Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Office Building - Old Wapping Realty Dear Mr. Moran: The soils indicated on She t 6 of 7. Elmwood and Buxton do not fall into the wetland c tegory - nor is there a stream, watercourse or drainage sy tem through or near this site. There is no inland wetland a tivity. The permit, based on the drawings, would be for conservation measures. The proposed activity on the site could work as proposed. In their sequence, a modification in their calendar is required. Three observations that m ght be considered by the applicant include: The soils survey indicates a high ground water table for these soils . An inspection of the site revealed standing water easterly of the parcel nd the appearance of a sump pump discharge westerly of t e existing building confirming an existing wet site conditio With apparent flow of the ground water westerly, perhaps more appropriate location of the underdrain could have been n the easterly side, intercepting the water before the site, keep ng the working area dry. It is difficult to evalua a the practicality of removing the existing driveway to inst 11 a antitracking mat as the first construction item. With easonable care, the new building construction could begin prior to the major earthwork and reduce the area exposed at one ime. Over one half of the site is blacktop. It could be tripped, graveled, paved in one operation. There is no storm drain o the south side of Ellington Road. There is no storm outlet fo the site. Mr. John J. Moran, Jr. , Chairman RE: Office Building - Old Wapping Realty If an approval were to be considered, the following conditions might be applicable: 1. Adjust the sequence calendar on the modified plans . 2 . With a high groundwater condition, prudent use of underdrains around building and parking should be considered. 3. A resolution of the storm outlet will have to be included in the modified plans. 4 . The submission of a $ ,000 Bond, to assure compliance with the approvals and thr a sets of modified drawings to the IWA/CC prior to Anywork on the site. Very truly yours, A. Construction details needed for; 10' x 5' x 5'4" concrete boxes, pipe bedding materials, outlet orifice. 3 . If ground water recharge has not been considered as part of the stormwater analysis, why is perforated pipe being used? Based on the soil type them is a potential for a seasonably high groundwater level 10 to 20 inches from the surface. If driveway is of concern then another method of ballast should be explored. The storage capacity outlined in the drainage calculations will not be available during normal high storm seasons because of the high groundwater table. Alternative methods of storage should be explored. MJG/jsv cc: Project File PZC Correspondence SE A Consultants Inc. April 19, 1988 Engin rs/Architects Principals Arnold B.Goldstein,P.E. Section 8.4 OFF-STREET PARKING The proposed parking schedule denotes 59 parking spaces re- quired for office usage; however, 37 parking spaces have been provided and a waiver has been requested and is noted on the Key Map. GENERAL COMMENTS 1. The engineer has provided calculations_ for the proposed detention facilities. However, storm sewer calculations, based on the 10-year frequency, should be provided for the proposed drainage systems within the parking and driveway areas and for the existing drainage system located along Ellington Road to the outlet. 2. The proposed detention facilities consist of two concrete box cham- bers. A note should be added to the plans indicating who will be responsible for the maintenace of the structures. Also, details indicating plan and sectional views of the two chambers should be included on the topographic map. 3. The location of the two handicapped parking spaces will require individuals to traverse approximately 1,000 feet of driveway before reaching a sidewalk.
