A building permit will be required. 13. Any new signage on the building, in front of the property or any temporary signage would require a sign permit. 14. Inland Wetland Agency/Conservation Commission noted concern of the gravel parking lot and drainage. Since the applicant noted no repairs and/or maintenance will occur on site, we would suggest an approval condition that no repair and/or maintenance of vehicles is proposed to occur on site. 15. We would suggest signs that say “No Idling” shall be posted on site in areas visible to truck drivers. The applicant shall utilize the State CT DEEP model design for such signage. 16. We would suggest an approval condition that no snow is to be disposed of within the recharge basin. The Layout plan will need to be updated as noted. 17. No clearing within the right-of-way is identified. If required, this work shall be coordinated with Marco Mucciacciaro, South Windsor Tree Warden. If this application is approved, the Planning Dept has no additional requests other than previously discussed. 40 7 . 3 4 KE N N E D Y R O A D PA T R I A R O A D 405. 2 5 SC H W I E R R O A D SUL L I V A N A V E N U E 538 . 4 0 SUL L I V A N A V E N U E 103 4 . 4 1 6 2 . 8 1 Sources: Esri, TomTom, Garmin, FAO, NOAA, USGS, (c) OpenStreetMap contributors, and the GIS User Community First Student Inc. - 405 Sullivan Avenue Appl. 26-17P Prepared 6/24/2026 by the South Windsor Planning Department The information on this map is from a computer database accessed using a Geographic Information System (GIS).
