The Town of South Windsor is actively planning the development of a 6.2-mile multi-use
recreational and transportation trail along the Eversource power line corridor. On June 2, 2017,
the Connecticut Department of Energy and Environmental Protection (CTDEEP) designated this
section of the corridor as a CT Greenway. This trail will provide a safe south-to-north route
through the town for pedestrians and bicyclists. The southern terminus will connect to the
Charter Oak Greenway, the East Coast Greenway, and the future Central Connecticut Loop Trail.
The northern terminus, located in the northeast corner of South Windsor, will link to the farming
communities of Ellington and East Windsor.
The majority of the land along the proposed trail corridor is owned by Eversource and the Town
of South Windsor. However, certain sections of the corridor traverse privately owned land. For
these areas, the town is actively seeking permissions and securing easements to facilitate trail
construction. The trail will be paved, 10 feet wide, and designed to meet accessibility standards
for individuals with disabilities. Construction will be executed in phases, with Phase 1 focusing
on the central portion of the trail. Phase 1 will connect isolated trails and provide links to three
key town facilities: Wapping Park, Priest Farm, and Nevers Park. Phase 1 has been further
divided into two sub-phases, Phase 1A and Phase 1B, with Phase 1A being the focus of this
application.
Phase 1A begins in Wapping Park and extends northeast to the Priest Farm property along
Sullivan Avenue (CT Route 194). A new trail parking area is proposed at the terminus of Phase
1A. This section of the trail spans approximately 5,500 linear feet and includes a boardwalk
system of over 60 feet to traverse wetlands within Wapping Park. All funds have been secured
through grants and necessary approvals from property owners and local commissions for this
phase have also been secured outside of Planning and Zoning.

Wetland Evaluation Report
South Windsor Cross Town Trail
Phase 1A - Wapping Park to Sullivan Avenue
1 | Page
Introduction
Davison Environmental Wetland and Soil Scientists Eric Davison and Alex Malvezzi conducted a
wetland evaluation and impact assessment within the area of the proposed Phase 1A trail from
Wapping Park to Sullivan Avenue in South Windsor. The evaluation area consisted of four
wetlands where activity is proposed to construct a pedestrian trail. These areas are described in
the following sections.
Results and Discussion
Field work was conducted between August 12th and August 21st, 2024. Each wetland impact area
was assessed to describe the physical characteristics of the wetland at each proposed impact
location including the dominant vegetation and the hydrology. Wetland impact locations are
denoted as Area 1 through Area 4.
Area 1
Area 1 is located within Wapping Park within the Eversource right-of-way. It is a palustrine scrub-
shrub, emergent wetland with a semi-permanently flooded hydrology. The trail crossing location
consists of an existing culvert crossing of a narrow wetland averaging approximately 10-15 feet
wide. The existing concrete culvert is 24 inches in diameter and carries flow from an intermittent
watercourse that is part of a larger wetland that flows north. The watercourse on the northern end
of the culvert outlet is approximately 12 inches wide and four inches deep. The concrete culvert
is exposed along the crossing with mowed meadow to the east and west (Photo 1). The dominant
vegetation includes sensitive fern (Onoclea sensibilis), purple loosestrife (Lythrum salicaria),
sweet flag (Acorus calamus), fox grape (Vitis labrusca), woolgrass (Scirpus cyperinus), and
switchgrass (Panicum virgatum) (Photo 2).
Wetland impacts are minimal at this location, as the culvert will essentially be replaced in kind.
Optimally, replacement with an open bottom culvert or bridge span with natural material is
preferrable to facilitated wildlife movement through the wetland corridor. However, given the
presence of an existing culvert, there would be no additional impact resulting from culvert
replacement.

Area 2
Area 2 is a wetland crossing in Wapping Park that drains northwesterly within the Eversource
right-of-way. There is standing water in the lowest part of the crossing that is approximately five
inches deep and four feet wide. The topography gently rises on the northeast and southwest side
of the wetland forming a narrow swale that runs across the ROW (Photos 3 and 4). Area 2 is a
Palustrine scrub-shrub, emergent wetland, with semi-permanently flooded hydrology. The
dominant vegetation is reed canary grass (Phalaris arundinacea), with other vegetation including
ironweed (Vernonia gigantea), woolgrass (Scirpus cyperinus), joe-pye weed (Eutrochium
purpureum), and blue flag (Iris versicolor). Optimally, replacement with an open bottom culvert,
span or oversized culvert with natural streambed material is preferrable.

