Lipe, AICP, Director of Planning Town of South Windsor —Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 RE: Proposed General Plan of Development Amendment Dear Ms. Lipe: We are pleased to submit a revised General Plan of Development to implement our repositioning plans. We are proposing to realign Evergreen Way to allow for construction of a new building. This will replace the existing buildings which are primarily vacant. These include spaces, 50013, C & D and total approximately 53,000 square feet. The realignment of Evergreen Way will facilitate construction of a 50,000 square foot building that will be more marketable, provide for the development envelope to be moved away from wetland areas and allow for increased visibility from Buckland Road. Pursuant to Section 8.6.3 B. of the South Windsor Zoning Regulations regarding form and content, the following material is submitted in support of the application. 1. General Plan of Development — The Shops at Evergreen Walk prepared by Langan CT, dated 3/8/2021. 2. Zoning Map Figure prepared by Langan CT, dated 3/8/2021. 3. Abutter & Land Use Figure prepared by Langan CT, dated 3/8/2021. 4. Also attached for reference is the most recent Master Plan — General Plan of Development approved by the Planning & Zoning Commission for creation of a consolidated Unit 12. The impacts related to traffic and utilities are anticipated to be negligible as the total size of the retail proposed is less than previously approved. This approval is subject to the following modifications: 1. The Commission notes that this approval is for a General Plan of Development, which does not address all engineering and site design details. The applicant shall submit an application for a Site Plan of Development approval prior to construction, per Section 4.2.15.1) of the zoning regulations. Construction phasing must be included on Site Plan of Development if appropriate. 2. At the time of site plan, the Commission will review all specific details of the project, including but not limited to the following concerns raised during the General Plan application process to be incorporated into the final plans: • Updated signage so that the road names are clearly identified on site; • Specific attention given in designing the landscaping and screening in the western parking lot and truck loading area to provide a visual screening to the residents in the independent living facility, Evergreen Crossing. 3. No building permits will be issued until any required OSTA certificate modification has been issued (per CGS §14-311). The developer shall discuss with OSTA the specific traffic study parameters and establish the specific baseline traffic data to be used and report back to town staff for concurrence. The traffic study must account for the traffic currently approved for Evergreen Walk, the Costco project and the Gateway Site Plan development along the easterly side of Buckland Road. Additionally, the traffic study must evaluate impacts of this development on Buckland Road, particularly at the Hemlock Ave and Tamarack Ave intersections, to insure there are no adverse traffic impacts from this development. This analysis may include, but is not limited to, evaluation of timing/adjusting of signals, adequacy of turn lanes and other potential road improvements. Any modifications needed to the traffic signals or turn lanes on Buckland Road must be included in the site plan 4. The land use table on the general plan shall be updated to reflect current status of projects. All roads should be clearly labelled on the general plan. 5. All approval considerations of the March 11, 2014 for Appl. 14-09P, Evergreen Walk General Plan of Development remain in effect including: • The Plum Gulley Brook/Podunk River watershed is a highly sensitive watershed and stream corridor, hydrologically, hydraulically and ecologically. Storm drainage design at the site plan stage must thoroughly and adequately address storm water quality and quantity, including both on -site and downstream impacts. • Views of parking areas from Buckland Road must be minimized through the use of berms and perimeter landscaping. • Roofs and roof equipment must be screened from Buckland Road, Smith Street and Deming Road. • Pedestrian and bicycle interconnection between the lifestyle center ("main street" retail center), indoor recreation facilities, office and housing must be provided. • Delivery trucks must use routes other than the "main street" to make site deliveries. • Trees and hedgerows must be preserved to the maximum extent possible; preservation details to be shown on the site plan. • No outdoor storage is allowed in the Gateway zone, per Section 5.8.6.c of the zoning regulations. • Construction phasing, including phasing of external roadway improvements, must be shown on the site plan. • As additional green space is added, it should include some of the site's existing natural features Black and white mylars of Sheets Z3 -1 through 3 of the General Plan of Development, with this approval letter reproduced thereon, must be submitted. After the mylars have been endorsed by the Commission, they will be returned to you for filing in the office of the Town Clerk. Three print copies of the entire set of plans must also be submitted. Date: 12 April 2021 Re: Landscape Character Narrative The Promenade Shops at Evergreen Walk South Windsor, Connecticut Langan Project No.: 140222801 Planting The