Subject : 185 Carriage Drive (Lot 33), South Windsor
Dear Ed:
After our discussion at the Plant last week I have since visited the
subject lot on two (2) different occasions - both times with the proposed
septic drawing - to familiarize myself with the ground conditions on this
particular lot. My first trip there was this past Wednesday morning - May
26 - at which time none of the backfilling had been done around the
foundation. During this visit I observed large quantities of rock and
some ledge outcropping on the lot. In fact, it appeared to me that at least
one (1) section of the footing rests on ledge. I also took a quick glance
at the rear section of the lot, but didn't have the time to really study
it. I was at the site again this morning, and concentrated my investigation
to the rear section - that part of the lot still mostly overgrown with
trees and brush. Again I observed what appear to be outcroppings of ledge.
in various spots on this section of the lot.
My main reason for doing such extensive investigation on this lot is
based on past experience with ledge problems on some of the adjacent lots,
and I am taking these steps in an effort to prevent a problem - possibly
even a pollution nuisance - before work has even started on the septic
system.
I am, therefore, advising you that no permit will be issued for the
installation of an underground sewage disposal system until an observation
pit has been dug and studied.by Public Works personnel. I suggest that
this pit be dug approximately midway in the rear section of the lot -
possibly somewhere on the path running into the adjacent side yard, the
property now known as 51 Lipman Drive.

185 Carriage Drive (Lot 33), South Windsor, continued
Also, during my visit to Lot 33 today, I paced off the location of
the proposed septic system. To my way of thinking laying the system out
in this manner will mean coming too close to the adjacent property to the
rear of this lot, even though it appears that it will still be within the
allowable ten -foot range. Should the observation pit testings show that,
in fact, the ground is not ledge - or that the ledge is at allowable depths -
I would suggest that consideration be given to laying the drainage field
parallel to the house rather than perpendicular to it; however, this is a
matter that can be decided only after deep -hole observations have been made.
I also noted today that this area of the lot is somewhat spongy - a possible
indicator of high ground water in this area.
Should the observation deephole reveal either ledge or evidence of
high ground water - or both - I will insist that a registered Professional
Engineer be called in for more complete investigation and design of the
septic system for this lot.
Your earliest attention to this matter will be appreciated.
Very truly yours,
