Request the following modification to the Section 7.15 Senior Residence Regulations: modify Sections 7.17.5 Project/Units Caps to allow sliding scale increase in units with max of 50 units on properties containing more than 12 buildable acres; modify 7.17.6 Density, Section E to allow for either a 1,000 sf community room or 600 sf per unit of open space/recreation area in developments over 20 units; and modify 7.17.7 Architectural Consideration to allow for maximum unit sizes of 2,400 sf; limiting the maximum number of units greater than 2,200 sf to 30% and the minimum number of units 2,000 sf or less shall be 30%. 2. The Commission may recall that we reintroduced the Senior Residence regulation in 2023 and at that time we included provision for 15% of the units to be deed restricted as affordable units. I have provided you a list of current SRD developments with some locations, densities and unit counts. 3. The stated purpose of the Senior Residence Development is: a. Increase the supply of affordable senior housing in South Windsor. b. Promote well-planned, innovative developments that become aesthetically pleasing senior residential environments. c. Recognize that not all of the housing needs of our community’s elderly population can be met through public elderly housing. d. Provide for a greater variety of housing for South Windsor’s senior residents. e. Foster small senior developments that can be nestled into neighborhoods with minimal impact on surrounding properties. It is intended that these developments be distributed throughout the town. 4. The current SRD regulations do not require a minimum acreage (other than the underlying zone) and allows a density of 3-5 units/per buildable acre depending on the unit type. All developments are limited to 25 units with a cap of 350 units town wide. Developments over 20 units are required to provide a 1,000-sf community facility. There is no other recreation requirement. 5. The proposed text would allow an increase in the number of units allowed on larger parcels. Parcels with 8 -12 buildable acres would be allowed 36 units and properties over 12 buildable acres would be allowed a maximum of 50 units - eliminating the cap on the number of units allowed town -wide. It also proposes to eliminate the requirement of a 1,000-sf community facility in lieu of providing 660 sf per unit of open space/recreational areas. 1 6. The last text change to allow for maximum unit sizes of 2,400 sf; limiting the maximum number of units greater than 2,200 sf to 30% and the minimum number of units 2,000 sf or less shall be 30%. The current regulation limits units 30% of the units to a maximum of 2,000 sf and requires 30% of the units to be 1,400 sf or less. 7. One of the potential impacts of this amendment is recognizing that it may result in an increase in the number of seniors participating in the Town’s Senior Center services. With the most recent text amendment for the DC zone, we had a letter submitted from Andrea Confrancesco Human Services Director, indicating some of the impacts with increase senior populations. She recently commented that when/if community facilities are available on site, they can come to the site with some of their services. She also mentioned that she sees requests for meals on wheels and other transportation services coming from our current senior residence developments. 8. Other staff comments included the recommendation of a secondary and/or emergency exit to/from the site be required in the larger projects. 9. In reviewing the regulations in context of the recently adopted Plan of Conservation and Development, Chapter 6 Development has a stated goal of “Diversifying housing choices that meets needs of all household types, ages, incomes, and life changes)”. One goal identified is to expand senior housing options as well as creating units that are affordable. 10. Any proposals under this regulation would be subject to special exception/site plan review and would be reviewed at that time for any drainage, traffic and/or environmental impacts. 11. The Capitol Region Council of Governments has reviewed this amendment – read report If the Commission approves this application, in addition to the comments already made, Planning Department suggests that the Commission consider keeping the community facility as well as considering open space on site requirement for larger developments and would recommend that some provision be made for smaller units. 2 COLDWELL BANKER EXFiIBiT A EXHIBIT ik' EXHHSIT A EXHIBFT AToWhomItMayConcern: The Town of South Windsor currently has a strong need for many more adult 55+homes.I believe a”of the adult 55 +complexes in Town were built prior to 2010.There are very few resales of adult 55+homes that come on the market on an annual basis. Most of the homeowners will live there until they are no longer able to live on their own or until they pass.Over the pastlO-15 years.l have had many Town residents that wanted to purchase an adult 55+home.but were forced to buy one in another town due to no or very limited availability in South Windsor. When 55+sellers sell their larger homes.the new buyers probably will have some children. This should not be viewed negatively because those 55+sellers are selling their homes regardless of whether they stay in Town or not,and whether or not they purchase an adult 55+property.Having additional 55+homes available in Town provides the opportunity for those 55+sellers to remain in Town ifthey wish. Please keep things in context and realize that many current Town residents who are 55+desire more opportunities to stay in Town and downsize from larger properties. These are often residents who have been in Town for decades.contributing tax dollars and their time to various volunteer activities in Town during that time.lt is a shame to lose so many of these valued Town residents over the years due t0 the fact that there simply isn't an adequate supply of adult 55+ housing for them. There are approximately 350 adult 55+homes in Town.Over the past three years.there have been only 48 adult 55+resale homes that have come on the market through the MLS (multiplelistingservice). This equates to approximately only 4%of the adult 55+homes being available for purchase each year. There is a potential buyer pool of over 8.000 age 55+adults living in South Windsor lighting to purchase one of these 16 homes (on average)each year.Almost all of these adult 55+resale homes have had multiple offers.and many sold significantly over their asking price. The average time on—market for these properties was less than lO days. This certainly is indicative of a very high demand for 55+homes. Nationally and locally.it is well—established that the housing supply is too low in the face of buyer demand. This is especially true in our local housing market. The Greater Hartford real estate market is one of the strongest seller‘s markets nationally because of a simple supply vs. demand imbalance. This shortage is even more acute for the local adult 55+market.Based on the South Windsor 2021 equity repon.30%of the Town residents are age 55 or older.but adult 55+homes represent less than 4%of the households in South Windsor. This is a huge imbalance and reliects that the adult 55+demographic is severely underserved.Allowing more adult 55+homes to be built is a win for all. This will allow the adult 55+South Windsor resident population more opportunities to remain in the Town they have been contributing to for years. Here is a list of benehts to the Town by increasing the adult 55+quota: *Additional propeny taxes to the Town*No impact to the schools*Roads are maintained by the homeowners/HOAS*Town businesses will benefit*Provides the opportunity for 55+residences to remain in Town l have vast experience dealing in 55+projects.l have been involved with the desion and specihcations of many projects.l know the needs and wants of the 55+buyer.l hasve been actively involved with adult 55+projects for the past 25+years.During that time.l was the listing agent for seven 55+projects in Vernon and South Windsor.l have sold 55+homes in every South Windsor 55+complex.l am the #l real estate agent in closed sales of 55+homes in Hartford and Tolland counties.Thank you for your consideration.