Area 3
Area 3 is located within Wapping Park. It is a Palustrine scrub-shrub, emergent wetland, with
semi-permanently flooded hydrology. It drains northwesterly within the Eversource right-of-way.
There is standing water within the crossing that is approximately 10 inches deep and 10 feet wide.
The topography rises on the northeast and southwest side of the wetland forming a swale that
drains into a larger wetland to the northeast extending to Ellington Road (Photos 5 and 6). The
dominant vegetation is reed canary grass (Phalaris arundinacea), with other vegetation including
woolgrass (Scirpus cyperinus), soft rush (Juncus effusus), purple loosestrife (Lythrum salicaria),
joe-pye weed (Eutrochium purpureum), ironweed (Vernonia gigantea), and bull thistle (Cirsium
horridulum).
A boardwalk is proposed at this location. The boardwalk will be installed on metal helical piles as
opposed to the traditional method of wood pilings. Helical piles are drilled into the soil without the
need for excavation, deposition of fill, grading or other significant soil disturbance. This is the
optimal method for boardwalk installation in wetlands, as it minimizes both permanent and
temporary wetland disturbance. To further minimize disturbance, it is optimal to have construction
equipment work from uplands, without placing equipment in the wetlands. Should equipment be

required in wetlands, the use of temporary timber matting is recommended to minimize soil
compaction and wetland vegetation loss.
Area 4
Area 4 includes the proposed replacement and expansion of an existing boardwalk through the
wetland that will connect the trail to Ellington Road. The wetland is a Palustrine scrub-
shrub/emergent wetland, which transitions into a forested wetland with semi-permanently flooded
hydrology. It begins northeast of the Eversource right-of-way gravel access road and leads
northeast through the wetland. The southern half of the proposed crossing location has a
saturated to temporarily flooded hydrology; it did not contain any standing water at the time of the
survey, but water-stained leaves and saturated soil were present (Photos 7 and 8). Moving
northeast, the area includes the replacement and expansion of the existing boardwalk (Photos 9
and 10). The crossing includes a stream that is approximately 6 to 8 feet wide and 10 inches deep
flowing westerly toward the Eversource right-of-way (Photos 11 and 12). The stream bank is two
to four feet high on each side and includes a terrace on the south side of the stream that is
approximately eight feet wide running parallel to the stream. The full width of the crossing from
bank to bank, including the terraced areas is approximately 15 to 20 feet wide.

South Windsor Cross Town Trail
Phase 1A - Wapping Park to Sullivan Avenue

Dominant vegetation includes sensitive fern (Onoclea sensibilis), joe-pye weed (Eutrochium
purpureum), silky dogwood (Cornus amomum), winterberry (Ilex verticillate), spicebush, tussock
sedge (Carex stricta), multiflora rose (Rosa multiflora). The tree canopy is dominated by red maple
(Acer rubrum) and pin oak (Quercus palustris),
The greater wetland provides suitable habitat for amphibian breeding. While no areas of suitable
hydrology were observed within the specific trail alignment, such areas could occur to the north,
and could support vernal pool indicator species. Optimally, installation of the boardwalk in the
winter would minimize disturbance to breeding amphibians. If possible, work should be avoided
from February 25th through June 1st to minimize impact to breeding adults.
Summary and Conclusions
Collectively, the proposed direct impacts are minor and are associated with low intensity
recreational use. It is my professional opinion that these impacts, either individually or collectively,
do not constitute an adverse impact to wetlands or watercourses. Total permanent impacts for all
work locations are 2,250 square feet, with an additional 1,095 square feet of temporary
disturbance. To ensure areas of temporary disturbance recover and naturalize, they should be
restored to grade and reseeded with an appropriate native wetland seed mix, such as Wetmix, a

product of New England Wetland Plants (www.newp.com). While the use of spans (arches, open
bottom culverts) is preferrable at the Area 1 and Area 2 impact locations to allow for a natural
stream/wetland substrate and improved wildlife corridor movement, such improvements need to
be weighed against costs and other constraints to determine if they are both feasible and prudent,
per the regulations. Moreover, Area 1 is an existing culvert that will be replaced in kind. With
respect to the boardwalk installation, metal helical piles result in little disturbance to the wetland
substrate. Provided that temporary impacts are minimized (e.g., using matting), long term impacts
are not anticipated. If possible, construction outside of the critical amphibian breeding period
would minimize impacts to wildlife in general. Assuming adequate erosion and sedimentation
controls are in place and properly maintained during construction, no secondary impacts to
adjacent wetlands are anticipated.

