Castro, Chairman Notes Concerning "Parking By Uses" in the Building Truth Baptist Church conducts three primary services each week --Sunday morning & evening, and Wednesday evening. During those times the express policy of the church is that no other activities of any kind are permitted on the grounds or in the buildings since the .doctrinal .+n+ernen+ of the church .+n+cc. +hc helief +Inn+ +ha Rihlc zvnan+a nannla not to c doctrinal owtciiic vi uw church .awwu uv vvnv. .... .. vnirvvw l+l+•.. •-. •- "neglect the assemblying of ourselves together as some do." Therefore during these times all parking is reserved and dedicated only for use as parking for the church services. The same policy exists for any other special meeting that may be held during the course of the year. At . any other time, all the parking is available for any other function that the church may sponsor or conduct. However another policy of the church that impacts building use and thus parking use is that the church does not rent any of its facilities to either members or nonmembers. The church is willing to let others use at no cost as a ministry to those who are in need such as a funeral or funeral reception. Any other use must be in harmony with the purpose of the church as expressed in the Great Commission of Jesus Christ (Matthew 28:18-20). If an activity is elatarminarl by +hA rhiire-h +n cnnfnrm with this mirnnsa than nn faa is axn P.ntPd_ In summary, it is difficult to apportion parking by uses since only one function is permitted at a time and all the parking is allocated for that use in contrast to a business that operates while other portions of their building may be rented out or used for other purposes simultaneously. ii i I, Frank A. Castro Chairman of the South Windsor Planning & Zoning Commission, hereby certify that on February 24, 1998 the Planning and Zoning Commission granted to Truth Baptist Church a Special Exception to Article 4.1.8.6 of the Zoning Regulations to allow an all purpose building associated with the Church as shown on plans prepared by Richard Walton Dubiel Associates Assessor's Map and Parcel Number: Map 5, Parcel #45 More particularly bounded and described as follows: (legal description from Deed or Mortgage) A certain piece or parcel of land, together with the buildings thereon located in the Town of South Windsor, County of Hartford, and State of Connecticut, as shown on a "Plot Plan for Truth Baptist Church 60 Burnham Street & King Street south Windsor, Connecticut Scale 1" = 401. The total amount of land disturbed by this project is approximately 1.5 acres. LOCATION OF PROJECT The project, as shown on the Key Map, is located on the South Windsor -- East Hartford Town Line on the north side of Burnham Street between King Street and John Fitch Blvd. NATURAL FEATURES The site is very flat, unwooded and has been used for potato and corn farming since the late 1960's. Before that it has been used for farmland since at least 1852 (the earliest records available). There is no sensitive flora or fauna on the that will be disrupted. The land is very dry, located well above flood zones and contains zero wetlands. According to Soil Conservation Service maps and confirmation with Mr. Glen Anderson through a site visit in 1987 concerning the soil characteristics, the soil is of the Windsor Series which is a deep well drained soil to draughty". The topsoil is varies from 8" to 14". The subsurface material is pure fine uniformily graded sand the size of sand found on beaches to a depth of at least 20'. The SCS comments about the soil have been borne out by practical experience. Although tilled and exposed through the years, there is no runoff from the site as verified by the observation that there is not the slightest trace of soil erosion such as a rill or gully. Mr. Anderson of SCS said that in his opinion hay bales and silt screens would be superfluous anywhere on the site including around stockpiles of top soil because of the well drained and draughty nature of the soil. Mr. Burnham, the farmer, called the field a "sandpit" 'f ' - verifying the well drained nature of the soil. There are no rock outcroppings, seeps, springs, wetlands, floodplains, streams, lakes, ponds, drainageways, dams or other such natural or manmade features that may affect the erosion potential of the site. TOPOGRAPICAL FEATURES OF ADJACENT PROPERTIES The site is bounded on the south by Burnham Street, on the west by the existing building of Truth Baptist Church, on the north by several acres of grass lawn on the site, and on the east by another field of the some nature owned by Barbara Murray. Since the stripped site will be sand, there will be no runoff or erosion onto other properties or into the storm drains in Burnham Street. PROPOSED STORM DRAINAGE SYSTEM The drainage system proposed for this project will be exactly the some as that in use to drain the existing building area, sidewalks and parking lot. This site is ideally suited for drywell type of drainage keeping all storm water on the site. Experience has shown that the existing drywells of Truth Baptist Church have provided sufficient drainage over the last 10 years such that at no time has flooding, water backup, surcharging or any other adverse water condition occurred. All roof drains are now and will be for this project directed into drywells. The basement of the existing building has remained perfectly dry and free of humidity throughout the 10 year history. SEPTIC SYSTEM Because of the well -drained soil, and the 1"/minute percolation rate, the existing septic system has performed without problems over the last 10 years. The propose( system will utilize a dosing method of feeding the effluent to the leach fields as is in current use. Such dosing method greatly prolongs the life of leach fields enabling even distribution to the entire field each time the field is feed. Installation of the expanded field will not affect the erosion potential of the site. All disturbed areas will be reseeded immediately with rye and rye grass. EROSION CONTROL METHODS AND PROCEDURES Silt fencing will be installed along Burnham Street, along the Murray Property and around the stockpiled topsoil. Hay bales will be staked around the storm drain on Burnham Street adjacent to the property. Notes: All soil erosion and sediment control measures will be implemented according to the specifications and methods set forth in the "Connecticut Erosion and Sediment Control" handbook. All stockpiled topsoil will be surrounded by sediment barriers and have side slopes not exceeding 2 to 1 and will be seeded within 15 days of stockpiling. The temporary and permanent ground covers and sediment barriers will be maintained during construction to ensure proper effectiveness. Drywells will be protected during construction to insure that unfiltered surface drainage will not enter the drywells until adequate ground cover is fully established to protect the drywells from being plugged with silt.
