church, 99 Sand Hill Rd.
The Program will operate from 7:00 Am - 8:45 AM & 3:00 PM – 6:00 PM Monday- Friday. The program
will only run when South Windsor public schools are in session.
• There would be approximately 10-15 vehicles dropping off children between 7:00 AM-8:30 AM.
• There will be the YWCA van leaving and coming back twice in the morning.
• A school bus will be picking up children between the hours of 7:45-8:10.
• There will be approximately 2-4 staff that will work in the morning hours.
In the afternoon the Program will run from 3:00-6:00 except on Wednesdays when school releases early,
it will be 1:00-6:00.
• There will be the YWCA van, which will go in and out twice to pick up students at the 3
elementary schools.
• There will be a school bus dropping off students approximately 3:30 in the afternoon.
• There will be approximately 20-30 vehicles picking up children between the hours of 3:30 PM-
6:00PM Mon, Tues, Thurs & Fri. 1:00-6:00 on Wednesdays.
• There will be approximately 2-5 staff members that will work in the afternoon hours.
There are two entrances to St. Peters church from Sand Hill Rd. They form a semi-circle with the
road. (School buses commonly use the driveway to turn around.) The bus will be able to use
the entrance and exit from the parking area. They will not need to turn the bus around as they
will be able to you the semi-circle to drop off the children.
There are 55 parking spaces ( 2 of which are handicapped spots) in the parking lot of the church.
The parking area has enough spaces to accommodate any open houses that the program might
have.
When the School bus picks up the children and drops them off, there will be a YWCA Staff
person waiting at the top of the semi-circle with the children to put them on the bus or to take
them off the bus. The staff person will escort the children to the second door of the building to
enter our program space. The driveway is wide enough to accommodate the children safely
walking on the side of the driveway to the building.
There are 2 outside areas that the children will be able to play in safely. One of them is
bordered by the church building and the other is down a hill from the parking area. Both areas
are free of danger and protected from neighbors by trees and vegetation.

Planning Department Report
1. This is a request for a special exception to table 3.1.1a and Section 7.4 to allow day care
center at St. Peter’s Episcopal Church, on property located at 99 Sand Hill Road, RR zone.
2. The YWCA Kidslink Before & After School Program currently operates at 1724 Ellington
Road and is proposing to relocate. The program will operate out of the existing church and
no new structures or facilities are proposed at this time.
3. This application is subject to the general review criteria of Sec 8.4 as well as specific Day
Care requirements of Section 7.4. The criteria include:
a. No safety hazards are created, particularly with respect to access into and out of
the site and building.
b. Any outdoor play area must be substantially level and suited to playground use.
c. Any outdoor play area must be located on the site in an area that is removed
from any possibility of encroachment by vehicular accidents on adjoining
streets.
d. There must be adequate parking to accommodate any anticipated heavy
patronage functions, such as open houses, recitals, or plays.
e. A school bus turnaround must be provided if any children will be brought to the
Center by school bus.
f. The surrounding environment must be reasonably free of industrial/commercial/
agricultural pollutants and excessive noise at the time of application; and there
must be a reasonable expectation that the surrounding area will remain free of
pollutants in the future.
g. The surrounding environment must be reasonably physically and verbally non-
threatening to children and staff at the time of application; and there must be a
reasonable expectation that the surrounding area will remain non -threatening in
the future.
h. If the Day Care Center is to be a separate building, the site must be screened
from adjoining sites to the standards established in paragraph 6.2.4.B.2 Buffer
Standards and Design. Screening may be located within the required yards. If
the Day Care Center is located within a multiple tenant facility, any outdoor
play area must be screened from adjoining uses to the standards established in
Sections 6.2.4.B.2.
4. The applicant’s narrative details the anticipated traffic generation, the hours of operation,
and how many staff members will be available. This day care will run only when South
Windsor Schools are in session and will have limited hours: 7:00 am-8:45 am and 3:00 pm-
6:00 pm.

5. The applicant also provides information pertaining to outdoor play a reas designated for the
children.
6. There are no proposed modifications to the site or building exterior at this time. The
applicant has contacted the Building Department and Fire Marshal to address code
compliance for this use.
If this application is approved, there are no planning department modifications requested.
