Mr. Joseph Russo
Palmberg & Russo

Bloomfield, CT 06002
Dear Mr. Russo:
At your request , on 1-24-89, I performed an onsite investig-
ation at the rear of the property of Mr. Peter D' Engenis,
Hartford Industries Inc; 201 Nutmeg Rd South-,F South Windsor,
CT for the purpose of delineating the wetland soils on the
property as shown on the official town map (NW corner) . I
found none.
Because of the frost in the ground (6 inches- no snow cover)
a backhoe was used. The entire site is covered by a coarse
sandy material as typified by Test Pit 1 (dug in the area of
concern on the official map),
TP #1

I have reviewed, signed and dated the above mentioned map and
find that it represents substantially the condition as it
appears in the field.
I hope the above proves sufficient for your purposes. If
you have any questions, please feel free to contact me.
Sincerely,

D'ENGENIS SITE PLAN ADDITION - PLANNING DEPT. REVIEW COMMENTS
Overlay of approved site plan indicates that more pavement was
installed than approved, resulting in higher impervious coverage
than shown. This application should-show a revised impervious
coverage figure. It appears that the additional pavement may
necessitate Zoning Board of Appeals approval for the proposed
addition; or the pavement and new addition should be reduced to
the area shown on the approved site plan.
No new parking required as a result of the new addition?

RE: Peter D'Engenis - Proposed Addition - #89-22P
In reviewing the above application, we would like to state that
the existing building (building 1) does not have a Certificate of
Occupancy. I do not believe that they should be allowed to start
construction of this plan until the existing building (which is
occupied) has an approved C.O. Mr. D'Engenis has promised that
this problem will be cleared up. I believe that this is a matter
of "paperwork" and therefore should not be a basis for denial of
his proposed plan.

RE: Peter D'Engenis - Proposed Addition - #89-22P
We have reviewed the drawings dated 5-15-89 and have the follow-
ing comments:
Sheet 1
1 . (Rlot-- -plan -- not labeled. Plot -plan at----20- scale not 40
scale-whi-ch -would--be acceptable except---that--the- 20 scat-e
does` not- allow contours to be - shown beyond-- property line.)
This site is flat and grading is critical. Contours need
to be extended at least 50' beyond property line.
2 . Key map does not indicate (the.- -app&rrc%t i surface drainage
problems within the 500' radius.
3 . The existing merestones and iron pins are not discernable
in the field. Were these installed?
4 . --- __0r-adi g and pavement treatment .does not agree--with sheet
2..
5 . Roof drainage is not treated. Where does it go? Is it
piped into catchbasin, etc. ?
6 . The new 15" RCP does not have the minimum V - 0" cover
required by the town.
Sheet 3
1 . Detail of pipe trench shows cover over pipe "as
required" . This should be 2' -0" minimum.
2 . Typical pavement section - does not state what are the
specifications for "processed stone" and "gravel base" .