To Whom It May Concern, The Connecticut Light and Power Company (CL&P) d/b/a as Eversource Energy (Eversource) is writing to express its support of the proposed 6.2-mile multi-use trail located in South Windsor, CT between Clark Street and Niederwerfer Road. The trail is proposed to be located on both Eversource fee property and easement currently used for business operations (please see attached mapping provided by South Windsor Walk & Wheel Ways). The area proposed for trail use is presently used by Eversource for energy delivery purposes and includes overhead electric transmission lines. While energy delivery and protection of the company facilities is priority, Eversource property is available for public passive recreation provided necessary clearances from energized equipment can be maintained. We have found that recreational trail uses can be compatible with our energy delivery uses, and Eversource has worked successfully with similar pedestrian trail projects in CT. There have been discussions with South Windsor Walk & Wheel Ways committee for more than a year, exchanging thoughts, ideas, and conceptual planning. To this end, we look forward to working with both the Town of South Windsor and CT DEEP on the safe development of this trail. Please contact us if you have any questions. Sincerely, Timothy Powers Manager of Real Estate CC: Gillian Conlin; Land Management

Re: Appl #25-01P, Cross Town Trail Phase 1A Planning Review Comments
The following are the Planning Department comments. Engineering comments will be sent separately.
Please make the necessary revisions and submit three COMPLETE sets of full-size revised plans and 10 sets of
11”x17” plans by 1/21/25 to be sent out with the agenda (tentatively scheduled for 1/28/25).
Site Plan Comments
1. General Comments
a. The site plans are difficult to read, primarily because of the grayscale aerial. Better effort should be
made to provide a legible drawing set where linework does not compete with the aerial. Since a survey
has not been provided and the aerial is the only way to understand existing conditions, I suggest using
a color aerial and linework of contrasting colors.
b. Existing and proposed topography labels should be provided so Staff can easily review proposed slopes
and cut/fill areas.
c. Will any portion of the proposed boardwalk utilize railings in addition to the curbing shown in the
detail? Please clarify.
d. The South Windsor Fire Department has requested that the trail and boardwalk be able to support the
weight of their Polaris rescue vehicle, which could exceed 4,000 pounds in the event of emergencies.
Please ensure that the construction of the trail and boardwalk can support this weight.
2. Sheet 1 of 6
a. Confirm the property line layout of N/F Jay J. Cyr & Dawn Cyr. Town of South Windsor GIS shows a
different configuration.
3. Sheet 2 of 6
a. Has an easement over the corner of N/F Kathleen C. Thompson where the proposed trail crosses the
property been requested or filed? A diagonal line is shown in this area, but it is unclear what purpose
this line serves. Metes and bounds must be provided on the plan set for this easement.
b. Proposed grading should be shown on the portion of the trail just before the existing bridge to remain
near the 71.5 spot grade, and also in the area of Station 25+00.

a. Authorization of construction activities has been granted for 1550 Ellington Road, however, an

