15 A 1019 Douglas King, Site Plan (Twin Manufacturing Co. )
Attorney Frank Ahearn was present on behalf of Douglas King and Joseph
Gervaso who own Twin Manufacturing Co. which manufactures machines
and parts for Pratt & Whitney. They have an option to purchase
273 Chapel Road i an 1 zone, consisting of 5. 58 acres . There is a
truck terminal wi h 20, 000 s. f . tracking space. They plan to improve
the building to e pand their business. Sewers and water are available.
The machinery in the building will be worth between 211- and $3 million.
They have 60 people currently working three shifts , and hope to add
another 60. Envi onmentally, nothing would change, and currently
the building is n t particularly attractive and what they will replace
it with will be more attractive.
Planning DirectorlDeMallie reported that no Inland Wetlands approval
is required . Sheet #2 refers to a warehouse and that should be changed
to read manufacturing. He questioned the landscaping, and Mr . King
said they plan tol add a row of Eastern White Pines in front of the fence ,
and the area around the gas tanks will be improved , and they will
decrease the size, of the entranceway from Chapel Road . Mr : DeMallie
noted that outdoor lighting should be shown, as well as the dumpster . .
Mr. John Morgan, Ian architect with Aecon , Inc . of Suffield showed a
rendering of theroposed alterations to the building. The originaltiddenbuildingwillbebyalowofficebuildinginfrontandthe
plantings on the least side will be moved to the outside of the fence on
Chapel Road . Thei existing drainage system will be kept intact, and there
will be no change) to the hard surface of the site. Construction is
planned to start !in two or three weeks , with the building being occupied
by the middle of iwinter ..
Mr . Hallowell asked about storage of raw materials , and Mr . King said
storage would be behind the building and not visible from the street .
Town Engineer Martel reported that he thinks there are problems as far
as drainage is concerned. There is no drainage on Chapel, and it is
uncertain when Chapel Road will be improved. This parking lot drains
towards Eastern oofing, and he suggested rather than an asphalt pipe
a 15" perforatediplastic with a 15" rcp flared end be used.
Mr . Ahearn said e ' s under the impression that Eastern Roofing is
built on sand wi h clay underneath, which is causing some of their
problems . Mr . M rtel said that may be true and may be contributing
to the problem, but Mr . Russo of Palmberg & Russo was made aware of his
concerns . Mr . A earn said that unless it can be shown that this site
contributes to t e next door problem, his client shouldn ' t have to
spend thousands c f dollars for drainage work which will not be needed
j
when Chapel Roadlis improved .
Mrs . Rossi raise a question about the fact there are only 47 spaces ,
and Mr . Ahearn pointed out that the site is almost 6 acres and there ' s
plenty of room for expansion.
Mr . Hallowell ma e a motion to table this matter until the Town
Engineer ' s conce ns are addressed by the applicant . Mr . Conde seconded
the motion and it was unanimously voted in favor and so ordered .

existing drywell . Trees and shrubs that exist between this propertyandtheproperty1nextdoorwillremain, and the owners of Twin
Manufacturing pl n to tie into drainage on Chapel Road when it is
installed. Mr . usso said there is no increase in run-off which
flows off this property, and it goes naturally to the rear.
The Town Engineer said he has not spoken about the drainage to
Mr. Russo until bout 10 minutes ago, and he feels there are
problems out the a that he ' s not sure can be fixed unless there is
work on Chapel R ad. He said possibly the drywells should be
removed and some hing more adequate should be installed . He
suggested that r ther than drain across the surface there should
be pipes under t e pavement to the rear, possibly with a level
spreader .
Mr. Martel noted that the Engineering Department is having a
problem on industrial sites in that once a C/O is issued , Engineeringhasverylittleolicingactiontomakesurethesesitesare
built as proposed insofar as grading and drainage is concerned.
He noted the onl ,hold the Engineering Department has is through
landscaping bondt which the Commission sometimes requires .q es .
He suggested that 'perhaps in the Commission' s approval letters,
there could be a', condition that even after c/o ' s are issued the
Engineering Depa tment could have some kind of power . Mr . Gilligan
said the Commiss 'gn ` fhought that Engineering already had the power ,
and a question was then raised concerning the fact that the
Commission assumed the Building Inspector made sure work was done
according to the' approved plans . There was a brief discussion and
the Chairman noted that this was really an administrative problemanddidnotconcernthisapplication.
The Planning Director reported that the dumpster should be shown,
as well as outdoor lighting and landscaping in front of the fence .
Mr. Fred Young of Eastern Roofing, which is located adjacent to
this site ,was priesent and stated he is having a drainage problem
and feels it is caused by this site draining onto his land. A
lengthy discussi n ensued among Mr . Russo , Mr . Young and Mr . King,
and Mr. Youn su mitted photographs. It was agreed that the modified
plan the Commission was reviewingwould be acceptable to Mpr . Young.
The Chairman brought out the fact that no toxic waste materials ,
or flammable materials would be stored on thesite. Mrs. Rossi
raised a question about the parking, and Mr . Ahearn said the parking
meets the requirements , and there is ample room for parking in the
event 'o f expansion.
Mrs. Montana made a motion to approve this application for a
site plan of development for property located on the south side of
Chapel Road, as shown on plans prepared by Palmberg & Russo, dated
8-4-84 , revised to 9-4-84 , Map No . 84102, subject to the following
modif ications:
Planning & Zoning Commission 6-9/4/84
1 . The storage area shall be designated on the plans.
2 . The location of the dumpster must be indi-ated on the

3. Outdoor lighting must be shown and should be in

4 . No building permits will be issued until the final
plans have been filed in the Town Clerk' s Office.
5 . A $5 ,000 bond shall be submitted to this Commission
to ensure completion of drainage and landscaping.

favor and so ordered.

RE: Twin Manufacturing - Storage Building
DATE : August 12 , 1985
Twin Manufacturing, situated on the South side of Chapel
Road, proposes to construct a metal storage building (5 , 000
square feet, or 50 ' x 100 ') to the rear of the property, behind
an existing storage yard.
In a phone conversation of August 9, 1985 , PZC Chairman
Robert F. Gilligan approved issuance of a building permit
provided:
a) Applicant submits site plan application for
PZC action in early September, prior to
co encement of construction.
b) Applicant submits site plan to Planning and
Engineering Departments, for review and approval,
prior to commencement of construction.
In rendering his decision, Mr. Gilligan was aware that there
were no regulated wetlands near this parcel, the PZC was in August
recess, the applicant required this storage for material arriving
in mid-September, site disturbance was 1/4 acre or less, and that
site plan approval would be required, albeit after commencement of
construction.
