Appl # 24-45P, Newberry Zoning Amendment:
Public Hearing 12-10-24
Planning Department Report
1. Request the following modification to the Section 7.15 Senior Residence Regulations:
modify Sections 7.17.3 Form of Ownership for clarification; 7.17.5 Project/Units Caps to
allow a maximum of 72 units on properties containing more than 12 buildable acres and
eliminate the cap on number of units town wide; and modify 7.17.6 Density, Section D to
reduce the percentage of affordable units required from 15% to 10%.
2. The Commission recently made changes to this regulation increasing the number of units to
50 within a development as well as allowing for larger units. This text amendment proposal
would allow developments with up to 72 units.
3. Additionally, the current SRD regulations has a cap of 350 units town wide which allows for
additional 100 units. With the current proposals the Commission has reviewed recently, the
100 units would cap be exceeded.
4. The stated purpose of the Senior Residence Development is:
a. Increase the supply of affordable senior housing in South Windsor.
b. Promote well-planned, innovative developments that become aesthetically pleasing
senior residential environments.
c. Recognize that not all of the housing needs of our community’s elderly population
can be met through public elderly housing.
d. Provide for a greater variety of housing for South Windsor’s senior residents.
e. Foster small senior developments that can be nestled into neighborhoods with
minimal impact on surrounding properties. It is intended that these developments be
distributed throughout the town.
5. The recently adopted Plan of Conservation and Development, Chapter 6 Development has a
stated goal of “Diversifying housing choices that meets needs of all household types, ages,
incomes, and life changes)”. One goal identified is to expand senior housing options as well
as creating units that are affordable.
6. The Senior Residence regulation currently includes the provision for 15% of the units to be
deed restricted as affordable units. This proposal would decrease the required units to 10%.
As the PZC is aware, the state has a goal of 10% affordable units in each community, so this
change would keep us at status quo (approximately 6.2% currently).
7. As stated previously, one of the potential impacts of this amendment is recognizing that it
may result in an increase in the number of seniors participating in the Town’s Senior Center
services.
1
8. Any proposals under this regulation would be subject to special exception/site plan review
and would be reviewed at that time for any drainage, traffic and/or environmental impacts.
9. The Capitol Region Council of Governments has reviewed this amendment – read report
If the Commission approves this application, the Planning Department has no additional
comments
