Dear Jim and Kathy,
It was a pleasure to review your plans for the family room extension at the rear of your
house. The Commission was impressed with the well-thought-out plan and the attention
to the scale, placement of windows and general consideration given to the design of the
original structure.
The Certificate of Appropriateness will show that we approved the demolition of the
existing shed and, pending the review of the specifications for materials, such as: siding,
doors, windows, shingles, shutters, railings and brick, for the addition as presented. There
is no need to wait until our next meeting, if Mr. Fischer can provide the specs sooner.
In our discussion after the Public Hearing, one element did raise some questions and I
will simply quote from the minutes: "Some Commissioners expressed concern about the
height of the"knock-out"for the gas fireplace on the North elevation of the addition.
They requested that the owners explore the possibility of continuing the"knock-out"to
the roof line,or eliminating the"knock-out"and placing the fireplace wholly in the
interior space. It was felt that either option would present a more appropriate and cleaner
exterior appearance."We welcome any thoughts you have about this and are happy to
discuss it further.
With best wishes,
Virginia Macro,

Thank you for submitting your two applications for Certificates of

applications, especially with the comprehensive photographs you provided.
We'll look forward to seeing you on the 3rd.

SOUTH WINDSOR HISTORIC DISTRICT
RESIDENT GUIDELINES
South Windsor's Historic District Commission is responsible for protecting and
preserving the character and integrity of its historic district. The Commission
determines the appropriateness of any proposed exterior alteration, erection, or
demolition visible from a public road, way or place.
No building or structure shall be erected, altered, restored, moved or demolished
within an historic district until after an application for a Certificate of Appropriateness.
The following Guidelines will be used by the Commissioners to assist in its decisions,
and will be useful to anyone in South Windsor who is considering work, which alters
historic architectural features. The Commission would like the landowner to view them
as reflecting our approach to preservation issues, not as strict standards.
If any exterior changes from existing conditions is desired it is necessary to file
an application for a Certificate of appropriateness with the Town Building Inspector at
the Town Hall. The Commission will subsequently hold a duly advertised public
hearing, and notify the applicant of its decision. In accordance with the statutes all
hearings and all meetings of the commission at which decisions are made are open to
the public. A proposed change which would be detrimental to the interest of the historic
district is the only legal basis on which an application may be denied.
Slight changes may not affect a building's character and integrity; however it is
the position of the Commission that even small changes over the years can radically
A&the appearance of a building. Therefore, the Commission attempts to be sensitive
both to the contemporary needs of homeowners and to the historic significance of the
district as a whole.
{W1199603}
WHEN IS A CERTIFICATE OF APPROPRIATENESS NEEDED?
No building or structure shall be erected, altered, demolished or removed within
the district until an application for a Certificate of Appropriateness as to exterior
architectural features has been submitted to, and approved by, the Commission. A
Certificate of Appropriateness shall be required regardless of whether or not a building
permit is required. An application form for a Certificate of Appropriateness is enclosed.
Application forms can also be obtained from the South Windsor Building Department.
Any architect, builder, property owner, or any other person with an interest in a
property located in the Historic District is encouraged to informally meet with the
Commission to discuss contemplated work before the submission of detailed plans and
submission of an application.
Reviewable actions by property owners include, but are not limited to:
1. Masonry replacement and repointing.
2. Extensive or total replacement of any siding and roofing materials whether
similar to or different from the original.
3. Any visible temporary or permanent additions to the dwelling, accessory
buildings or site, whether structural or technological. This includes signs, TV
antennas, solar panels, fences, pools, decks, outbuildings, and outdoor lighting
fixtures.
4. Any construction, alteration'or enlargement to driveways or parking areas,
walkways, walls and patios.
5. The methods and reasons for total paint removal.
6. Any partial or entire window, storm window, doors, and storms door
modification, or replacement, except exact replacement.
7. The addition, removal or replacement of window shutters.
8. The addition, removal or replacement of any architectural detail or
ornament.
9. Outdoor signs and bill posters.
10. When a building permit is issued, you need a Certificate of
Appropriateness first. The Building Inspector will require the Commission's
approval before issuing a permit.
(W1199603) -2-
NO NEED FOR A CERTIFICATE OF APPROPRIATENESS
You do not need a Certificate of Appropriateness when you do routine
maintenance, which does not involve change in materials, design or texture. The
Commission is concerned only if changes will be "open to view from a public street, way
or place"; therefore all interior and many exterior changes to the rear of buildings are
exempt.
For information on filing for a Certificate of Appropriateness, see "Application and
Procedures" on page 6. The commission may also provide information to property
owners, suggest legislation, initiate planning and zoning proposals, cooperate with other
groups interested in preservation, render advice on landscaping and street
improvements, and consult with experts.
When in doubt as to whether any planned work on a structure or site in the
Historic District requires application for a Certificate of Appropriateness, please address
questions to the Building Inspector's office in the Town Hall, or to an Historic District
Commission member. A list of Commission Members and their respective contact
information appears on page 10.
(W119M3) _3
STANDARDS FOR REHABILITATION
The South Windsor Historic District Commission strictly enforces the United
States Secretary of the Interior's Standards for Rehabilitation, which standards set forth
the principles and purposes of historic preservation. Copies of the Standards for
Rehabilitation are available in the Building Department in the Town Hall, and from the
Commission, and are summarized as follows:
1. A property shall be used for its historic purpose or be placed in a new use
that requires minimal change to the defining characteristics of the building, its site
and environment.
2. The historic character of a property shall be retained and preserved. The
removal of historic materials or alteration of features and spaces that
characterize a property shall be avoided.
3. Each property shall be recognized as a physical record of its time, place
and use. Changes that create a false sense of historical development, such as
adding conjectural features or architectural elements from other buildings, shall
not be undertaken.
4. Most properties change over time; those changes that have acquired
historic significance in their own right shall be retained and preserved.
5. Distinctive features, finishes, and construction techniques or examples of
craftsmanship that characterize a historic property shall be preserved.
6. Deteriorated historic features shall be repaired rather than replaced.
Where the severity of deterioration requires replacement of a distinctive feature,
the new feature shall match the old in design, color, texture, and other visual
qualities, and where possible, materials. Replacement of missing features shall
be substantiated by documentary, physical, or pictorial evidence.
7. Chemical or physical treatments, such as sandblasting, that cause
damage to historic materials shall not be used. The surface cleaning of
structures, if appropriate, shall be undertaken using the gentlest means possible.
8. Significant archeological resources affected by a project shall be protected
and preserved. If such resources must be disturbed, mitigation measures shall
be undertaken.
9. New additions, exterior alterations, or related new construction shall not
destroy historic materials that characterize the property. The new work shall be
differentiated from the old and shall be compatible with the massing, size, scale
and architectural features to protect the historic integrity of the property and its
environment.
(W119M3) -4-
10. New additions and adjacent or related new construction shall be
undertaken in such a manner-that if removed in the future, the essential form and
integrity of the historic roe and its environment would be unimpaired.

