NEAL, PE,CONSULTING ENGINEER December 21,2016 Mr. Keith Dunnigan 150 Abbe Road South Windsor,CT Dear Mr. Dunnigan: I visited your home at this address today for the specific purpose of conducting a visual examination of the concrete foundation. Based on our conversation at the time, the house was built in 1987 and you have occupied the home for approximately one week. Several days ago water entered the basement through the foundation and you removed some of the drywall on the finished basement walls to investigate. Behind the drywall you discovered cracked and crumbling concrete. The basement is approximately 50% finished, and one half of the rear wall has been plastered, which gave us limited visual access to the interior of the foundation. I strongly recommend that all of the drywall be removed so I can examine the rest of the foundation. The exterior of the foundation has also been plastered except at the right side, where there are visible cracks. The visible concrete foundation, both exterior and interior, has spider-web and horizontal cracks and the foundation walls have turned a dark color. There are also sections of the foundation wall that are spalling(crumbling). The foundation wall in at least one location is bowing inward by as much as 3/4". Heavy efflorescence(a white powder from the concrete)is present in many areas of the basement, especially in more heavily cracked areas. The size, location, orientation, and nature of the cracks are consistent with deterioration caused by, and indicate the presence of hotite in the aggregate used to make the concrete. The defect typically causes this type of is ess be visible 15 to 20 years or more after the foundation is poured. The defect will continue to deteriorate the concrete and the foundation walls will very likely bulge inward until they structurally fail. There is no way to arrest the process and there is no way to repair the existing damage. The foundation walls are structurally unsound and corrective action is necessary. I do not recommend testing to determine what type of defect is in fact causing the deterioration.Testing is very expensive and will not indicate a different solution to the problem. It is my recommendation that the foundation walls and footings be replaced. Based on its condition at this time, this foundation is a class 3 on the seven.1.findex scale. It is not possible to predict how quickly the foundation will deteriorate to the point it is structurally dangerous.I therefore urge you to develop a corrective plan with a licensed contractor as soon as possible. All work must be done with a Building Permit issued by the Town of South Windsor Building Department.Photos are attached. With your permission I am sending a copy of this report to Attorney Brenda Draghi. Please let us know if there are any questions or ifwe can help in any other way.I am very concerned about the condition of the foundation and what may happen in the near future. If the condition of the foundation noticeably changes,it is imperative you contact me for further evaluation. Thank you. We appreciate and value your business and your trust, and I sincerely hope this problem comes to a successful and appropriate resolution very soon. Sincerely, w'&O' fAw William F. On January 10, 2017, Envista Forensics (Envista) inspected the property of Chi Dunnigan located at` -r; 150 Abbe Road, South Windsor, CT. This letter contains Envista's findings and conclusions reached ?r ' as a result of.that inspection and review of available information. r PURPOSE The Hanover Insurance Group retained Envista to assess the reported foundation damage. Specifically, Envista was requested to review the subject property to determine the cause of distress noted:. in the cast-in-place concrete foundation and to obtain core samples of the concrete from the foundation in order to test the quality of the concrete. The Owner, Mr. Dunnigan, and Mr. Leland Carver::( Property Adjuster for The Hanover Insurance Group) were present during my visit. PROJECT BACKGROUND The referenced project is an existing two-story, single-family residential'structure. In accdrdance with public record, the house was.on InaIty constructed circa 1987. Mr. Dunnigan just recently purchased then house lest than a month from the time of our visit. We estimate the house encompasses approximately2,450 square-feet. The house is situated on the east side of Abbe Road with the front facing',west—The;grade around the residence is relatively flat with a mild slope from west to east. The property in front of the house does exhibit a mild slope toward the front of the home. There is a small riere runs to the north and east sides of the house called the Podunk River. There does appear."to be some water infiltration through cracking within the foundation wall on the west side ofthe horse Mr. Dunnigan indicated that he did have a home inspector conduct an inspection of the house prior to his purchase and the report did not indicate unusual distress within the foundation.''The report specifically stated that "small foundation cracks observed, but no pattern cracking observed". Mr. Dunnigan indicated that he noticed unusual cracking within the foundation.during the process of purchasing the home, but indicated that he was assured by. his 11omejnspector that the cracking CERTAINTY.'IN'AN UNCERTAIN WORLD y r..:.:•:. ra: P73C Corrh'—.5c 1m.PA.I T;F6m Regkwwlo #F-9190 I NC Finn RepLPrafl n C-28370E!'ti55i r E N 1 STA Page 2 of 9 FORENSICS Insured: Chi Dunnigan Envista Matter No: 60455-W6P8 Hanover Insurance Claim No: 15-00889280 was not unusual. Subsequent to the purchase of the home, Mr. Dunnigan had the foundation reviewed by a structural engineer, Mr. William Neal, PE. Mr. Neal's report indicates that based on visual observation, the foundation distress is the result of a chemical reaction resulting from incompatible materials used in the concrete mix. The Owner noted that the cracks perpetuate in random patterns both vertically, horizontally, and diagonally. Mr. Dunnigan also became aware of issues associated with deteriorating foundations as a result of a chemical reaction that is occurring within several foundations in the northeast portion of the state of CT from various news reports. OBSERVATIOMS My observations are briefly described below. Please note that my review included a visual review of exposed areas of the cast-in-place concrete foundation as well as the results of petrographic examination of core samples taken from select areas of the foundation. The area where core samples were taken was typically selected where distress