PROJECT NARRATIVE Overview On May 5, 2007, a State of Connecticut licensed lead inspectortrisk assessor from a State of Connecticut licensed and fully certified lead consulting firm Reliance Environmental, LLC collected lead paint chip samples from interior and exterior of the facility located at 218 Buckland Road, South Windsor, CT. The purpose of this survey was to determine the concentration of lead in the paint to evaluate applicable regulatory compliance and minimize exposure to lead. Windows and doors were assumed to have lead based paint. Lead Paint Chips Survey A total of Six (6) paint chip samples comprising all layers of paint up to the substrate were collected to determine the lead content in the paint from this facility. Laboratory Testing of Paint Chip Samples The paint chip samples were analyzed using flame atomic absorption (AA) Spectrophotometer in accordance with Analytical Protocol, SW846, 3050E and 7420. The flame AA is the most advanced and accurate technology available today to determine the lead concentration in the paint chips. An atomic absorption is a method of measuring elements such as lead. The lead is vaporized at high temperature, usually several thousand degrees, and light of a very specific wavelength is shined through the vapor. If lead is present, the light is partially extinguished. The instrument converts this change into a number that describes the concentration of lead. Please refer to table in Section II for sample log and results table for Paint Chip. Summary of Results The IATL, Inc.'s accredited laboratory (ELPAT#100188) analyzed the lead paint chip sample. Section III presents the Chain of Custody and complete list of lead analytical results for sample collected. Lead In Paint Chips Analysis revealed that the exterior paint chip from the hatchway door to basement and brown paint under exterior siding was found to contain toxic level of lead. By definition, if paint chip contains greater than or equal to 0.5% lead by weight, it is called toxic level of lead. PROJECT NARRATIVE Overview On May 5, a State of Connecticut licensed asbestos inspector from Reliance Environmental, LLC performed a pre-demolition asbestos survey of facility located at 218 Buckland Road, South Windsor, CT. The purpose of this inspection was to identify the presence of asbestos in suspect building materials so that all asbestos containing materials could be removed prior to demolition of above addressed facility. Samples were collected according to 40 CFR Part 763.86 and 29 CFR Part 1926.1101, and analyzed using Polarized Light Microscopy (PLM) using EPA 600/R-93/116 protocol. A total of thirty (30) bulk samples were collected from the above noted facility. Please refer to table in Section II for various types of building materials sampled during this asbestos survey. Summary of Results The EMSL, Inc.'s accredited asbestos laboratory (NVLAP #200700-0) analyzed the bulk samples. Section III presents the complete list of analytical result for samples collected.
