CONN. 06074 AREA CODE 203/644-2511 July 14, 1978 Mr. Richard Kelley 49 Rosemary Lane South Windsor, Connecticut Dear Mr. Kelley: Re: Lot 16 - Carriage Drive An inspection of the sewage disposal system at the above location disclosed that the system does not conform to the design originally approved. It appears that the sewage disposal system is in the ground water and not the prescribed 18" above it. It will be necessary to now pump the effluent from the septic tank into a new leaching field placed 18" into the filled area. You are advised to submit an engineering plan to show the following design: 1. Place in series a new 750 - 1,000 gal. concrete septic tank to serve as a pump chamber. 2. Install a sewage pump in this chamber with a mercury float switch with 3 positions - 1) off; 2) on; 3) alarm; and a check valve. 3. Provide a distribution box with baffles. 4. Reinstall 225' of 3' wide trench at no greater depth than 18" into the filled material. 5. Extend filled area a minimum of 15' beyond any portion of the leaching system. 6. Set the pump to fill 75% of the pipe capacity in the leaching field.- Mr. Richard Kelley Page Two July 14, 1978 I have had success with the Barnes Model SE 52 or the Goulds WP 05125, single phase 220 volt pumps. I have also used the Als#4-1 alarm box with bell and light and the A1S2-3 mercury switch which are used with the Goulds pump. If you have any questions, or if I may be of any further help, do not hesitate to call me. Very truly yours, TOWN OF SOUTH WINDSOR Richard B. Coppa Acting Director of Health RBC/ml cc: D. Page, Town Engineer/Planner Re: Lot 16 - Carriage Drive Approval of a sewage disposal system designed by Emanuel Lucek dated 3/23/78 for the above lot was given by me on 5/3/78. Although the ground water observations made by the design engineer indicated water at 30" below ground level, the design was drawn to assume a ground water elevation at 1' below ground level. Through conversations with the builder and the design engineer, this assumed ground water elevation was recommended by Mr. Daniel Sevino of the State Health Dept. My approval of the plan was based on these assumptions. After installation of the sewage disposal system, it was determined that the system was installed contrary to the approved design. This now puts the system in violation of the Public Health Code in regard to the required separating distances of the ground water table and bottom of the leaching system. In order to rectify this problem, the system would now have to be re -installed at a higher elevation and a pumping arrangement installed to meet the approved plan of design. It is the design engineers' feeling that the system would not be in violation using his ground water observations. This is true, but I feel my approval was based on the assumption of a ground water table at a higher elevation. As a solution to this problem, I offer the following steps to be taken: 1. Install a perforated stand pipe adjacent to the leaching system to be used for future ground water observations. 2. Determine the ground water observations next spring between February 1 and May 1. 3. Determine the elevation of the presently installed system. 4. Retain a certified check in the amount of $2500.00 for a new sewage disposal system and pumping arrangement, if the present system is found to be in violation next spring. (See letter 7/14/78) 5. All elevations are to be mutually agreed upon by the Town Engineer and the design engineer. Final approval of the sewage system should be withheld until the above conditions are met; however, I will conditionally approve the installed system in order that a certificate of occupancy may be issued., Richard B.