CERTIFICATE OF APPROPRIATENESS
APPLICATION — REVIEW— APPEAL PROCEDURES
The South Windsor Historic District Commission will hear and determine
applications for a Certificate of Appropriateness in accordance with the provisions of the
Connecticut General Statutes, Sections 7 — 147a-k inclusive, as the same may be
amended from time to time.
A. Application Procedure
1. Applications for a Certificate of Appropriateness may be obtained from the
office of the Chief Building Official.
2. Applications should be accompanied by drawings and photographs,
showing existing conditions as structural site and the nature of the work to be
performed as well as by a list of materials to be used.
3. The Commission may request such plans, elevations, photographs,
specifications, materials and other information, including in the case of demolition
or removal a statement of the proposed condition and appearance of property
after such demolition or removal, as may be reasonably deemed necessary by
the Commission to enable it to make a determination.
4. With respect to signs, the application should state the style, materials, size
and location(s).
5. The completed application must be returned to the Office of the Chief
Building Official. It will then be time stamped with the date as having been filed
and received by the Commission.
6. Completed applications will be heard at the next scheduled meeting of the
Commission, provided applications are received fifteen (15) days in advance of
that meeting. The Commission meets on the second Tuesday of the month at
7:30 p.m. at Town Hall. Applications not received within fifteen (15) days of the
next scheduled meeting will be carried over to the next meeting.
7. Please refer to Page 8, paragraph E "Public Hearings", of this document
for the Public Hearing procedure. Legal'notice will also be sent to each applicant
stating the date, time and place of the Hearing for the application.
B. Standards for Determining Appropriateness
1. In passing on appropriateness as to exterior architectural features,
buildings, or structures, the Commission shall consider, in addition to other
pertinent factors, the type and style of exterior windows, doors, light fixtures,
(W1199603) -6-
P
signs, aboveground utility structures, mechanical appurtenances, and type and
texture of building materials.
2. The Commission shall also consider, in addition to other pertinent factors,
the historical and architectural value and significance, architectural style, scale,
general design, arrangement, texture and materials of the architectural features
involved and the relationship thereof to the exterior architectural style and
pertinent features of other buildings and structures in the immediate
neighborhood.
3. The Commission has adopted as guidelines, the Secretary of the Interior's
Standards for the Rehabilitation of Historical Buildings.
4. Parking Areas:
a. No area within a Historic District shall be used for industrial,
commercial, business, home industry, or occupational parking, whether or
not such area is zoned for such use, until after an application for a
Certificate of Appropriateness has been applied for and granted. This
shall also apply to the enlargement or alteration of existing lots.
b. The Commission shall consider the size of a parking area; the
visibility of cars parked therein, the closeness of such area to adjacent
buildings, and other similar factors.
5. Where, by reason of topographical conditions, District borderline
situations, or because of other unusual circumstances solely with respect to a
certain parcel of land not affecting generally the Historic District, the strict
application of any provision of General Statutes Sections 7— 147a-k inclusive, as
the same may be amended from time to time, would result in exceptional
practical difficulty or undue hardship upon the owner of any specific property, the
Commission in passing upon applications shall have power to vary or modify
strict adherence to said Sections or to interpret the meaning of said Sections so
as to relieve such difficulty or hardship; provided such variance, modification, or
interpretation shall remain in harmony with the general purpose and intent of said
Sections of the Statutes so that the general character of the District shall be
conserved and substantial justice done. In granting variations, the Commission
may impose such reasonable and additional stipulations and conditions as well,
in its judgment, better fulfill the purposes of said Statutory Sections. The
Commission shall, for each variation granted, place upon its records and in the
notice to the applicant the reasons for its determinations.
C. Exempted Acts
Nothing in these Rules and Procedures shall:
1. Be construed to extend to the color of paint used on the exterior of any
building or structure;
(W1199603) -7-
2. Prevent the ordinary maintenance or repair of any exterior architectural
feature in the District, which does not involve a change in the appearance, or
design thereof;
3. Prevent the erection or alteration of any such feature which the Chief
Building Inspector or a similar agent certifies is required by the public safety
because of a condition which is unsafe or dangerous due to deterioration'; or
4. Prevent the erection or alteration of any such feature under a permit
