Town Engineer Town of South Windsor 1540 Sullivan Ave South Windsor, CT 06074 Re: DiLoreto Subdivision Application Drainage Statement 561 Strong Road, South Windsor CT DPI Project No. 4003 Hello Mr. Doolittle, Construction of a house on the subject property will require the clearing of existing woodland areas. This will increase the peak runoff leaving the site. With this, a note was included on both the Septic Suitability and Subdivision plan of the plan set submitted with this application that reads: “The final plot plan to be submitted for the construction of a home on this lot shall include the design of a rain garden sized to retain the increase in stormwater runoff volume generated in a 10- yr storm, considering all proposed improvements. The rain garden location shall adhere to separation distances specified in table 1 of the current addition of the Connecticut public health code on-site sewage disposal regulations and technical standards for subsurface sewage disposal systems. Final plans and supporting calculations shall be submitted to the Town of South Windsor engineering department for review and approval” Feel free to contact us if you have any questions. BOX 1167 21 JEFFREY DRIVE SOUTH WINDSOR, CT 06074 PHONE: 860.291.8755 FAX: 860.291.8757 www.designprofessionalsinc.com CIVIL & TRAFFIC ENGINEERS / PLANNERS / SURVEYORS / GIS ANALYSTS / LANDSCAPE ARCHITECTS Serving Connecticu t, Massachusetts, & Rhode Island July 10, 2024 DiLoreto Subdivision Application Drainage Statement 561 Strong Road, South Windsor DPI Project No. 4003 Introduction Our Client, Mr. Mario DiLoreto, is proposing a subdivision of his property located at 561 Strong Road in South Windsor, CT. The properties are referenced on the South Windsor Tax Assessors map as GIS No. 87000561. The proposed development will include the construction of a single- family home and associated site improvements to include, but not be limited to, new driveway, utilities, septic system, stormwater management BMP’s, etc. The total parcel area is 3.04 acres. For more information, please refer to the plans entitled “DiLoreto Subdivision ~ Subdivision Application ~ 561 Strong Road ~ South Windsor CT ~ GIS PIN: 87000561” prepared by Design Professionals, Inc., and dated July 03, 2024, as amended. Existing and Proposed Development Site Conditions The existing surficial characteristics of the area to be developed can be primarily classified as undisturbed woodland areas. A drainage divide was identified in the approximate center of development where the house for the lot is proposed. Runoff generated on the west side of the divide flows off to Strong Road. Runoff generated on the east of the divide flows to wetlands identified in the eastern portion of the site. Proposed site conditions include the construction of a single-family home and supporting site improvements. Portions of the existing woodland areas on both sides of the drainage divide will be removed and converted to a mix of grass and impervious surface for the construction of the home. Refer to Attachment A for our Drainage Area Map indicating both existing and proposed conditions. Stormwater Management Approach A 550 + cft rain garden is proposed at the front of the property, adjacent to the driveway. The rain garden is located on the downhill side of the driveway to allow runoff from the driveway surface to flow into the rain garden where sediment can settle prior to spilling over into Strong Road. This rain garden was sized to store the increase in stormwater runoff volume for the 10-yr storm from the proposed site condition. HydraFlow Hydrographs Extension for Autodesk Civil 3D was utilized to model existing and proposed site conditions. NOAA Atlas 14 precipitation data was obtained for use in the model. Refer to Attachment B for our Drainage Area Map indicating both existing and proposed conditions. Refer to Attachment C for NOAA Atlas 14 precipitation data. G:\jobs\4003\Docs\Drainage Calcs\4003 - Drainage statement 7-10-2024.docx Analysis of Results The drainage divide discussed above created two (2) watersheds for consideration in both the existing and the proposed condition models. Both existing watersheds and both proposed watersheds were combined in Hydraflow to quantify the total volume of stormwater generated on the property in a 10-yr storm. Hydraflow results indicated the following: Existing Condition Model 10-yr Storm Volume = 1,695 cft Proposed Condition Model 10-yr Storm Volume = 2,191 cft Increase = 496 cft The proposed 550 + cft rain garden will provide more than the 496 cft of storage needed to retain