O erations and Maintenance Manual —Cam Bow Wow Franchisor Re uired Cleanin Procedures and Cleanin Products Overview Section One:Outdoor Fencing,Pictures, and Requirements CBW requires our franchisees to install an outdoor fence that is no less than Eight Feet high in total height. To properly screen the outdoor yards, the franchisee must have privacy slats top to bottom. Previous circumstances have proven to our organization that dogs have the capability to eitherjump over or more so,jump up and scale a fence that has been 6 feet or lower.Proven experience dictates that for the safety of our animals and that of the general public, this is the required fence height needed. If one of our dogsweretojumporscalethefenceoutofouroutdoorplayarea,it could then become apublicnuisanceatbestorbethecauseofacriticalaccidentonanearbyroadway. Adding to this situation is the 4"level of pea gravel used in our outdoor play yards. The dogs will generally push the gravel towards the back of the break yards and itwouldbeeasytoplaceadogatriskforgettinghurtandjumpingo'ut of ourprotectedperimeter. To avoid this risk in addition to have the 8 foot fence height wedoafullrakeofeachbreakyardonaweeklybasisaspartofourdeepcleaningprocess. The hagrance is also a biodegradable proprietary blend. When diluted and used as described the individual components that make up this hagrance calculate to less than 2 parts per trillion as well.Well below any discharge limits currently established. Barns or stables, hogpens, chicken yards or manure piles or accumulations of organic materiai so maintained as to be a breeding place for flies(C) (d)The discharge or exposure of sewage garbage or any other organic filth Into or on any public place In such a way that transmissmn of infective material may result thereby Under section c,we maintain that the organic material (feces)will not be maintained as to be a breeding place for flies.Under section d,we maintain that the organic material will not be transmitted into any public place. It will be confined to the restricted fenced in yard for the dogs, where it is collected for disposal. The Operations and Maintenance Manual (previously provided to the town),included periodic poop patrol where the dog feces would be collected and deposited in receptacles that contained heavy duty compactor bags. These bags are certainly less likely to break open than the ordinary garbage bags containing food wastes that are routinely used by restaurants throughout the town.It would seem that if the disposal of food waste is allowed in a dumpster, which would also be Jul 14 O8 02:43p Design Professionals,Inc a / /fl/860 291-8757 p2 /l)a K4“P.0.BOX I 167 425 SULLIVAN AVENUE C SOUTH WINDSOR,CT06074 PHONE:860.291.8755 B FAX:860.29L87S7 www-designprofessionalsinc.corn (kQWQM Jul 14 O8 02:43p Design Professionals, inc 860 291-8757 p3 conducive for insect breeding, then the extra measures employed (heavy duty compactor bags)tobeusedbytheapplicantaspartofthisprojectshouldbeacceptable. The review resulted in concerns with the quote in the eighth paragraph of the statement,“We reviewed the proj ect with representatives of the State Health Department, and have determined that the use is not regulated by the State Health Department”.As you can see, the statement is very general and does not identify the section(s)or names within the State Health Department that were consulted. This department has concerns with the how the animal waste in the play area will be handled and does not agree with your interpretation or the interpretation of the State Health Department and requests names of individuals and departments you contacted to afford us the opportunity to discuss our concerns. This departments concem with the handling of the solid and liquid animal waste are that successful solid and liquid waste removal cannot be accomplished from the rough irregular gravel surface proposed for the play area which will result in waste accumulated in the gravel and the soil beneath it creating an environment for insect habitat. The proposal of collecting the solid waste and placing it in a dumpster will also present a likely habitat for insect breeding in that dumpsters do not have tight fitting lids and the slightest adulteration ofthe trash liner will afford access for insect breeding. These concerns are governed in sections 19-1 3-B1(c)&(d),ofthe Public Health Code of the State of Connecticut.Section 19—13-B1(c)states in part that “or accumulations of organic matter so maintained to be a breeding place for flies”.Section 19-13-B1(d)states in part that “any other organic filth into or on any public place in such a way that transmission of infected material will result thereby”. Having said that, the above mentioned issued were discussed in a meeting with your client and your representative and at that time it was explained that the towns sewage treatment plant would consider accepting the waste produced from this facility provided the play area had drains,an impervious layer the gravel could be placed on