This property was acquired through “555 Dart Hill Road, LLC”, of which John is a member. As depicted on the submitted zone change map, the property had three buildings when acquired. The shed at the southwest corner has been removed, the large, dilapidated shed in the center of the property will be removed, as well as the old house at the northwest corner of the property. The area is characterized by three large single-family subdivisions, all built by entities associated with John’s family, and John participated in the construction of those development’s homes and infrastructure, and entitlements. Just to the east of the parcel, on Dart Hill Road in Vernon, is a large (150+ units) active adult retirement community, known as Quail Hollow, which is of far greater density than the abutting A-30 subdivisions. The Rural Residential (RR) zoning district has been substantially a holding zone for land with soils suitable for residential developments until they had public utilities proposed to be extended to them by a developer. All three of these subdivisions required a zone change from RR to the A-30 zone. The first of these was Mountain View Estates, directly across from and northerly of 555 Dart Hill Road. That was followed by Partridge Meadow, to the west of the subject parcel, and then, 25 years ago, by Partridge Meadow II, which includes the construction of Trumbull Lane with public water, sanitary sewers and stormwater drainage systems. The Planning & Zoning Commission approved the zone change from RR to A-30 for Patridge Meadow II in January of 1995. Design Professionals (DPI) was the civil engineer and land surveyor for that development. When John built Trumbull Lane, he included utility laterals for an anticipated three A-30 frontage lots on Trumbull Lane at the 555 Dart Hill Road parcel (minimum 120 feet frontage, 20 feet side yard, 50 feet front and rear yards, with a minimum lot size of 30,000 square feet), which is consistent with the lots in Partridge Meadow II and the other area subdivisions. These lots are wide enough to accommodate side load garages, when desired by homebuyers. G:\jobs\5553\Docs\Applications\Zone Change Application 7-2025\Narrative Statement.docx The subject property is moderately sloping from the southwest corner down to the northeast corner, and there are no known wetlands or federal flood plain. The entire area has been rezoned A-30, with the exception of the subject parcel and the abutting 3 +/- acre parcel to the west of it on Dart Hill Road (attempts to reach that owner have been unsuccessful to date). Mr. Jacques’ proposal is to subdivide the property into four new building lots. Three of those will have frontage on Trumbull Lane. Two will have 30,000 square feet of lot area, and 120 feet of frontage, with the third lot, being a corner lot, will have around one acre and a wider street frontage. The remaining lot, which today includes the area of the older residence, will have double the lot size of the A-30 zone, and around 165 feet of frontage on Dart Hill Road. Although the house is now served by a driveway with two curb cuts, John has indicated that he will eliminate one curb cut in furtherance of access management. The Commission’s Plan of Conservation & Development, approved a year ago, indicates the subject property should be developed as low density residential (1 to 2 lots per acre), which is the same density as that of the abutting A-30 residential subdivisions. This is depicted on the Residential Densities Plan, Figure 3-2. In summary, the requested zone change from RR to A-30 is consistent with the POCD, is supported by available public utilities and soils/land characteristics, is supported by the Commission’s prior zoning changes and development approvals in the immediate vicinity, and is in keeping with the character of the neighborhood. With this zone change, the number of lots will increase by one, and the entire four lot subdivision will thus be subject to Section 2.24.3 of the zoning regulations, which will then require payment into the Town’s Housing Trust Fund Account established for the purpose of planning, subdividing, acquiring, developing or managing affordable housing units in South Windsor. This is depicted on the Residential Densities Plan, Figure 3-2. In summary, the requested zone change from Rural Residential (RR) to A-30 Residential (A-30): is consistent with the goals, objectives and recommendations of the Planning & Zoning Commission’s Plan of Conservation and Development (POCD); is supported by available public sanitary sewer, public water and storm drainage utilities previously installed by the applicant in Trumbull Lane, has physical land properties suitable for the development due to soils/land and other characteristics; is supported by the Commission’s prior zoning changes and development patterns and approvals in the immediate vicinity; is consistent with the principles of access management by reducing the Dart Hill Road driveways from two down to one; is in keeping with the general character and zoning of the neighborhood including lot sizes; does not require the construction or maintenance of new public streets; will have no adverse impact on surrounding property values; is too small of a development to generate any traffic impacts; and will require that the four lot subdivision participates in the Planning & Zoning Commission’s affordable housing program via a payment by the applicant to the Town’s Housing Trust Fund Account’ which would not occur should the parcel remain in the RR zoning district. With this zone change, the number of lots will increase by one,and the entire four lot subdivision will thus be subject to Section 2.24.3 of the zoning regulations, which will then require paymentintotheTown’s Housing Trust Fund Account established for the purpose ofplanning, subdividing, acquiring, developing or managing affordable housing units in South Windsor. The Commission’s Plan of Conservation &Development, approved a year ago, indicates the subject property should be developed as low density residential (1 to 2 lots per acre),which is the same density as that of the abutting A-30 residential subdivisions. This is depicted on the Residential Densities Plan,Figure 3-2. In summary, the requested zone change from Rural Residential (RR)to A-30 Residential (A-30):is consistent with the goals, objectives and recommendations of the Planning &Zoning Commission’s Plan of Conservation and Development (POCD);is supported by available publicsanitarysewer, public water and storm drainage utilities previously installed by the applicant in Trumbull Lane, has physical land properties suitable for the development due to soils/land and other characteristics;is supported by the Commission’s prior zoning changes and development patterns and approvals in the immediate vicinity;is consistent with the principles of access management by reducing the Dart Hill Road driveways from two down to one;is in keeping with the general character and zoning of the neighborhood including lot sizes;does not require the construction or maintenance of new public streets;will have no adverse impact on surrounding property values;is too small of a development to generate any traffic impacts;and will require that the four lot subdivision participates in the Planning &Zoning Commission’s affordable housing program via a payment by the applicant to the Town’s Housing Trust Fund Account’which would not occur should the parcel remain in the RR zoning district. cuobs\s553\Dncs\Appli<aiions\2nue Change Applicaxmn rzozswamuve Stammenmm 2.24.3 Affordable Housing Requirements A.Subdivisions All single-family subdivisions or rcsubdivisions which create three or more new building lots shall make a payment into a housing trust fund in accordance with the Subdivision Regulations.Fees received pursuant to this Section shall be deposited into a Housing Trust Fund Account established for the purpose of planning, subdividing, acquiring, developing or managing affordable housing units in South Windsor.
