The proposed development includes the construction of 1,500+ sf building addition and associated site improvements to include, but not limited to, sidewalk improvements and septic tank relocation. The total property area is 7.87 acres. For more information, please refer to the plans entitled "Messiah Evangelical Lutheran Church Site Plan Modification — 296 & 300 Buckland Road — South Windsor, Connecticut" prepared by Design Professionals, Inc., and dated 2/19/2021, as amended. Discussion Stormwater runoff from the existing site in the area of disturbance is currently conveyed overland westerly to Buckland Road and easterly toward the wetlands on the east side of the site. The proposed building addition does not change the overall stormwater flow. The proposed sidewalk changes that will affect the west side of the drainage flow (toward Buckland Road) will result in approximately 300sf (0.007 acres) increase in impervious. We expect no effect to the stormwater flow and intensity based on this increase. The proposed building addition and associated sidewalks are expected to increase the east side impervious area onsite by approximately 1000+ sf (0.02± Acres). This minimal increase in impervious area of roof runoff and sidewalk will have a negligible effect on the stormwater management of the site and the much larger area of wetlands (5± Acres) to which it drains. Request for site plan approval for a 1,500 sf building addition on property located at 300 Buckland Road, Buckland Gateway Development Zone. 2. The proposal is to add on to the sanctuary to the rear and to add restroom facilities and storage space along the northerly side of the building. The number of seats within the existing church will not change. There are no improvements shown in the parking area. 3. The other improvements being made to the building include a façade change to the front of the building including creating a more traditional church appearance. Other changes include adding some sidewalk linkages form the parking area to the church entrance as well as a walkway to the parsonage house. 4. The site is serviced by a septic system and public water. The applicant has been working with Heather Oatis, Town Sanitarian on the septic system upgrades which she has reviewed and approved. 5. The applicant is proposing to add new accent lighting to the front face of the building. This project was reviewed by the ADRC on March 3, 2021. The Committee was very pleased with the design and goal of creating the church appearance. They did request the applicant consider adding some roof top screening in front of the existing unit on the north side of the building visible from the parking area. 6. There are regulated wetlands on the site, and the plan calls for some disturbances in the wetlands upland review area. A Minimal Impact Permit was issue don March 4, 20201 for this work with standard approval conditions. 7. Staff is recommending a bond in the amount of $2,000.00 for erosion and sedimentation control If this application is approved, the planning department requests that a new deed be filed combining the properties as both properties are integral to meeting the zoning requirement shown with this proposal. k . mae 4m pmm h snc um:«mum and m ‘mm acl my“ W am “ sg anoo m Com“ 5m:am m ronm zm ms and mp (“mm a y.Q‘chanpmnsum e rain olsuum n or o,mm suc «mm m.vcguu mqum m mmmn PZC App 21 -OP Messiah Evangelical Lutheran Church 296 &300 Buckland Road 1 inch =92 feet mmmc na y .5 b.4 w W m y Q m uh Ml?wun m s m; mmmm a is .x hmp g:m na s pumy m : t.WN SF9 e 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 NDsoe.CO TELEPHONE (860) 644-2511 CERTIFIED MAIL 7019 0140 0000 2425 7163 March 29, 2021 Messiah Evangelical Lutheran Church c/o Design Professionals, Inc.