and a roof constructed over it.This construction would allow for proper maintenance of the play area and eliminate insect habitats. Unfortunately, until the above mentioned issued are resolved, this department cannot approve your application. If you would like to discuss this matter further,I can be reached at 860-644-251 1, extension 248. Sincerely, Robert De Vito,R.S. Environmental Health Officer RECENED Narrative Statement Camp Bow Wow® July 7,2008 soUTHMNosoRPLANNmG D91. South Windsor residont,Tami Sarra,is seeking to operate a nationally &anchised facility, Camp Bow Wow®,offering premier canine daycare and overnight camp at 1145 John Fitch Boulevard.Camp Bow Wow®was developed to provide a fun, safe, and upscale environment for dogs to play, romp and receive lots of love and attention. This facility will provide all the services a dog owner could need, including grooming, day care, training and inside overnight boarding. There are two existing buildings located on the 2.05 ac.parcel, which was the former location of Mellen Marine.Ms.Sarra will be leasing approximately 8,000 sf of the currently unoccupied 15,000 sf (east building)located adjacent to John Fitch Boulevard. The facility will have the ability to accommodate a maximum of 150 dogs including day- care and overnight campers.Staning requirements include two employees for the first 15 dogs, and an additional employee for each increment of 15 dogs.Employees are normally onsite 30 minutes prior to opening and 30 minutes after closing.Pick up and drop 01f will occur anytime during the normal hours of operation,7:00 am to 7:00 pm,Monday through Saturday.Operation on Sundays will be limited to 9:00 am to 11:00 am and 5:00 pm until 7:00 pm. The existing on—site parking lot has sufficient pavement to accommodate many vehicles. The applicant will stripe the existing pavement to provide 34 spaces total, including 2 reserved for handicap patrons. At a ratio of 1 parking space for every 250 sf of gross floor area,32 spaces would be required for the 8,000 sf lease area. The camp will offer climate controlled kennels “cabins”with raised cots for overnight boarders. There will also be areas for indoor play. The structured indoor play areas allow campers to access both indoor and outdoor break areas where they can socialize with other campers, under the supervision of employees. In addition, the camp will have a 33’x 66’exterior exercise area providing 3 separate play areas totaling approximately 2,1 70:h sf.These areas are to be separated by chain link fencing. The perimeter of the outdoor exercise area will have a 8‘high vinyl privacy fence. The Franchisor will not allow a facility to open without a minimum of 8 feet in total privacy fencing along the outside perimeter of the outside break area to ensure that no camper can scale the fence line and escape. While campers are allowed to spend time inside or out,an employee accompanies them at all times. In traditional kennels, many times dogs bark for attention because of lack of contact with humans and other dogs.At Camp Bow Wow®,the environment allows for socialization and eliminates dogs need to bark.In addition, fireproof sound absorption panels and/or hanging baffles can be used to reduce noise. The Camp Bow Wow®waste removal routing includes constant play area patrol so that waste is picked up and deposited in a galvanized steel trash can with lid and liner. The liner is removed, sealed and deposited in the facility dumpster at minimum twice a day. The dumpster is picked-up twice per week.In the rare event a dumpster odor issue arises, a special enzymatic solution is sprayed in the dumpsters to eliminate the odor. The outdoor play areas are proposed in an area of existing pavement. Therefore, the applicant proposes to remove the pavement in these areas, and replace the surface with a 6 inch layer of pea-gravel.This is typical for the franchise,as they have performed tests in order to identify any potential effects of animal waste to the receiving environment for levels ofpH,Enterococcus, total coliforms, fecal coliforms,E.Coli, nitrate, ammonia and phosphorus. In a report documenting the results of tests, performed by the State of Colorado Testing labs for water analysis,The iinal results came out favorable, and below acceptable levels. We have reviewed the permitting requirements for Camp Bow Wow®,and have determined that the project will require a permit h‘om the South Windsor Planning and Zoning Commission for a special exception in the Industrial Zone, and a permit from the South Windsor WPCA.In addition, the proj ect is regulated by the Department of Agriculture for a Kennel,Commercial License. We reviewed the project with representatives of the State Health Department, and have determined that the use is not regulated by the State Health Depanment. Ms.Sarra is excited to introduce her new business to South Windsor and to local residents. She also‘encourages anyone who would like to {ind out more about the hanchise to visit their website (www.campbowwowcom).