was noted (see key plan and photos below). It should be noted that the results of the petrographic examination provide information of the concrete where the samples were taken only and the results may not be consistent throughout the foundation. Not all existing conditions and as-built construction can be understood without destroying otherwise adequate or serviceable portions of the structure, building envelope, and finishes. During my visit to the referenced property, Mr. Dunnigan pointed out the noted distress within the concrete walls of the foundation as well as the garage walls. Mr. Dunnigan indicated that he did not notice any serviceability issues with his house such as doors or windows that do not work properly. The existing foundation wall measures 10-inches thick and the foundation wall is approximately 7- foot, 5-inches in height above the finished basement floor slab. We noted several random map cracks within the foundation wall from both the exterior side and interior side (see photos below). The size of the cracks range in size from relatively hairline with the larger cracks being 1/84nch to 3/16-inch wide at the time of our visit. The concrete floor slab within the basement also exhibited similar random map cracking noted within the foundation walls, although less noticeable visually. We also noted that the exterior side of the foundation was treated with what appears to be a cementitious parging or similar material, and portions of the interior side of the foundation also exhibits a cementitious coating (see photos below). This coating may have been applied by the previous Owner. The characteristics of the cracking suggest a chemical reaction resulting in deterioration of the concrete in lieu of an issue associated with shrinkage cracking, accidentalIstructural loadings, corrosion of embedded metals, freeze thaw, differential settlement, and/or design error. Two core samples were extracted from the foundation wall and one core same was extracted from the basement floor slab for petrographic analysis. PETROGRAPHIC RESULTS SUMMARY The concrete core samples taken from the foundation on January 10, 2617 were sent to TEC Services located in Lawrenceville, GA for petrographic examination. Please refer to the key plan and photos below for more details about the core samples. Petrographic analysis is a method of E N 1 STA Page 3 of 9 FORENSICS Insured: Chi Dunnigan Envista Matter No: 60455-W6P8 Hanover Insurance Claim No: 15-00889280 identifying issues associated with concrete such as durability, low strength, freeze-thaw, cracking, chemical reactions, fire damage, etc. Petrographic analysis makes use of microscopes to examine samples of concrete to determine their mineralogical and chemical characteristics. Suitable surfaces (either polished or thin sections) are prepared by sawing, lapping, and polishing. The samples are examined through a petrological (geological polarizing) microscope, using either reflected or transmitted light. Please refer to the results of the petrographic analysis prepared by TEC Services attached to this report. The results of the testing as it relates to the noted distress within the foundation can be summarized as follows: The concrete used for the foundation and basement floor slab appears to be of relatively poor quality from the time of construction. The concrete was not air entrained and the water/cement ratio appears to be very high. Air entrainment is used with concrete subject to freeze-thaw as the microscopic air cells introduced into the concrete at the time of batching relieve internal pressure by providing tiny chambers for water to expand into when it freezes. Regarding water/cement ratio, the higher the ratio, the less durable the concrete. The concrete of the basement floor slab has a fine aggregate particle affected by ASR alkali silica reaction). However, this was noted to have not damaged the concrete. P rrrh content within the aggregate within the foundation walls and basement floor slab is unusually high. Pyrrhotite is a naturally occurring mineral in various types of rock. However, the mineral is unstable and oxidizes when exposed to oxygen and water. The oxidation of the mineral causes internal expansive pressure within the concrete, which results in random cracking. PHOTOGRAPHS J% 3r.{ •'::•..; ',t;;rrr ras:." r4,Y{a. EN 1 STA Page 8 of 9 FORE H S I CS Insured: Chi Dunnigan Envista Matter No: 60455-W6P8 Hanover Insurance Claim No: 15-00889280 CONCLUSIONS After conducting an inspection at the subject property located at 150 Abbe Road in South Windsor, CT and review of available information, it is Envista's professional opinion that: The distress observed within the foundation of the referenced property is due to a chemical reaction associated with the aggregate (sand and stone) used in the concrete mix. The chemical reaction is associated with oxidation of the pyrr rhfife mineral present as it is exposed to oxygen and water. The oxidation causes expansive pressure(tensile stress) that the concrete has limited ability to resist, which results in the random map cracking. Concrete is an excellent building material for the resistance of compression stress, but has limited capacity to resist tensile stresses. This type of deterioration of the concrete has been a known issue for decades. In the interest of quality control, aggregates used for concrete are tested for injurious amounts of organic impurities or minerals that are deleteriously reactive before use. However, this testing was often not performed and/or enforced for single-family residential construction. This type of distress is rarely seen in commercial construction projects where review of materials, testing, and inspection programs are routinely conducted pre-construction and during the construction phase, and are typically enforced by engineers/architects and local building departments. Review of concrete mix designs along with material certifications for aggregates proposed for use within the mix design are part of this commercial pre-construction review process. It should be noted that the foundation of the house is currently not in a state of collapse. However, there remains a large percentage of pyrrhotite mineral that is not completely oxidized and the remaining pyrrhotite has the potential to cause additional deterioration of the concrete foundation. Unfortunately, there is no known repair for this type of concrete deterioration caused by the chemical reaction of the pyrrhotite mineral other than removal and replacement of the concrete foundation containing the unstable material.
