Mayor Smith called the Informational Hearing to order at 7:30 P.M., noting that this was for the purpose of discussing the requirement for a Fire/ Safety Complex, which was one of Council's goals. This assignment was handled by Deputy Mayor Bender and Councilman Fitts to obtain all the facts and present them to the public. The Council wants to obtain public input this evening before any action is taken. Deputy Mayor Bender had a slide presentation prepared showing the poor con- ditions at Fire House No. 1 to support the conclusions of the engineering report from Onderdonk & Lathrop Associates, Inc. that the building presented many hazards, nuisances and drawbacks as a usable fire house. Councilman Fitts, referring to a handout made available to the public, further outlined the reasons why a replacement for Fire Station One was being proposed, as follows: present design unsuitable for fire station narrow apparatus bays insufficient meeting. place access and egress difficult leaking roof building settling walls too thin for anticipated load brickwork deteriorating no insulation; expensive to heat heating system needs replacing electrical system needs replacing. Proposed is a two story, three bay, 12,000 square foot building which would house three or four vehicles, meeting room for 125 firemen, classroom facilities, staff and Commissioners meeting room, storage facilities, and apparatus repair facilities. There would be adequate parking for 100 cars. The location would be along Ellington Road from Pleasant Valley Road east to the present site. The facility has been in the capital goals budget for the past four years and was also recommended in the 1971 Community Development Action Plan report. Construction was recommended to begin in the 1976-1977 fiscal year with a current estimated cost of $500,000, excluding the land. Through the use of an overhead projector, Councilman Fitts outlined the growth in services, equipment and manhours of the Volunteer Fire Department. The location of a new facility should be between the existing site and Pleasant Valley Road. The present site is too small to accommodate the size of building proposed and would not conform to zoning regulations. The minimum plot requirement is two and one-half acres for the two-story 12,000 square foot structure. Following the schematic presentation for proposed space utilization, Councilman Fitts then opened the meeting to the public. en Councilman Havens read a letter received from James Matthews, Oak Street opposing the construction of a new fire house. Ed Kush, a volunteer firemen from Company #1 stated that he moved to Town last year from Long Island, where he was also a Fire Department member. In comparing the South Windsor facilities he noted that this town has very little frills and luxuries and that most of the money is spent strictly on fire- fighting and basic needs of the Department. Brad Alpers inquired if any other sites had been considered for the new structure. Councilman Fitts said they had not yet looked into alternatives except that it should be located within certain physical boundaries with adequate space requirements. Fire Chief Phil Crombie noted that South Windsor has a very innovative Fire Department,, citing the competitive examinations for promotion and the fact that they were the first to come up with plans to provide daytime volunteer protection from local industry. He listed their many accomplishments and stressed that the Volunteer Fire Department is doing its share at all levels, but they need the backing of the Town. The structure they are looking for is not luxurious but would be comparable to what other Towns have available. Councilman Cohan said it was not clear what a $500,000 facility would do that couldn't be accomplished with $200,000. Councilman Fitts replied that 200,000 in repairs to the existing facility would still leave the Town with the old building on. a site that has limitations.. He agreed, however, that it is a viable option. The question is: "Have we really saved in the long run or are we just buying ourselves more time?" Chief Crombie said that a renovated structure would only provide 60% of their space requirements and conditions would not be comparable even if repairs were implemented. Councilman Cohan agreed this was a good reply to his question. Councilman Fitts noted that the engineering report also recommended not putting more money into the existing structure and that the present site would not be large enough for a new facility. Councilman Hornish, as Chairman of the Council Public Health and Safety Committee, felt that a good presentation had been made this evening and he sees a need for a new Fire House. He would also like .to consider the idea of a public safety complex with the new Fire House. We should keep in mind that both the Fire Department and the Police Department needs will expand and replacement of the Fire House should take this into consideration. Councilman Fitts replied that he and Deputy Mayor Bender did not consider a public safety complex as a principal need at this time. The replacement of Fire House #1 was the prime objective since this is where the need is greatest.. , Councilman Sorosiak noted that space requirements for management constituted a large part of the building and he asked if this could be put into one of the existing fire houses. Councilman Fitts replied that this had been con- sidered but that Fire House #3 is not centrally located and Fire House #2 is essentially a two-car garage. The new building would also provide for a some live-in facilities. Deputy Mayor Bender then asked for an informal vote by a show of hands on the following questions: Those in favor of a new replacement facility:62 Those in favor of renovation or expansion of existing facility: 0 Those in favor of leaving Fire House #1 as it is: 0 Mayor Smith noted he had made inquiries as to the possibility of Federal monies for the project, and wanted to know how people felt about funding. John Archer, Joseph Lane felt funding is premature at this time and that better cost e$timated have to be obtained before a decision can be made. He asked what Councils next step would be. Mayor Smith noted that these were only "ballpark" figures presented this evening, but he did not think these were off more than 20%. However, he felt it is appropriate to fin4 out from the people how they want to pay for this project, noting that funds are available in the Capital Reserve account, or the Town could go to referendum on