A Pubh’c Hearing wiH be held on April 22,T981 to consider the ConnecticutDepartmentofEnvironmenta]Protection's appTication for primacy to administertheUndergroundInjectionControTProgram(UIC).
The purpose of the UIC Program is to ensure the protection of undergroundsourcesofdrinkingwaterthroughtheregulationofa1]discharges to groundwatersfrominjectionweHs.An injection weH is defined as a structure which isdeeperthanitiswide.Injection into the weH may take piace by pumping the fluidintotheweHunderpressure,or aHowing the fluid to enter the weH by gravityf10w.The UIC Program c10se1y aHies itself with Connecticut's expanded role in
groundwater protection as developed in the State's groundwater standards.
Injection wells are categorized as five separate groups:
I.Class I:Industrial and municipal disposal weHs;nuclear storage anddisposalwells;
2.Class II:Injection weHs associated with oil and gas production andhydrocarbonstorage;
3.Class III:Special process we‘ils in conjunction with solution mining ofmineralsandtherecoveryofgeothermalenergy;
4.Class IV:weHs which are used by generators of hazardous wastes orhazardouswastemanagementfacilities;
5.Class V:Wells which are used for septic systems and discharges fromheatpumpsystems.It is assumed that only those non-household septicsystemsthataredeeperthanwideareincluded.
