Appl 20—03P,DPI Text Amendment
Public Hearing 2/4/20
.This is a request for a zoning text amendment to Section 4.2.1 1 Access and
Parking in the Buckland Road Gateway Development zone specifically to
modify Section 4.2.11 C3 Off—street parking to allow for Commission approval
to allow for the setback for parking to be reduced to 30 feet (from 65 feet)
provided it meets certain landscaping and/or architectural design.
.In order to take advantage of this regulation, the applicant’s proposal would
require projects to be designed with a combination of treatments such as:
variety of landscape materials with four season interest and significant trees at
planting;New England style accent walls, berms to compliment the surrounding
landscapes and building architecture.
.Staff would recommend that no curb cut into the parking area before the 65 foot
setback;the landscape treatments be designed by a Landscape architect and
limit the amount of parking allowed in front of the 65 foot setback to 10%of
the total spaces.
.The Business Development section of the Town Plan has one of its goals for the
town to “attract additional business development that is consistent with the
character and scale of it surroundings with a strategy to maintain current
business zones,with updates.”
.The Capitol Region Council of Governments has reviewed the amendment as
required and has offered the following report.
.lf this application is approved, the Flaming Department has no other the
suggested modifications.

CONCEPTUAL PLANTING PLAN ALONG BUCKLAND ROAD
Suh I'IZD'L.1
As a present member of the Design Review Commission &as a 30 year former member of the
Planning &Zoning Commission,I would like to express my extreme reservations concerning the
reduction by 1/2 of the setbacks in the Gateway area.
We worked for a iong time to write good regulations and developers have adhered to what was
written.
Any reduction in the setback for one developer would open the door for all subsequent development
to request the same deviation from the regulations. Why will reducing the setbacks be more visually
appealing?
Sincerely,
Marshall Montana

Re:
i have reviewed the above Site Plan Modification and have the following comments
1.It appears there will be no regrading under the proposed temporary classrooms,
but the topsoil will be removed and replaced with a layer of gravel/processedaggregateundertheseunits.Is that correct?Add a note that the contractor is to
insure the gravel area under and by these classrooms is graded so water
continues to drain to the existing yard drain and drainage pipes in this area.
Where will the topsoil that is removed be relocated?Show a temporary topsoil
stockpile as necessary, surrounded by silt fence and seed any topsoil that is
stockpiles or spread on site,as well as any disturbed grass areas.
Show a stone anti tracking pad by the driveway/parking lot and a gravel or stone
access path from the paved driveway or parking lot to where the temporary
classrooms will be installed for construction. These can remain or be removed
and restored with topsoil and grass seed after the classrooms are complete.
Show a paved egress walkway from the outside doors on the north end of the
new corridor nearest the existing building and bottom of the stairs on the east
side ofthese classrooms to existing pavement as necessary.
l suggest the whole set of existing concrete steps east of these classrooms be
removed. It will not be easy to leave part of these steps in place and keep them
safe and usable as there may be a significant drop off the end and they may look
unsightly,
Please let me know if there are any questions.