long term borrowing, or a combination of both. Mr. Archer felt this would be difficult to vote on this evening. George Cox, Foster Street said he was uneasy about a vote on funding this evening. He is in favor of a new Fire House. He votes in Town elections for officials to guide him and knows nothing about the bond market ei o r Captial Reserve Fund. He would not want to set a precedent that would destroy the possibility of a new Fire House because they voted the wrong way. Another member of the public agreed, stating he wanted Council to tell them how it should be funded. Mayor Smith agreed, noting that since there was no opposition Council will decide on the funding at a later date and then come back before the public. There being no further comments, Mayor Smith declared the Informational Meeting closed at 8:50 P.M. Respectfully submitted, Winifred H. Wilson Clerk of the Council PETER R . MARSELE REAL ESTATE APPRAISER 2 CYRUS LANE BLOOMFIELD, CONNECTICUT 242-1051 I RECEIVED August 25, 1 75 AUG.261975 taWa of south Windsor Mr. Terry V. Sprenke! Town Manager, South Windsor Town Hall South Windsor, Connecticut Dear Mr. Sprenkel: At your request, I have made an appraisal of property owned by Savin Brother, Inc. , S/S Ellington Road, South Windsor, Connecticut. Subject property consists of a tract of land containing 5.0 acres with. 260 FF out of a total tract of land containing 26.579 acres, located.on the south side of Ellington Road, opposite Foster Road. Land is mostly open except for scrub growth, and a small wooded area at the southwest corner, slightly below street grade and rea- sonably level. It is zoned Rural Residence for single family dwell- ings of 40,000 S.F. and 175 FF. An investigation of sales indicates this type zoned land has a market value ranging from $2,000 to 3,500 per acre, depending upon size, location, shape and topography. Considering all the factors pertaining to subject property and more- particularly the fact it is being separated from a larger parcel of land and the proposed 'use, as a fire station, for which 'it is to be acquired, it is my opinion a unit price of $5, 000 per acre is warranted. 5.0 acres @ $5,000 = 25, 000 My investigation revealed that the total subject land containing 26.579 acres, and a tobacco barn, was appraised at 100% of value by the revaluation company at $52,_250 or $1, 966 per acre including tobacco shed, in 1974. .. The owners are of the- opinion this value is excessive for its zone. It is my opinion, this is a good parcel of land and the 100% value is reasonable: I would recommend the town make a firm offer of $2,000 per acre or 53,000 for the entire tract. This would be a good investment for the town because they would be getting five times the area of land for only about two times the price they would have to pay for the five acres. In addition, the larger tract of land would provide more flexibility of use for a fire station and have sub- stantial additional land to put to other uses. Very truly yours, Peter R. Marsele PRM:mp v MEMORANDUM TO: Members of the South Windsor Town Council FROM: Terry V. Sprenkel, Town Manager DATE: August 28, 1975 SUBJECT: FIELD APPRAISAL OF THE SAVIN PROPERTY, LOCATED ON ELLINGTON RO.AD, FOR A POTENTIAL SITE AS A FIRE STATION - PUBLIC SAFETY COMLPIEX. Attached please find the report of Peter R. Marsele', real estate appriassr, for the Savin property located on Ellington Road as a potential site for a fire station and eventual public safety complex. You will note the suggested price is $5,000 per acre for the recommended five (5) acr s required for the facility. However, I consider the suggestion of Mr. Marsele that the Town offer to acquire the entire parcel for the fair market value a good recommendation in that the Town would acquire considerable open space area. Based upon the potential court litigation that the Town's assessment is too high on th total parcel I would assume that Savin Brothers, Inc might consider an offer of $50,000 for the entire parcel. Since the earlier Council meeting I have again discussed the possible sale of the five (5) acres with Mr. Kaye of Savin Brothers. The earlier price of $10,000 per acre has been reduced and the asking price now appears to be in the area of $5,000 per acre. I have also submitted two other potential sites to Council, the propert owned by Robert Skinner and the Schneider property adjacent to the present Fire Station No., 1. It is my suggestion that all three (3) sites be referred to the Public Buldin; Gommiss-- ion and the recently selected architect for review and analysis as to which site or sites most adequately meets the needs for a new facility and any site or construction problems or costs that might be incurred if one site were selected over another location. encl. i 0W N SFq CM T-o Oles dzr 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 r osoR-CO AREA CODE 203/644-2511 September 10, 1975 Attorney William Grace, Chairman South Windsor Planning and Zoning Commission Town Hall 1540 Sullivan Avenue South Windsor, Connecticut 06074 Dear Bill: It appears that the South Windsor Town Council will vote, after a publichearing, to acquire property owned by Savin Brothers, Inc. located on EllingtonRoadforafirestationandeventualpublicsafetycomplex. The Planning and Zoning Commission reviewed the proposal for. acquisition of property, awned by Savin Brothers, Inc. located on Ellington Road for a fire station. The Commission agrees that there is a need for a new fire station`to replace the existing Fire Station #1 facility, and concurred that construction of a new firehouse in the same vicinity would be desirable. The Commission also reviewed the existing open space land and recreation facilities in this part of town in conp1deration of the additional acreage which may be purchased, and strongly xiecommends that the area near the Podu•nk River be designated as open ace if this additional land acquisition takes place. I It was noted that final approval of a proposed fire station in a Rural Residential zone would be a special exception to the Zoning Regulations of the Town of South Windsor and would require a public hearing of the Planning and Zoning Commission, in accordance with section 4.1.8.h of the Zoning Regulations. a The Commission has a question,:as to whether the Fire Station #1 location presently- adequately services' the area near south Main Street from a mileage radius standpoint, and asked that this question be answered at the public hearing to beheld 6n September 30, 1975.
