We are requesng a text amendment to allow for indoor recreaonal acvies in the Restricted Commercial Zone, herein atached. This change would enable us to formally build and operate Jumpin’ Joeys within the RC zone, supporng both our family’s living arrangement and our commitment to providing safe, enriching acvies for local children. The proposed indoor bounce house playground is comparable to exisng permited use, such as a fitness facility, within the RC zone. An indoor play area provides children with physical acvity and recreaon, which is similar in nature and intent to a gym or sports facility. Expanding the interpretaon of "fitness" to include supervised, acve play for children would align with the zone's purpose of providing recreaonal opportunies. This would allow for a low-impact, family-friendly use that benefits the community in a way that is consistent with the zone's established character. The limited availability of RC-zoned properes in the town suggests that this change would not have a broad impact on the community or set a precedent for widespread rezoning. Since only a small number of properes fall under this designaon, approving this specific use would affect a limited and manageable area. The focused applicaon of this change would prevent it from significantly altering the district's character. Even without a direct change to the RC zone's permited uses, an overlay opon would likely allow for the approval of entertainment like an indoor bounce house playground. Given that entertainment use could be approved through an overlay, perming it as a condional use within the base RC zone is a logical and straighorward approach that is consistent with the intent of using zoning tools to address specific community needs. This demonstrates that the request is not an outlier but a reasonable consideraon within the established planning framework. We respecully submit this applicaon for a text amendment to support the re-opening of our indoor bounce house playground, Jumpin’ Joeys, which has been part of South Windsor community for the past many years. As residents of South Windsor and neighboring towns for around 15 years, we have deep roots in this community and a strong commitment to its families. For the past 3 years, we’ve proudly operated Jumpin’ Joeys, offering a safe, fun, and engaging space for children to play, celebrate, and grow. Our facility has become a cherished desnaon for local families, and we are eager to enhance its offerings while preserving the character of the neighborhood. The property includes a historic home that sits prominently on the street. We recognize its architectural and cultural value and intend to preserve it fully. Our proposed expansion would take place at the rear of the property, in a poron of land that is currently unused and serves no funconal purpose. This area is well-suited for the construcon of a dedicated building for Jumpin’ Joeys, allowing us to improve our services while minimizing any impact on neighboring properes. We believe this proposed use is appropriate and beneficial to South Windsor. It aligns with the town’s family-friendly values and provides a much-needed recreaonal outlet for children. By ulizing underused space and preserving the historic home, we aim to balance progress with preservaon—creang a vibrant, community-focused desnaon that reflects the spirit of South Windsor. We appreciate your consideraon of this applicaon and look forward to connuing our role as acve, responsible members of the South Windsor community. This is a request for a modification to Table 4.1.1.A Permitted Commercial and Industrial Uses – to allow for indoor recreational uses by site plan in the Restricted Commercial zone. 2. Currently in our regulations, indoor recreational activities are permitted as of right in the General Commercial (GC) zone, and by special exception in the Industrial zone. This text amendment would allow indoor recreation uses to developed as of right through site plan approval. Any proposal would be required to comply with the design requirements of the RC zone and of Section 8.7 Architectural and Design Review. This would include requiring the building elevations be attractively designed and held to a standard of architectural excellence. 3. The RC zone has very limited locations in Town. The restricted commercial zone does still contain residential properties, but unless they are/will be associated with a permitted business, they are non-conforming. 4. This proposed text could allow uses in the form of indoor sports, a gym with a vast array of activities, or a “fun-zone” type of establishment for children and teens. It is important to note that the largest area of the RC zone, contained within the intersections of Ellington Road, Buckland Road, Deming Street, and Clark Street, also coincides with the Center Core Overlay Zone, which could be applied to development on these properties. 5. Our CCOZ does allow for indoor fitness and recreation as part of the permitted uses by site plan approval, so someone looking to develop a property in this area could already do so, provided they could comply with the stricter requirements of the CCOZ and would not allow for any single-family housing. 6. The town’s Plan of Conservation and Development highlights the support and encouragement of business development in Town. Particularly, the Implementation Plan looks to explore and implement flexible zoning standards to support redevelopment throughout South Windsor as a whole. 7. The Capitol Region Council of Governments has reviewed this amendment and finds no apparent conflict with regional plans and policies, or concerns with neighboring towns. The report shall be read into the record. 8. A change to the text of this magnitude is not likely to have a large impact on the broader extents of South Windsor; however, residents in proximity to these zones may be impacted by such a change due to the increasing demand of indoor recreation in Town. If the Commission approves this application, the Planning Department would suggest the use be allowed by special exception/site plan so that appropriate conditions could be placed on the approval if it is proposed in conjunction with an existing residential use.
