9M 4.Plot Plan:A layout map of the proposed site drawn to a scale of 1 inch equals
40 feet on either of the following size sheets:(1)24"x 36"with a 3/4"ruled
margin;(2)18"x 24"with a 1/2"ruled margin,containing the following data:
a.Distance and bearings of all boundary lines and acreage of site.Iron pins
required at all property angle points and shown on map.
Proposed streets and street lines with center line station,curve data,and
parking spaces.
Building lines in accordance with zoning regulations.
Proposed buildings and other structures,including signs,outside lighting,
and dumpsters (on concrete pad and screened).
e.Easements,noting grantors,grantees,and purpose must be shown in
table format,e.g.below
Names of abutting property owners.
Monuments will be indicated at corners and angles of all streets and at all
points of curvature and tangency.The monumented points within
proposed site shall be coordinated.These coordinates shall appear in
tabular form on the plot plan.The accessibility of these CGS points shall
be determined by the Town Engineer.
h.All open space or other common or public land uses shall be indicated.

5.Topographic Map:A map drawn to a scale ofl inch to 40 feet on sheets not
exceeding 24 inches by 36 inches,including ruled margins shall in addition to
the requirements of the plot plans show the following:
a.All existing and proposed buildings.
b.Curb Lines and pavement width,sidewalks.
Existing and proposed sanitary sewers.
Existing and proposed water and—all existing utilities.

a.Layout of streets in sections coordinated by stations with the prohle.
b.Street plan showing roadways,drainage,sanitary sewer (including house
sewer),foundation drains,lot lines,buildings including all utilities with
elevations (top frame and inverts),size,type,length,slopes of pipes.
c.Sight line at driveway &street intersections.

elevations,(inverts,top of frame)sizes,lengths,and slopes of pipes.Top of foundation elevations for building shall be shown.

12.Sanitary Report:Where individual sanitary sewage disposal systems are
proposed,the final plans shall include a Sanitary Report certified by a
Professional Engineer.The report shall demonstrate the feasibility of the
proposed individual systems.

This application is for the completion,grading,and finai restoration of the 19.6 acre
parcel of Iand originally approved on 2014 for the removal of gravel materials at 1488 Sullivan
Avenue.The bulk of material slated to be excavated has been removed at this point.Most of
the work involved with this application is for regrading,loaming,and seeding.Some areas were
over excavated and will be filled prior to the loam and seed.AII 2:1 slopes will be covered with
straw erosion control matting for stabilization.The existing ridge line to the east that separates
the site from Plum Gulley Brook has not,and will not be touched.No trees in that area will be
cut.The final grading of the site will be at approximately 2%from east to west toward Sullivan
Avenue.This will leave the site stabilized and ready for any future development that might be
proposed.As with the past application,the hours of operation will be 7:00 a.m.to 4:30 p.m.
Monday through Saturday.No work will be performed on Sundays.The existing,previously
approved,accessways to the site will continue to be used.A 4’high planted berm will be
installed along the Ellington Road frontage for screening.

1.Request for a renewal ofthe five year Special Exception permit to Section 7.16 for
an earth removal permit and site plan approval to extract gravel on property at 1448

This application is to complete the grading and restoration of the 19.2 acres property.The site is currently accessed from both Ellington Road and Sullivan Ave.The planreflectstheexistinggradesaswellasproposedgradeswhentheoperationis
completed.
.The zoning regulations allow removal of earth materials,including clay,as a Special
Exception,in conformance to certain criteria,including:
The plan shall provide for proper drainage of the area of the operation after
completion;and no bank shall exceed a slope of 1 foot of vertical rise in 2 feet of
horizontal distance.
At the conclusion ofthe operation,or of any substantial portion thereof,the whole
area Where removal takes place shall be covered with not less than 4 inches of
topsoil,and seeded with suitable cover crop.
Except in an industrial district,no stone crusher or other machinery not required
for actual removal of the material shall be used.
In passing on such applications,the Commission shall consider the effect of such
removal on surrounding property and the future usefulness of the premises when
the operation is completed.In the case of removal of quarry stone,and mining
operations,the Commission may modify the foregoing requirements where such
operations will not endanger public health and safety or be detrimental to the
neighboring properties.
Such permits shall be issued for a period not exceeding 5 years beyond the date of
Commission approval.
Extension of time or modification of the scope of work originally approved may
be granted by the Commission.
The applicant shall post a bond in an amount approved by the Commission after
consultation with the Town Engineer as sufficient to guarantee conformity with
the provisions of the permit issued hereunder.
The current hours ofoperation are:Monday through Saturday from 7:00 am i 4:30
pm with no work on Sundays.
5.The applicant has a gravel storage piles approx.100 feet from Sullivan Ave.that has
provided a visual buffer of the vehicle storage area and the material stockpiles.
6.A 4 foot high planted berm is proposed along the Ellington Road frontage however
the quantities,type and size oftrees has not been included on the plans.There are no
additional trees proposed along the ridge line.
7.There are no regulated wetlands on the site;however the applicant did receive
renewal ofthe conservation approval on May l with the recommendation of a bond
in the amount of$10,000i yaw/1‘14
8.The PZC should note that although this property is currently resi entially zoned,it is
included in the town center area Village District Overlay zone‘Any future
commercial use and/or mixed use of this property would require further action by
this Commission.
9.With the previous approval,the PZC had an approval condition related to dust,hours
of operation and noise generated from on ~site activities.We would recommend
those same approval conditions be incorporated into this approval.
If this application is approved,Planning Dept.requests that the planting along Ellington
Road be identified as to types,quantities and sizes.

