Re: Unpermitted home based business, blighted property
Dear Ms. Crispim; -
It has come to the attention of this office that there is a commercial
business (Affordable Seamless Gutters II, LLC) being run out of the property
at 51 Foster Road. Please be aware that the Town of South Windsor
regulates home based businesses. There are also several commercial
vehicles parked on the property, which is not allowed under the Town
zoning regulations. A copy of the relevant sections of the regulations are
attached for your review.
The numerous unregistered vehicles and debris on the property constitutes
blight under the Town Anti-Blight Ordinance, a copy of which is attached
for your review.
Please relocate the business and all associated commercial vehicles off
of the residential property immediately, and remove the unregistered
vehicles and debris from the property by May 4, 2018 to avoid
enforcement action by this office.

Re: Site inspection
Dear Ms. Crispim;
I sent you a letter on April 18, 2018 regarding the blighted nature of your
property, as well as the unpermitted home based business being run out
of the property at 51 Foster Road. There were also several commercial
vehicles parked on the property, which is not allowed under the Town
zoning regulations. A copy of the relevant sections of the regulations
were attached for your review.
In that letter, I had requested that the business and all associated
commercial vehicles by relocated off the property immediately, and the
unregistered vehicles and debris be removed by May 4, 2018. A request
was made for more time to comply, and for a period of time, there
appeared to be some clean up going on.
I am still receiving complaints regarding your property, and the efforts to
comply with the regulations appear to have ceased. In an effort to
determine the progress made to date, I am planning to come to your
property on Wednesday, June 27, 2018 at 10:00 am. I will be bringing the
Town Environmental Planner and the Fire Marshal with me to determine
what work remains to bring your property into compliance.

Please be advised that the following zoning violations have been
witnessed on the above referenced property.
TYPE OF VIOLATIONS: Storage of commercial vehicles and equipment,
multiple boats on residential property. Performing commercial operations
in residential zone.
CORRECTIVE ACTION REQUIRED: Immediately remove all commercial
vehicles, equipment and boats and cease all commercial activities on the
property.
You have the right to appeal this action to the South Windsor Zoning
Board of Appeals within 30 days after service of this order on you, in
accordance with Connecticut General Statutes 8-12.
Your immediate attention to this matter is hereby required and directed.
If you fail to comply, you may be subject to further enforcement
proceedings and penalties in accordance with Connecticut General
Statutes 8-12.
