The general • site location of the subject property is shown below in Figure I • Figure I.General Site Location Map . v v ,3 • o • SUBJECT .... Q, PROPERTY X o • • • The presence of this tank was known by the property owners and property managers prior to the date of excavation; however, given the estimated age of the tank (tank is greater than 25 years old), the tank was not registered with the State of Connecticut or included on the State of Connecticut Department of Energy & Environmental Protection (DEEP) Underground Storage • Tank database. This UST is suspected to have been historically used for the storage of heating • oil to fuel the furnace in the basement of the residential structure. A site sketch showing the • approximate location of the UST is included in Figure 2. • (THIS SPACE INTENTIONALLY LEFT BLANK) • • • PATH ENVIRONMENTAL • Page 3 of 6 3600 Clipper Mill Road, Suite 201 i Baltimore, Maryland 21211 • 443.255.9684 i pathenvironmental.com • • • • • • • • • • • • • • • • • • • • • • • • • i • • • • • • • • • • • • • • • • • • • • PATH ENVIRONMENTAL LLC PROJECT tt19090I • • Figure 2.Site Sketch i, • i 500•G FILL PORT _ u.R.oN / HEATING Oa US EN PIPE , , i , I i • RESnENW , SaacuiE , • I I , !I O • ' ❑a.E 9wr 3 I 3 • I , U , • APPRox.35 FEET _ I • • R UNDERGROUND STORAGE REMOVAL • On May 13, 2019, Path Environmental LLC (PATH) oversaw the removal of one (1) approximately 500-gallon underground storage tank (5.5' long x 48" diameter), and associated piping, located at the subject property. A photo log documenting the tank removal, associated • equipment/piping removal, and petroleum impacted soil removal is included as Appendix I Tankworks of Connecticut LLC (Tankworks), a State of Connecticut-licensed underground • storage tank removal contractor (Plumbing & Piping Limited Contractor License #PLM.0208624- • P7, effective: November I, 2018, expiration: October 31, 2019), removed the tank under the • oversight of Path Environmental LLC and under the supervision of Michael Rose, Building Official of the Town of South Windsor. A copy of the license is included in Appendix 2. Tankworks arrived to the property at approximately 7:30 AM and located the marked fill port • and vent pipe to the rear north-facing exterior wall of the existing two-story with a basement, PATH ENVIRONMENTAL • Page 4of6 3600 Clipper Mill Road. The vent pipe was observed adjacent to the housing residence and • fill port located at ground level. •• At approximately 8:00 AM, Tankworks began unearthing the UST by scraping away the existing ground-cover surfaces using an excavator. No petroleum odor was observed from the soils immediately surrounding the fill port or at any time during the excavation. . At approximately 9:00 AM, the top of the UST was exposed. A small hole was punctured by the • excavator into the top of the tank and an oil/water mixture was removed via vacuum truck. At approximately 9:30 AM, a I x I foot hole was cut into the top of the tank and all liquids were removed from the tank via vacuum truck. Only a slight sheen was observed on the liquids within • the tank. A larger hole was then made into the top of the tank to allow for entry to further . clean the inside of the tank. Approximately 15 gallons of non-hazardous/non-regulated oily water (10% sludge) was removed from the tank via vacuum truck. At approximately 12:30 AM, the UST was removed from the excavation and the vent pipe was • cut from the wall. The tank was removed and the exterior scraped to remove any remaining soil. The tank was inspected by Michael Rose, Building Official of the Town of South Windsor. • Mr. Rose did not provide Path with a copy of a field report. No pitting, perforations, or significant deterioration creating holes in was observed. Utilizing a • field calibrated photoionization detection (PID) meter, Path personnel screened the soils . excavated from the tank bed and found no elevated readings. All reads were less than 0.1 ppm total volatile organic compounds (VOCs). No evidence of any release, stain or discolored soils, or sheen on perched groundwater was observed in the tank bed. One (1) confirmatory soil sample was collected and submitted to Phoenix Environmental Laboratories, Inc. of Manchester, Connecticut under completed chain-of-custody. The laboratory was instructed to analyze the • soil for the presence of petroleum-related compounds via EPA Method 8260 and EPA Method 8015 and report detectable concentrations of volatile organic compounds (VOCs), total • petroleum hydrocarbons —gasoline-range organic (TPH-DRO) compound, and total pretorluem hydrocarbons—diesel-range organic (TPH-GRO) compounds. • At approximately 1:00 PM, based on the field observations (no odor, staining, and PID readings) the soil was backfilled. The removed tank was properly disposed by Tankworks and copies of the liquid and UST disposal receipts are included in Appendix 3. The oil/sludge was disposed at Tradebe Waste • Disposal Facility located at 136 Gracey Avenue in Meriden, Connecticut and the tank was • disposed at City Scrap Yard located at 26 Fishfry Street in Hartford, Connecticut. 0 PATH ENVIRONMENTAL Page 5 of 6• 3600 Clipper Mill Road, Suite 201 i Baltimore.