proposed planting plan complements and enhances the existing Evergreen Walk development and meet Town of South Windsor zoning requirements for both planting quantities and sizes. The plan proposes 56 shade trees; 21 understory trees; 48 evergreen trees; and over 2,000 shrubs, groundcovers, and grasses, and perennials. All proposed plantings are native, salt- and drought-tolerant species suitable for parking lot conditions. Shade trees are proposed in parking lot islands to reduce heat island effect, with understory grasses that are selected based on the observed success of similar plantings elsewhere throughout the development. Additional shade trees, low shrubs, and grasses are proposed around the perimeter of the parking area and building to maintain a similar aesthetic to what exists within Evergreen Walk today. To the west of the site, an evergreen buffer is proposed to provide year-round screening between the loading area and adjacent residential use. All plantings are proposed to be irrigated per tenant requirements. At the northeast corner of the site, invasive species within the intermittent stream and buffer are proposed to be removed. Native seed mixes and buffer enhancement plantings are proposed to restore and provide natural habitat. Entrance Enhancements Additional enhancements are proposed at the Hemlock Avenue intersection to increase visibility as well as add architectural character and plantings. As part of these upgrades, 3 Bradford Pears, 3 London Planetrees, and 1 Norway Spruce are proposed to be removed. The Bradford Pears – an invasive species - within the center median of Hemlock Avenue appear to be in poor condition with symptoms including visible moss and lichen around the root flare and the trunks and branches. In addition, the removal of the London Planetrees and Norway Spruce (overgrown) are proposed to enhance views into the development. These removals will make way for new architectural enhancements to include decorative stone walls, decorative post-top lighting, and a variety of native plantings to soften the entry/exit experience. (See attached figure for a graphic representation of proposed enhancements) MEMO Landscape Character Narrative The Promenade Shops at Evergreen Walk South Windsor, Connecticut Langan Project No.: 140222801 12 April 2021- Page 2 of 2 Site Lighting Site lighting is designed to match the existing aesthetic throughout the development and meet all town zoning requirements using a combination of parking lot fixtures, decorative post -top fixtures, and wall-mounted fixtures. All proposed fixtures are high-efficiency LEDs within the soft- white color spectrum, ranging from 4000K in parking lots to 3000K closer to the building. All light levels are designed to meet IESNA (Illuminating Engineering Society of North America) recommendations for security minimums. Parking lot fixtures are proposed at maximum 25-ft mounting height, with 20-ft mounting height fixtures around the perimeter of the parking where close to existing residential uses and the intermittent stream. Decorative post-top fixtures are proposed at 14-ft mounting height at the roundabout, in front of the store, and within the outdoor seasonal marketing area to provide a more pedestrian scale. Memorandum 555 Long Wharf Drive New Haven, CT 06511 T: 203.562.5771 F: 203.789.6142 To: Karen Johnson – Charter Realty From: Christopher McLean, P.E. John D. Plante, P.E. Date: 12 April 2021 Re: Traffic Summary (General Plan Submission) The Promenade Shops at Evergreen Walk South Windsor, Connecticut Langan Project No.: 140222801 Langan has prepared this memorandum to summarize the existing traffic conditions, traffic generated and site connectivity of the proposed amendment to the General Plan of Development for Evergreen Walk in South Windsor, Connecticut (See Figure 1 and Master Plan – General Plan of Development prepared by FLB Architecture & Planning, Revisions to Sheet 2 dated April 9, 2021). Evergreen Walk is an existing approximately 243 acre mixed-use master-planned community located on the west side of Buckland Road in South Windsor, Connecticut. As a mixed-use development, it consists of residential, office, medical office, hotel, fitness, daycare, and retail/restaurant uses. The Promenade Shops at Evergreen Walk contain approximately 375,000 square-feet of retail and restaurant uses on Units 1 and 2 of Evergreen Walk. The amendment proposes to modify a development area located in the northern section of the Promenade Shops, known as 801 Evergreen Way. The project site is approximately seven acres and is currently occupied by two buildings, including the tenants Old Navy (retail) and Sakura Garden (restaurant). The project involves the demolition of the two existing buildings totaling to ±53,030 square-feet, and the construction of a ±40,000 square-foot grocer, along with adjacent ±10,000 square-foot retail space. This results in approximately the same amount or reduction of retail building area. Associated site work will include a new a parking lot, loading area, and the reconfiguration of Evergreen Way (See the attached Site Plan). The location previously included a Highland Park Market grocery. The proposed development site is primarily accessed by two access driveways, Evergreen Way and Hemlock Avenue. Evergreen Way parallels Buckland Road and is the primary north/south access drive through the Promenade Shops. Evergreen Way currently passes