Galligan, Town Manager Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mr. Galligan: At its Special Meeting of July 9, 2012, the South Windsor Town Council approved the following Resolution: WHEREAS, a portion of Felt Road is an unimproved "paper" road where it is located between Palmer Drive and Foster Street in South Windsor, Connecticut; and WHEREAS, Wilfred E.