the increase in stormwater runoff volume for the 10-yr storm. Conclusion The proposed stormwater management system as discussed herein and shown on the referenced plans is appropriate for the proposed development on the subject site and should not pose any detrimental impacts to the environment. Revised plans accompany this correspondence, our responses are in bold. 1. The Construction Sequence, the Erosion & Sedimentation Control Maintenance and Inspection Program, and the Erosion & Sedimentation Control Narrative all reference the 2002 Connecticut Guidelines. Please update these notes to reference the latest Connecticut Guidelines published in 2024. All notes now reference the 2024 manual. 2. The spot grade showing an elevation of 85.5 at the north corner of the proposed house is inconsistent with the surrounding proposed grades. Please clarify or resolve. Spot grade is now 89.5. 3. Proposed contours around the building show slopes of 25%. How does the applicant intend to ensure adequate slope stabilization during and after construction? Erosion & sedimentation control narrative note #5 calls all areas of the site to be seeded withing 7 days after final grades have been established. It is expected that once vegetation is established, slope stabilization will be self-sustainable. 4. The proposed rain garden should incorporate both native plantings and a native restoration seed mix for detention basins that will provide a pollinator crop habitat. Rain garden planting note added to include native shrubs and rain garden specialty seed mix. See sheet C-SP2. 5. Plans indicate that a non-established street line will be held 20’ off the pavement centerline. According to Section C.3(a)(6) of our Subdivision Regulations, a newly established street line shall provide a right-of-way width equal to one-half of the required total width, in accordance with the street’s classification, along the subdivision property. A 50’ right-of- way is required, and thus the street line shall be held at 25’ off the centerline of the pavement. Street lines shall also be monumented by the subdivider in accordance with monumentation standards in the Public Improvement Specifications manual. The survey has been adjusted to show the street line at 25’ from the pavement centerline to reflect the 50’ right-of-way. 6. Per our Subdivision Regulations Checklist, a sight triangle at the driveway entrance must be provided. Intersection (driveway) sight distances are shown on sheet C-ES1 (Erosion & Sedimentation Control Plan). The available sight distances in both directions exceed the 335’ requirement. WIRE MESH 16"· · · esignrofessionals©··· 1 Appl #24-23P, DiLoreto Subdivision – 561 Strong Road Regular Meeting 9-10-24 Planning Department Report 1. This is a request for a subdivision to create one building lot on property located at 561 Strong Road, RR zone. Historically, this parcel was part of a larger piece of land. In 2019, the Town purchased 7.2 acres of this property to add land to the Town garage property, and this parcel is what was left after that conveyance. 2. The proposed lot is approx. 3 acres, 40,000 sf required. Zoning compliance for this lot has been demonstrated in the zoning table on drawing C-T1. 3. There is a substantial tract of wetlands on the eastern half of the site. IWA/CC approval for this subdivision was granted on Sept 4, 2024 with standard conditions. Additional conditions drafted include a conservation easement being established along the side of the lot that abuts Burgess Road, the review of plantings in the proposed rain garden at the time of building permit application, and a post construction operation and maintenance plan for stormwater management shall be provided in a note on the plans. 4. This lot would be serviced by a septic system, the design of which was approved by the Health Department on February 6, 2024. Water would be provided by public water service connection. 5. Currently, there is no established street along Strong Road. Per Section C.3.(6) of the Subdivision Regulations, the applicant is required to establish the street line based on the road type; and for this road it must be held at 25’ off the centerline of the pavement. To accomplish this, the applicant will be deeding approximately 1,500 square feet of land to the Town. 6. Street lines must be monumented in accordance with monumentation standards provided in the Public Improvement specifications manual. Engineering comments are as follows (read comments by Town Engineer). If this subdivision is approved, there are no other planning modifications to request.
