Inspector FR AN C I S V. R O S S I, P. E. CONSULTING ENGINEER 1209 John Fitch Boulevard • South Windsor, Connecticut 06074 • Tel, (203) 204329 27 August 1974 Mr. Mel Edwards, Town Sanitarian Town of South Windsor Town Hall South Wind -'or, Conn. Re: Proposed Sewer System for Robert Krepcio 1708 Ellington Road, South Windsor, CT Dear Sir: A percolation test was taken on the above referenced property on August 2, 1974. The results indicated almost no leaching in the clay soil encountered. The building under construction will contain the "Spell of Beauty Salon" presently operating on Sullivan Ave., South Windsor. The water use was checked with Connecticut Water Company and has remained approxi- mately 20,000 gal. per quarter of a year, which equals approximately 220 gal. per day. The proposed system consists of a 2,000 gal. pre -cast concrete septic tank and a leaching field 20 ft. x 100 ft. with 150 L.F. of 4" perf. pipe. The field will be constructed with 18" of 1" broken stone below the pipe and 18" of sand backfill over the pipe with a stand of grass planted over the field. This will provide a minimum of over one week storage in the tank. It is anticipated that the tank will be pumped out a maximum of one week intervals in the worst condition and the pumping may be extended to 3 or 4 week intervals in the warm weather. This is naturally only a short term interim solution and it is anticipated that a connection to the municipal sewer system will be made as soon as it is available, the owner anticipates this possibly in less than one year, depending on the town sewer program. Krepcio at plans were prepared by Francis V. Rossi, office pursuant to Section 19-13-B20m of This is an existing building wtit contain a beauty shop initiallquestionable as to when thesefor sewage disposal purposes.future. This hays been the South Windsor Sew mctis within one or at most,.- o years September 16, 1974 sal ayafor a commercial on R South Windsor. These tin gineer, and submitted to this a' eg0?_q Code. L*naled. It is expected that it will k a]. . N't pro offices upstairs, but it is ed.he soil on this property is poor c sewers are expected in the near by Air. Janes H. Throwe, Ci:airman. of expected that sewers will be available The volume of sewage a ten the beauty shop is quite low. Metered water con- sumption from the estab which is presently located on Sullivan avenue, has shown usage of approximately 220 gallons per day. The engineer proposes to icstall a 2;,000-gal1on septic tank and a leeching bed 20 feet wide :uid i00 feet long. Tbi-s would provide about 6W square feet of effective leaching a , and the appl3.cation rate to the soil would be about .3 gallona per square foot par day, whicia is very low. We feel that the plans are satisfactory and shulci "-approved. However, we would suggest one slight modification in the construction details. It is recommended that the bottom of the bed be placed only about 18 inches into the existing grade, and the 18 inches of sand covering the system be mounded up above the original grade. This should further promote eva ooxstJ ora from the: system and crake most ef- ficient utilization of the upper portions of the existing soil which are probably more permeable. The plan should be approved for temporary use only until public severs are available. It migLt be desirable to make the approval valid for one year only subject to review at that time. If the system is functioning properly, the approval could be extended. If any problem did occur, the owner could be re- quired to pump out the system regularly until the sewer was available. If you have any questions, please contact us. Sincerely yours, Theodore C. Willerford TCW/pdp ,aA Principal Sanitary D3gineer cc: 'JT 4 a0m m, Bldg Insp R. Krepcio, 150 Berle Rd., S.Windsor November 7, 1975 Mr. David C. Wiggins Director Environmental Health Services Connecticut State Department of Health 79 Elm Street Hartford, CT 06115 Bear Mr. Wiggin: The South Windsor Sewer Commission has voted to approve the extension of the temporary permit for Robert Nrepcio on property he owns at 1708 Mington Road, South Windsor. There have been no problems in the operation of the septic system and the owner has complied with all the requirements of the Town Department of Pollution Control. Moreover, a proposed sewer extension has been approved by the voters for bonding and construction will begin late in 1976 with the final completion in 1977 or 1978. While it is not known when the project covering Ellington Road will begin, it will be within the aboveamentioned time frame. Accordingly, an extension should be granted to Mr. Hrepcio for his pro- perty. Very truly yours, James R.
