Dougan Chief Building Official Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Town of South Windsor Public Works Facility Addition 137 Burgess Road Dear Mr. Dougan, We are in receipt of your October 16, 2006 Corrections Notice regarding the subject project. We offer the following information in response to items 4, 7, and 9: 4. Provide sprinkler protection where combustible materials are present above drop ceilings and concealed spaces, (above locker room area, adjacent transition between old/new construction). Response: As discussed in the attached letter from Robt. TV. Hall Consulting Engineers, Inc., we do not believe that sprinkler protection is necessary for the combustible material that was found above the drop ceiling. Based on the standards established by NFPA 13— Automatic Sprinkler Systems Handbook, sprinklers are not required if the heat content of the facing and substrate is less than 1,000 Btu/sf. We have calculated the heat content of the facing and found that it is approximately 200 Btu/sf. 7. Clarification on roof drainage, columns 1-10. 1) Square footage of roof field, ie: 5400 sq. fl vs. 1602 sq. ft, leader size and primary/secondary independently designed. 2) Use 1996 International Plumbing Code. Response: iVe have re-calculated the roof drainage design between column lines I and , 10 based on a 5,581 square foot area. Based on these calculations (attached) two a(J' scuppers are required for the primary roof drain system. We are providing a total of six scuppers for this area. The additional four scupper downspouts are intended to serve as the secondary roof drainage system. 9. Factor snow drift surcharge at high/low roof areas that are relevant to new roof overlay areas per letter to Mike Gantick from Don Nicholas dated Oct. 5, 2006. Response: Included in our calculations of the existing roof dead load is a snow load of 30 pounds per square foot. it'hile surcharges associated with snowdrifts may occur on this section of roof, these are loads that currently exist and, therefore, will not be A Tradition of Excellence Since 1915 Mr..Christopher J. Dougan Page 2 of 2 November 1, 2006 additional loads. The additional member loading results from the proposed roof insulation system that was estimated to be less than 3 pounds per square foot which results in an increase of less than 5%to the roof dead load. We trust that we have satisfactorily addressed your concerns. If you have any additional questions or comments regarding these issues, please feel free to give me a call at 781-380-7750, ext. 5035. Section 8.14.1.2.12 of NFPA 13 (copy attached) addresses this situation. The standard states that if the heat content of the facing and substrate is less than 1000 Btu/sf sprinklers are not required. This insulation is vinyl faced. We calculated the heat content of the facing and found that it to be 201 Btu/sf. Based on this we do not believe sprinkler protection above the ceilings is required. Our calculation and data on the vinyl facing is attached. If there are any additional questions don't hesitate to contact me. AF ,. If none of Zhe three prescribed conditions exists, the ;pace is defined as a concealed; noncembu;Cble ;pace with respect to combustible objects and requires no add. 8 tional sp:initler protection. _tic Some minor quantifies of combustible r~aterials, such as cemmuricaeon wiring, can be "` present in some concealed:paces but should not topically be viewed as requiring sprinklers eC see 8.14.1.1). The threshold value at which sprinklers become necessary in the concealed :'10 space is not defined. For example, the usual amounts of data or telephone wiring found above qt a ceiling would not typically constitute a threat. If bundles of unsheathed computer wiring are installed above the ceiling or beneath the floor in a manner where fin propagation in all'direc. Y ' lions is Likely, then the concealed space should be treated the same as a combustible space, thereby requiring appropriate sprinkler protection. If some ocher protection measure is pro- Tided, such as a CO2 system, then the concealed space is considered to be protected, and J l sprinklers are not required. 8.14.1.24 Concealed Spaces Not Requiring Sprinkler Protection. A.S.14.1.2 Subsections 8.14.1.2.3; 8.14.1.2.4,and S.I o not require spri I-T protec- t:.,u because it is not physically practical to install sprinklersibility of uncontrolled fire spread,con- in the types of concealed spaces discussed in these three exceptions. To reduce the possibility sideratiou should be given in these unsprinklered concealed space situations to using 8 14.1.2.7, 8.14.1.2.10,and 8.14.1.2.12. The subparagraphs of 8.14.1.2 indicate conditions where sprinklers are not required in spaces ' that would normally require sprinklers. Sometimes the building is modified to meet one of, these exceptions to avoid installing sprinklers in the space. Not all of these exceptions provide an equivalent level of fire safety, because some of the exceptions simply recognize that the in- stallation of sprinklers in the space is not physically practical. This difference in level of fire safety is especially true of 8.14.1.2.3, 8.14.1.2.4, and 8.14.1.2.5, which primarily exist t6 cover situations where sprinklers are retrofitted into existing buildings. 8.14.1.11 Noncombustible and limited combustible concealed spaces with no combustible---- loading having no access shall not require sprinkler protection. The space shall be considered a concealed space even with small openings such as those used as return air for a plenum. 8.14.1.2.2 Noncombustible and limited combustible concealed spaces •ith limited access and not permitting occupancy or storage of combustibles shall not require sprinkler protec tion. The space shall be considered a concealed space even with small openings such as those used as return air for a plenum. Paragraphs 8.14.1.2.1 and 8.14.1.2.2 were added to the 2002 edition to address an ama other exceptions were not clearly stated in previoas editions.
