Section 19-13-8201(b)o£,the Public Health Code or the State‘of Connecticut states,"Public water supply wells shall be sampled by the state'department of health or local director of health for bacteriological, physical and sanitary'chemical examination.ApproVal of the commissioner.of health shall be obtained before the well water is made available for use." I have been advised that we mg not issue Certificates of Occupancy, until thisSection has been complied with.As soon as I receive the Hell Dnller’s Completion Report I must verify the well location and prepare a plot lan of both dwellings for submittal to the State. Also, the stipulations regarding the dual use and maintenance prov151onsmustbeplainlystatedinthedeedforeachhouse. When the Well Drilling Pennit was originally approved by me the well was to serve only 1621+Main Street. However, through a conversation with Francis V.Rossi,P.E.,of The Old Kain Street Company I have since learned that their intention is to use this one (1)well to serve both subject houses until such time as public water is made available to that section of Main Street. It is my understanding at this time that some preliminary talks are underway for installation of water either prior to or in conjunction with our new Main Street sewer interceptor which is tentatively scheduled for construction beginning next April and for completion in September of 1978 Richard S.Woodhull,M.SL,P.E;—Chief,Waier Supplics Sectign 27 May,1976‘ 1612 an&16214 Main Street,South Windsor, continued The afore-mentionea Section of the Public Health Code states that the Commissioner 0f Health must approve the water supply before it is made available for use.I have already advised South Windsor's Building Inspector that we may not issue CertifiCates of Occupancy until compliance with this Section is achieved. Therefore,I request your consideration in this matter, and further request registration‘of this well with your Department for inclusion in your yearly testing. Well Location:An as-built sketch dated 5/27/76 showing the location of the‘well, the two houses and their septic systems was received frmn the tmwn sanitarian. The subsurface sewage systems and reserve leaching areas are located in excess of 75 feet from the well. There are no footing or curtain drainsrgithin 25 feet and the well is not subject to flooding. Well Completion Report:6”diameter bedrock well,300'total depth with casing extending down to 191 feet.”Red rock"was encountered from 180 feet to 300 feet. Static water level was 40'. Yield Test:A 13 hour yield test“was run at 10 gpm with the permanent 3/4 Hp submersible pump installed at 160 feet. The water level remained at 53 to 55 feet during the entire test. Water Quality:Water samples were collected on June 16 and July 8 for laboratory testing. The initial sample was found to be high in iron (0.6 mg/l)and turbidity (6 units). The second sample, taken after the well was pumped to waste for several days was satisfactory at 0.1 mg/l iron and 1 turbidity unit. The sodium content is elevated (22 to 23 mg/l);however,the very low chloride content (2.0 toiLS mg/l)does not indicate any contamination by salt but rather a natural mineral condition. Storage:The well pumps into a hydropneumatic tank located in the basement of house #1624 and a 1“line runs to the second house. The usable storage is 17 gallons or about a total capacity of 60 gallons. The well pump is run off the house electrical meter. CONCLUSIONS AND RECOMMENDATIONS The location of the well meets the requirements of Public Health Code Section 19-13-B51 for‘withdrawal rates of under lOgpm,as was installed. The output of the well in conjunction with the storage tank appears adequate for the two homes.