COMMENT RESPONSE SUMMARY

Application #25-01P
Site Plan Comments
1.General Comments
a)The site plans are difficult to read, primarily because of the grayscale aerial.Better
effort should be made to provide a legible drawing set where linework does not
compete with the aerial.Since a survey has not been provided and the aerial is the
only way to understand existing conditions,i suggest using a color aerial and
linework of contrasting colors.
Response:The revised plans are in color.
b)Existing and proposed topography labels should be provided so Staff can easily
review proposed slopes and cut/fill areas.
Response:Labels have been added to the plans.
c)Will any portion ofthe proposed boardwalk utilize railings in addition to the curbing
shown in the detail?Please clarify.
Response:Yes,areas where the boardwalk has a greater than 30"height
above the ground,a railing will be included on both sides of the boardwalk. This
is noted on the detail.
d)The South Windsor Fire Department has requested that the trail and boardwalk be
able to support the weight of their Polaris rescue vehicle, which could exceed
4,000 pounds in the event of emergencies. Please ensure that the construction of
the trail and boardwalk can support this weight.
Response:The trail and boardwalk sections will be designed to enable the
loading of the required rescue vehicles.
2.Sheet 1 of6
a)Confirm the property line layout of N/F Jay J.Cyr &Dawn Cyr.Town of South
Windsor GIS shows a different configuration.
Response:The property lines shown on the plans are correct based on
record mapping.Barton &Loguidice has completed a compilation survey for
Eversource of the entire utility corridor to be utilized for the Crosstown trail.
3.Sheet 2 of6
a)Has an easement over the corner of N/F Kathleen C.Thompson where the
proposed trail crosses the property been requested or filed?A diagonal line is
Barton &Loguidice,LLC South Windsor Cross Town Trail Phase 1A
TPZ Application
shown in this area, but it is unclear what purpose this line serves.Metes and
bounds must be provided on the plan set forthis easement.
Response:The diagonal line shown on the plans is the Eversource easement
line which currently exists across the property of N/F Kathleen C.Thompson.
The trail in this area is proposed on the existing Eversource access drive.
b)Proposed grading should be shown on the portion of the trail just before the
existing bridge to remain near the 71.5 spot grade, and also in the area of Station
25+00.
Response:The proposed trail in the areas of existing Eversource access
drives will be 4"higher than the existing access as shown on the detail.
4.Sheet 3 of6
a)Authorization of construction activities has been granted for 1550 Ellington Road,
however,an easement must be requested and filed where the trail crosses the
property.Metes and bounds of this easement must be provided on the plan set.
Response:This property, owned by the South Windsor Land Conservation
Trust,is within the existing Eversource utility easement. The actual location of
the proposed trail will be outlined within the agreement required between the
Town of South Windsor and Eversource.
5.Sheet 4 of6
a)Why does the portion ofthe trail connectingto the crushed stone aggregate parking
area along Sullivan Ave change width from 10’,6’and 12’?
Response:The proposed trail from the parking area will be 12 feet wide
because it is coincident with an existing Eversource access drive. The width
reduces once it leaves this access drive and is narrowed to a 6 foot wide spur
trail which connects to the main crosstown trail (10‘/12’wide).Since this is a
spur trail, the width was reduced to accommodate existing utility poles and an
existing CT DOT storm drainage outlet.
6.Sheet 5 of6
a)General Note #7 references the 2002 erosion control guidelines. Please update to
the latest published version.
b)The Erosion &Sedimentation Control Plan notes temporary sediment traps to be
installed. Please provide a detail and indicate on the plan where these measures
are anticipated.
c)Comments from our Environmental Planner dated 10/16/24 related to permanent
and temporaryseeding must be incorporated on the plan set submitted to PZC.
Response:Comments a,b,&c above were all addressed with comment

From:Conservation Commission
Date:December 23,2024
Re:Appl.25—01 P —TOSW Cross Town Trail
The South Windsor Conservation Commission,at its November 6th meeting
discussed the application and wanted to bring the following items fonNard to thePlanningandZoningCommissionforconsideration.
Recognizing that maintaining greenspace is essential for protecting vegetation,
habitat, and important species that are vulnerable to human impacts associatedwithdevelopment, the Commission suggests addressing the following:
1)Signage:Ensure clear,well-designed signage to include indicators for
sensitive habitats, reminders to “Leave No Trace,”and notices to
discourage feeding waterfowl or other animals.
2)Public Information:Provide educational material on the TOSW website &Parks and Rec website, social media posts, and brochures at town
buildings.
3)Park Maintenance:Add trash receptacles at each access point entrance, regular removal of debris from the walking path, and repair damaged
pathways.
The Commission looks forward to the trail development.Taking measures now tocreateasustainable,well-maintained trail system will benefit both our communityandtheenvironmentoverthelOngterm.
Thank you for your consideration.

