The owner of record of this property is Richard S. Kelley of South Windsor, Connecticut. The design, As submitted, meets all requirements of Section 19-13-B20L. However, As indicated the leaching system pipes on the Attached site plans, the vertical distance between the leaching system And A compact red sandstone is 2.9 feet, requiring A reduction by your office of the 4 feet recommended vertical distance. In order to compensate for this lesser vertical separation, I have pro- vided in my design a leaching bed sufficient in volume to provide for a forty-eight hour storage capacity. In further support of this request for reduction in vertical separation, I would indicate to you that the anticipated life of this sanitary system will be between two and three years. Recent zone change requests and sub- division plans within the Town of South Windsor adjacent to this subject property, which is served by a capped sanitary sewer, will insure that Active sanitary sewers will become Available within thA.t period of time.
