Dear Homeowner,
Please be advised that this letter is being sent to you following the recent issuance of a
building permit for renovation work at your home located at 1162 Ellington Road in the
town of South Windsor.
I wanted to make you aware of the 2010 US Environmental Protection Agency
Renovation, Repair, and Painting (RRP) Rule. This rule requires that contractors who
perform renovation work that disturbs paint in pre-1978 home be RRP certified. This
certification is intended to ensure that the contractor understands lead safe work
practices.
Enclosed, please find a copy of the EPA brochure entitled, "Renovate Right", which
describes this rule in more detail.
The CT Department of Public Health has indicated that childhood lead poisoning has
shown little to no improvement despite generalized educational efforts over the last
several y ears. They have encouraged us to give more targeted education in hopes of
becoming more effective in preventing childhood lead poisoning.
In addition to sending you this information, we are also sending information to your
contractor about this rule. If your contractor is not RRP certified we will be providing
them with information on how to become certified.
We are committed to continue to work toward preventing lead poisoning in children as
well as adults and we hope that our efforts result in less environmental lead exposure.
Please contact me at 860-644-2511 x250 should you have any questions or need any
additional information.
Sincerely,
Heather Oatis, RS HHS

Dear Contractor,
Please be advised that we have checked the US Environmental Protection Agency (EPA)
data base to determine if you are certified in accordance with the EPA Renovation,
Repair, and Painting (RRP) Rule adopted in 2010. This was done in response to a recent
building permit issued to you for work to be performed in a pre-1978 home located at
1162 Ellington Road in the town of South Windsor. Based upon the data base reviewed,
you are not RRP certified.
The EPA Rule requires that companies who perform renovation work that disturbs paint
in a pre-1978 home be RRP certified.
We are making you aware of this situation in hopes that you become certified, as
required, and to provide you with additional information to help you better communicate
with your customer. Enclosed please find a brochure on the RRP Rule. In addition, here
is the link to the Renovate Right booklet that the homeowner will be receiving,
htt:Ilwww.ct. ovld lillibld hlenvironmental health/lead/pdf/renovaterightbrochure. df
We are attempting to educate all renovation contractors on this rule. The CT Department
of Public Health, which monitors childhood lead cases, has indicated that childhook lead
poisoning has shown little to no improvement despite generalized educational efforts
over the last several years. We are hopeful that our efforts to better inform contractors
and homeowners of this EPA rule will be effective in preventing environmental lead
exposure and lead poisoning in children.

Please contact me at 860-644-251 lx250 should you have any questions or need any
additional information.
Thank you for your attention to this important initiative.
Sincerely,
