Dear Mr. & Mrs. Szuki:
I have received complaints from neighbors regarding the business
operating at your property at 96 Burnham Street. It appears that tractor
trailers and other trucks are idling in the street while unloading on a
regular basis. In addition, the business is operating late at night, with lights
disturbing residents across the street.
In researching this site, it looks like the original company approved by
Special Exception to operate at that site, J&R Automotive, is no longer
there, but rather Gaston Racing Enterprises is running a business on the
property .
When the Town of South Windsor considers a Special Exception
application, there are many criteria that are considered in granting the
approval, a copy of which is attached. Some of those criteria are:
• No traffic or other hazards will be created;
• Minimal or no adverse effects on existing uses in the area;
• Character of the neighborhood will be maintained or minimally
disrupted
In addition, the original approval limited the hours of operation to 8:00 am
- 5:00 pm Monday through Friday, and 8:00 am -4:00 pm on Saturday. It
does not appear that Gaston Racing Enterprises is complying with this
restriction.

The Town zoning regulations, in Section 8.4C, requires any substantial
changes in facilities or uses approved by a Special Exception to receive '
additional approval from the Planning & Zoning Commission.
If Gaston Racing Enterprises has received a Dealers and Repairer's license
from the CT Department of Motor Vehicles for their business, the Town has
not received a copy of that license.
Please bring the site into compliance with the current approval and submit
any proposed changes to the facility or use by August 27, 2018 to avoid
enforcement action by this office. Contact me at (860) 644-2511