To the South Windsor Pianning &Zoning Commissioners:
lam writing to you in favor of Appiication:25-01P.Outdoor recreation is a hallmark of every desirabie
town in our area.Farmington (and the surrounding area)has the Canai Traii,West Hartford has Eli2abeth
Park and the Reservoir, and Glastonbury has Riverfront Park.South Windsor has a fewjeweis as weli,
including Nevers,Niederwerfer,Donnelly, and Wapping Parks. However,i hope to bring forward a
unique perspective as we evaluate this opportunity of introducing a Cross—Town Trail in our community.
Unfortunately, today, our community does not have a truly wheelchair accessible park.We are
presented with an opportunity to change that.
lam extremely excited to see the proposed plans call for a trail system built on bituminous and concrete
materials,as opposed to the traditional stone dust and gravel builds.lencourage you to approve this
submission and emphasize the importance of these materials as this Phase and future Phases are
brought forward. This design will allow for an entire portion of our beautiful town to be explored and
appreciated by our entire population. This not only allows us to continue promoting and reinforcing
inclusiveness by being wheelchair accessible (which, selfishly,is important to me)but also allows for
grandparents, children learning to ride bikes, and families with strollers to easily enjoy together.
lappreciate the consideration and am eager for this Application’s Approval, and for Future Phases to be
realized, turning the Cross-Town Trail system into yet anotherjewel that all South Windsor can be proud
of and enjoy.
Thank you,
Justin lriondo

Appl #25-01P, Cross Town Trail Phase 1A – 765 Clark Street, 1556, 1559, 1560
Ellington Road, and 1407 Sullivan Avenue
Public Hearing 1/28/25
Planning Department Report
1. This is a request for a special exception to Table 3.1.1A and site plan of development for
Phase 1A of the Cross Town Trail including the installation of a bituminous trail, boardwalk
sections, associated grading and parking area, on properties located at 765 Clark Street,
1556, 1559, 1560 Ellington Road, and 1407 Sullivan Avenue, RR zone.
2. This application is subject to the special exception review criteria of Section 8.4(B) which
includes that:
• The proposal is consistent with the goals and objectives of the Plan of Conservation
and Development;
• The application has met the requirements of the zoning regulations;
• The land is physically suited to the proposed use;
• Minimal, if any, adverse environmental impacts are created;
• No traffic or other hazards will be created;
• The impacts on the capacity of the present and proposed utilities, street, drainage
systems, sidewalks, and other elements of the infrastructure will be minimal ;
• There will be minimal or no adverse effects on existing uses in the area;
• Surrounding property values will be conserved;
• The character of the neighborhood will be maintained or minimally disrupted ;
• The general welfare of the community will be served;
• There is a balance between neighborhood acceptance and community needs;
• Historic factors are adequately protected; or due consideration to preservation of
historic factors has been demonstrated;
• The overall physical appearance of the proposed development is compatible with
surrounding development and the Commission’s goals for the neighborhood/corridor;
• The architectural design is aesthetically pleasing and blends well into the surrounding
area;
• Noise created by on-site activities, including vehicle equipment noise;
• The Commission may impose additional conditions in accordance with these
regulations in order to ensure that all applicable criteria enumerated above and/or
within a particular use category are satisfied.
2
3. As noted in the applicant’s narrative, this Phase 1A application is a portion of a larger
master plan to develop a 6.2-mile multi-use recreational and transportation trail along the
Eversource powerline corridor. The goal of this trail is to provide a safe route through Town
for pedestrians and bicyclists. The Phase 1A portion of development will include
approximately 5,500 linear feet of trail utilizing hot mix asphalt and boardwalk sections.
4. The plans appear to meet all zoning requirements. No proposed improvements in Phase 1A
would affect the requirements listed in our residential zoning table.
5. Small vehicle access to portions of the trail is critical for emergency response personnel
such as Fire and Police. The applicant has noted that the trail and boardwalk will be
designed to support the loading of our small rescue vehicle which could exceed 4,000
pounds in the event of emergencies.
6. The narrative states that approval from property owners has been secured, but I would like
to know if actual easements have been granted and filed. This is a critical step to this
process and ensures that the trail can be constructed and maintained by the Town. The
applicant claims that all portions of the trail outside of Town-owned land is contained
within the Eversource easement but Drawing 3 shows a wetland crossing that is outside of
that easement.
7. The Inland Wetlands Agency approved this application at their 11/06/24 meeting with
standard approval conditions including a requirement of bond posting by any contracted
entities other than TOSW for erosion and sediment control compliance. Final plans shall
incorporate the conditions and comments associated with this approval.
Engineering comments are as follows (read memo by Town Engineer).
The Conservation Commission has submitted a memorandum dated 12/23/24 to be read into the
record.
If this site plan modification is approved, Planning Staff has incorporated comments into the
approval conditions.