This approval is a Special Exception to Section 7.16 of the Zoning Regulations to allow for an earth removal
permit and site plan approval to extract gravel on property located at 1448 Sullivan Avenue,RR zone,as shown
on plans prepared by Robert J.Arsenault,PE.Civil Engineering Services,dated 3/19/2019,as revised.This
approval is subject to the following modifications:
1,Prior to commencement of any site work,a meeting must be held with Town Staff.
2.This application is subject to the conditions of approval of the Inland Wetlands Agency/Conservation
Commission and a bond in the amount of$10,000.
3,All plans used in the field by the developer must bear the stamp and authorized signature of the Town of
South Windsor.
4.This permit is valid for a period of five years.The permit expiration date is May 14,2024.The permit must
be renewed prior to expiration if earth removal operations are to continue.
5.Monitoring of dust created by activities on site must occur on a daily basis and efforts to mitigate dust must
be employed.
6.The hours of operation are limited to and defined as daytime hours in the Noise Ordinance Monday through
Saturday 7 am.e 4:30 p.m.with no work on Sunday hours.
7.All activities must comply with the Town’s Noise Ordinance.In the event that town staff receives noise
complaints,town staff may require the applicant to provide sound readings,conducted by a third party,to
demonstrate compliance with the town noise ordinance.If the applicant is in violation of the noise
ordinance,the applicant will be in violation of this permit and the town may take any steps it deems
necessary to abate the violation and noise nuisance.If noise complaints continue even though the applicant
may be in compliance with the town noise ordinance,the applicant may be required,as a condition of this
permit,to mitigate objectionable noise levels (eg reduce hours).
8.Any additional use of the property shall require future approval from this Commission.
9.The proposed berm is to be eliminated and four,4 V2”caliber platanus sycamore trees will be planted on
Ellington Road and five planted along Sullivan Avenue.
10.Grading along the Ellington Road and Sullivan Ave frontage shall be left to incorporate sidewalks with
future development of the site.
ll.The two properties are required to be combined by deed as this approval is for a single site.
Black and white transparent mylars of Sheet 1 of 2 with the above modifications,together with three blueprint
copies of the entire set of plans (including landscaping plans)must be submitted to this Commission within 3O
days to be stamped and signed.The letters of approval of this Commission as well as the Inland Wetlands
Agency/Conservation Commission must be reproduced on the mylars.
After the mylars have been signed by the Commission,they will be retumed to you for filing in the Office of the
Town Clerk.After filing these plans,a copy of the receipt must be submitted to the Planning Department.
The attached Special Exception form must be completed and filed in the Town Clerk’s office.The special

All plans used in the field by the developer must bear the stamp and authorized signature of the Town of
South Windsor.
This permit is valid for a period of five years.The permit expiration date is May 14,2024.The permitmustberenewedpriortoexpirationifearthremovaloperationsaretocontinue.
Monitoring of dust created by activities on site must occur on a daily basis and efforts to mitigate dust
must be employed.
The hours of operation are limited to and defined as daytime hours in the Noise Ordinance Monday
through Saturday 7 am.—4:30 p.m.with no work on Sunday hours.
All activities must comply with the Town’s Noise Ordinance.In the event that town staff receives noise
complaints,town staff may require the applicant to provide sound readings,conducted by a third party,to demonstrate compliance with the town noise ordinance.If the applicant is in violation of the noise
ordinance,the applicant will be in violation of this permit and the town may take any steps it deems
necessary to abate the violation and noise nuisance.If noise complaints continue even though the
applicant may be in compliance with the town noise ordinance,the applicant may be required,as a
condition of this permit,to mitigate objectionable noise levels (e.g reduce hours).
Any additional use of the property shall require future approval from this Commission.
The proposed berm is to be eliminated and four 4 1/2”caliber platanus sycamore trees will be planted on
Ellington Road and five planted along Sullivan Avenue.
10.The two properties are required to be combined by deed as this approval is for a single site.
