2. a. Residential protected sleep hours are defined to be between 10:00 PM and 7:00 AM. The
Commission may permit truck arrival and departure, and separately, loading and unloading of parked
trucks outside of residential protected sleep hours based on an engineering assessment that noises and
lights from such operations are unlikely to interfere with sleep in any nearby existing, planned or
allowed residence with closed windows during residential protected sleep hours. Conditions may be
imposed on equipment (such as back-up warnings) to ensure compliance.
