There is a situation at the new Police Sub-Station at Evergreen Walk that I am not comfortable with. It has to do with fulfilling different work orders that have come into our division at different times. We feel that the department has been involved in creating an area that is not safe and/or legal. We were asked on the first request to bolt some chairs to the floor in the substation. Recently we requested to change some locks that are on the doors/room where the chairs were bolted. What the Police are trying to create is a holding area for individuals. We were told that they would put the individual in the room, handcuff the individual to the chair that is bolted to the floor, and then close the door. The locks on the door would not allow anyone to leave the room, i.e.,they would be locked in. After meeting with Chris Dougan, I learned that originally the area was to be built to the specification of a Police Barracks,which included a holding area. The contractor/builder would not conform to building the area to those specifications. Subsequently,the space was relisted by the Architect as"Office"space, and the holding cell was also listed as an office. The space that is be used as a Police Sub-Station was not built to the requirements of a"Police Barracks" do not feel we should be involved with creating an area that could be classified as non-conforming. What would happen if someone seriously hurt themselves, hurt someone else, or even died in that area? I do not feel that you can lock someone up in a room the size of a closet without providing proper protection for that individual, i.e., surveillance,fire/smoke protection,etc. My recommendation is that we send someone back to undo the work our division has done. We will need to unbolt the chairs from the floor and change the locks back to the condition they were originally installed. Your assistance is requested in getting this to occur... due to the requests being generated from the Police Department. This issue of bringing the space back to original condition will not sit well with the Police Administration. Please advise.