between the existing Old Navy and Sakura Garden buildings and continues until it intersects with Tamarack MEMO Traffic Summary (General Plan Submission) The Promenade Shops at Evergreen Walk South Windsor, Connecticut Langan Project No.: 140222801 12 April 2021 - Page 2 of 6 Avenue north of the development site. The proposed development will shift Evergreen Way around and to the east of the proposed buildings along the alignment of the existing drive way servicing Panera, Vince, and other small retailers, and continuing to connect to Tamarack Avenue. The northbound leg of Evergreen Way from the roundabout will be replaced by an enter-only access drive. The westerly access drive to the project site will remain in the same location and will be reconstructed as part of the proposed parking lot. The proposed reconfiguration of the internal circulation drives will continue to support connectivity within and through the Promenade Shops at Evergreen Walk. With these improvements, we do not anticipate impacts the overall traffic operations within the Promenade Shops or Evergreen Walk, including the proposed Costco and LA Fitness to the north, as well as the retail center to the south. The proposed development site is anticipated to be served by WB-67 trucks, which will enter by turning right off Hemlock Avenue onto the relocated Evergreen Way at the eastern site access drive, and continuing to the rear of the site. The geometry on site will be adjusted as part of this development in order to accommodate these truck turning movements. The background weekday evening and Saturday mid-day peak-hour traffic volumes are based on traffic volumes from Figure 7 “Build Traffic Volumes” from report titled “Traffic Impact Analysis: Costco at Evergreen Walk” completed September 2019, and revised July 2020 by BL Companies. This approach was recommended by the CTDOT. The peak-hour traffic volumes from the previous BL study are based on turning movement count data that was collected prior to the COVID-19 pandemic. Based on discussion with CTDOT, the build volumes from this traffic study completed by BL Companies for the five study intersections are acceptable for use as background volumes for the proposed development (See Figure 2 for Study Intersections Map and Figure 3 for Background Peak-Hour Traffic Volumes). The capacity analysis summary for the background weekday evening and Saturday mid-day peak hours can be seen below in Table 1. As discussed in previous reports for this study area, including the BL Companies report for the Costco development and a report prepared by AECOM for the overall development master plan in 2016, the Buckland Road corridor has longstanding traffic operational deficiencies, which have been explored in detail in a report prepared by VHB in June 2020, titled “Buckland Road traffic Signal Optimization, Coordination, and Future Needs Study”. The average daily traffic (ADT) for Buckland Road is approximately 19,600 vehicles-per-day based on 2016 ADT data available from CTDOT. The project anticipates a net increase of approximately 136 and 176 site-generated trips during the weekday evening and Saturday mid-day peak-hours (See Table 2). Based on the “Master Plan – General Plan of Development” prepared by FLB Architecture & Planning dated April 9, 2021, approximately 484,500 square-feet of retail, commercial, office, and recreational use buildings are existing. The overall site is approved for an MEMO Traffic Summary (General Plan Submission) The Promenade Shops at Evergreen Walk South Windsor, Connecticut Langan Project No.: 140222801 12 April 2021 - Page 3 of 6 additional ±388,000 square-feet of retail, commercial, office, and recreational use buildings. Further, a 200 unit residential apartment is also existing and the overall development is approved for a 108 room hotel and institutional assisted living/independent living facilities with 400 units. The overall development of Evergreen Walk is currently certified through the Connecticut Department of Transportation (CTDOT) Office of State Traffic Administration (OSTA) under Certificate 1533-B and Administrative Decision 749. Changes to the development building area and parking will require approval from OSTA and we anticipate this application to be approved by an Administrative Decision. Lipe,, AICP, Dir Town of South Windsor — 1540 Sullivan Avenue South Windsor, CT 06074 ector of Planning Town Hall RE: Proposed General Plan of Development Amendment Response to Town Engineer's Comments Dear Ms. Lipe: W CHARTER 1666 Massachusetts Avg Suite 6A Lexington.,, MA 02420 617-591-9995 www.chartweb.com Please see below for responses to the Town Engineer's Comments din italics below) dated May 107 2021 in consultation with Langan Engineering: 1. The proposed relocation of Evergreen Way around the east side of the new buildingfor the grocer needs to be clearly shown on the general plan and will need to be well signed as there are other buildings with Evergreen Way addresses both to the north and south of this new building. • Comment Holed and we have a traffic signage plan prepared and will submit for review as part of the site plan review process. 