HomeMy WebLinkAbout21 Carson Ways MEMORANDUM TO: Michael J. Gantick, Director of Public Works FROM: Jerry C. Iazzetta, Town Engineer DATE: June 26,1998 RE: 21 Carson Way As requested we investigated the footing drain at 21 Carson Way on June 25, 1998. What we found was that JMJ had placed a cap over the footing drain outlet in the catch basin. The cap has three drill holes in it. This is JMJ's solution to water backing up into the house. We have informed Mr. Mike Jacques that this is unacceptable and must be immediately replaced with a back flow preventer valve. Alsowhen the catch basin was inspected, it was noted that a six-inch pipe entering the catch basin on the south side was also capped (with three drill holes in the cap). Mr. Jacques was also told to remove that cap and replace it with a backflow valve. We will continue to monitor the situation and keep you informed. JUN 2 5 1998 TOWN CLERK d q.+ 9111S 21 Carson Way South Windsor, CT 06074 June 24, 1998 Town of South Windsor Town Hall-Town Clerk 1540 Sullivan Avenue South Windsor, CT 06074 Dear Sir: This letter is to document damages that occurred to our residence at 21 Carson Way, South Windsor, CT. Friday evening, June 19, 1998, our neighboorhood experienced a torrential rainstorm which caused flooding of our street. In the street, in front of our house, is a storm drain. The flooding caused a backup of water from the storm drain into a drainage pipe in our finished basement. We experienced considerable water throughout our entire basement. Please see the attached pictures. At approximately 9:15 P.M.,we placed a call to Prudential Insurance, the company through which we have our homeowner's insurance,to explain our situation. They advised us to make any emergency repairs that we felt necessary until a claims adjuster could call us on Monday morning. Mark was working the night shift and came home. Immediately, with the help of our neighbors,we began extracting the water with two shopvacs. We also needed to remove furniture and other valuables from the basement. Needless to say, this took us until the wee hours of the morning. We began running two dehumidifiers. Saturday and Sunday, June 20''and 21",we continued using the shopvac and ran the dehumidifiers. Monday morning, June 2VO, Mark took the day offfrom work to address this situation. We were told by Prudential, that our homeowner's insurance would not cover any damages from sewer backup. They advised us to contact the Town of South Windsor. 1. Mark called Public Works and someone came to take a look at the storm drain in front of our home. He told Mark that there was no valve on the pipe that would have prevented water from backing up into our home. He said his function was to assure that the storm drain was clean and that it was. 2. Mark went to see Mike Jacques, JMJ Construction, who built our home 5-1/2 years ago. Mike Jacques said that when he built our home, he was not required to put a back-flow valve on the pipe from the storm drain that leads into our base- ment. However, within an hour and a half, someone associated with JMJ,installed a cap onto the open pipe in the storm drain. He said this would prevent a back- flow from ever occurring again. 3. Mark contacted Servpro, an emergency restoration company to restore our base- ment. They provided us an estimate of$712.70 to extract water, mist with an antimicrobal, remove carpet pad, clean carpet, stairs, and rental of 2 high-power fans. Please see attached estimate. This service did not include purchase of new carpet pad or re-installation ofthe carpet. They removed the saturated carpet pad, sprayed the antimicrobal, ran the fans and said they would return in two days. Tuesday, June 23rd,we began to detect an odor in the basement. Wednesday,June 2e,we had a foul stench that permeated thoughout our home originating from the basement. Mike McGrath,Production Manager from Servpro, returned to our home mid-day. He said the odor smelled of cat urine. We do not have any pets and no animals have ever been in our house. He said that he did not think the odor could be completely removed. He said he could sanitize and deodorize the carpet, but that eventually, the odor would return. He recommended complete removal of the carpet and reinstallation of new carpeting. We now have incurred approximately a$500.00 bill with Servpro. To replace our one-year old carpeting will be at least $1,500.00. Please see Home Depot invoice. We are unsure of other damage that may have occurred to sheetrock,wood-trim molding, and furniture. At this point,Kathy went to the Town of South Windsor and discussed this entire situation with Michael Gantick, Director of Public Works. He suggested Kathy document this event and submit it in writing to the Town Clerk so that it could be forwarded to the Town's insurance company. We would appreciate your immediate attention in this matter. We need to have this situation rectified as soon as possible. Thank you very much.