2. The traffic impacts of this new building cutting off' the existing Ever"reen Way and requiring its relocation to the east, across from the East Access Drive needs to be more fully described. For example, this relocation will add traffic turning movements to the intersection of Hemlock Ave and the East Access Drive. Can this intersection handle more turning movements as is or does it need to be modified? • Comment noted and a left turn lane currently exists on Hemlock allowing for a left turn onto the Panera access drive i.e. relocated Evergreen Way). The impacts to this intersection will be analyzed and will be coordinated with the town as part of the Traffic impact Study and Site Plan Application. 3. How will the new lane from the round -about on Hemlock Ave into the new parking lotfor the grocer be graded and signed? Can the northern lanes from the round -about remain as the entrance and exit into and out of the new grocer parking lot? • The objective of this lane is to provide access to the parking spaces and to serve as a traffic calming measure. The parking area will be regraded to meet the maximum slope requirements of the tenant as the current parking lot is boo steep. This leg of the roundabout was reconfigured to not allow direct, unimpeded access to the front of the grocer thru a parking isle, thus reducing poten pedestrian areas. tial conflicts with heavy 4. Can dire trucks, emergency vehicles and large delivery trucks safely and effectively negotiate the new geometry of Evergreen Way and get to the new building from Hemlock Ave and the North? Show truck turning templates aroundthe new building and relocated Evergreen Way from all directions. • Yes and please see attached exhibit prepared by Langan of the truck turning movements. 5. At the northern side of the new building Evergreen Way makes a sharp turn north and is offsetfrom the access drive to Evergreen Crossing and Costco which maybe confusing and difficultfor drivers to negotiate. 1 suggest Evergreen Way be moved north to lire up with the access drive in this area. • We reviewed this option on site and looked at various layouts to facilitate this request. It is not possible within the land area of Unit 1 and requires significant wetlands disturbance. We note that the `access drive to Costco" is primarily intended for their truck traffic. The traffic engineer has reviewed this comment and does not anticipate an impact to the through movements north of the site. Further,, the relocation enhances pedestrian safety as these through movements are not traversing parking areas and store fronts. See also the proposed traffic sign plan referenced in response #1 6. There are many existing utilities in Evergreen Way that will need to be relocated for the proposed building. Show where these utilities will be relocated and any associated impacts. • The existing utilities under Evergreen Way will be relocated to be under the pavement of the new Evergreen Way. We have begun coordination and will provide detailed plans for as part of the Site Plan Application. 0 % Show proposed grades for the relocated Evergreen Way and new parking later the proposed grocer and grades by the existing Hemlock Ave. • Detailed grading will be submitted as part of the Site Plan Application. S. The westwesternaccess drive around the proposed bu0 0 ilding is awkward and indf9 rect due to the truck loading area. This western route needs to be made more direct and clearly marked. • The orientation of this western route is intended for customer vehicles only and to separate the truck route. This drive is not intended for trucks and is designed to discourage truck movements in this area. 9. The Traffic memo provided states this development will increase peak hour traffic trips weekday evenings and Saturdays but does not state the impacts of this increase on Evergreen Walk Roads or on Buckland Road. The Traffic impacts of this proposed building on Evergreen Walk and the Buckland Road signalized intersections (especially turning movements, LOS and que lengths) reeds to be included • A full Traffic Impact Studyis being prepared and will be coordinated with the town as part of our Site Plan Application. 10. The traffic study done for Costco showed significant trips turning from Buckland Roadfor that development. Have these trips been account in the traffic memo? into Hemlock Ave t aken into • Yes, these volumes were incorporated into the traffic impact assessment,, The build traffic volumes from the study were used as the basis for the background conditions for the proposed development based on v with the CTDOT Bureau of Policy and Planning. 1. the traffic study done for Costco also stated that a right turn lane on Buckland Road southbound at Hemlock Ave should be constructed due to high right burn volumes exceeding the available intersection capacity. This turn lane needs to be considered as part of this application and new building at Evergreen Walk. This right turn lane was listed in the recommendations as part of the Costco traffic study; however, it was not clear from the traffic study if it is proposed. The need for a southbound right turn bane at the intersection of Buckland Road and Hemlock Avenue will be evaluated as park of the full Traffic Impact Study with the Site Plan Application with the incremental increase in proposed volumes. 3 12. There should not be any increase in stormwater runoff from this new development and any stormwater quality treatment measures for this area needto be updated as much as possible. • Stormwater runoff off -site will not be increased as part of this development. Additional water quality treatment measures ind it ntroducti4n of rain gardens and water quality units.
