The permit is based on the plans entitled "A-1 Glass and Mirror Co." pre- pared for Robert Lavey dba A-1 Glass and Mirror Company, Main Street, South Windsor, Connecticut, by consulting engineers of Page Engineering, Inc. Such plans are dated October 2, 1984, no revisions; sheets 1 through 3 of 3. The following conditions must be adhered to for this permit to be valid: 1. Conservation Plan must be submitted for approval by the Conservation Commission. 2. The proposal is subject to the approval of the Town Engineer. 3. The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4. The permit is valid for one year and shall expire October 29, 1985, if not initiated and completed within one year from the date of approval. Those soil types identified as being wetlands were separated from the other soils by placing numbered blue flags on trees, or other vegetation, along the boundary. Two very small areas of wetlands were so located . It is my understanding that these flags will be located by survey by your firm. I request the opportunity to review any maps that are prepared which show the location of these flags. Soils observed that qualified as wetlands were poorly drained soils that are taxadjuncts of the Walpole series. The non-wetland soils observed included moderately well drained soils of the Deerfield series and filled soils. Sincerely yo s , 7 Itarvey uce, Ph.D. , CPSS WR cc . Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: DEPOT SQUARE APPLICATION REVIEW Dear Mr. Moran: This proposal would complete the development of the 3.64 acre parcel previously approved. The wetlands will be substantially altered with this construction, perhaps the stormwater detention areas would offset this disturbance. Under Section 5, the activity would include the paving and buildings within the wetlands limits . It should be noted, that on Sheet 2 the Engineer used the half foot contours to assure a positive drainage pattern. The site is flat and there is only limited material to be brought onto the site. Sheet 4 of 7, "Erosion and Sediment Control Plan" is thorough and well done. The technical details appear to be complete and for this site. From a contractors view point, with construction so close to the abutter, a specific E & S plan to discourage incursion into their land could be beneficial. If a permit were to be considered for "Depot Square" the following conditions or modifications could be appropriate: The right to work on the N/F Sperry Wood Limited Partnership property shall be submitted prior to any such activity. 2. The antitracking pad shall be correctly depicted on Sheet 2. 3 . Stockpiling will be addressed. 4 . The mechanics of placement of the 6" topsoil in the 11" behind southerly building without encroaching should be addressed before construction starts. Mr. John M. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission RE: Depot Square Application Review Pag 2. 5. An E & S plan could be beneficial. 6 . This proposal is mostly a building project. A $3,000 bond to assure compliance with their plans, as modified, could be appropriate. Very truly yours, Fa A. I understand that the proposed Sullivan Avenue storm drainage connection for the Depot Square development is the source of some concern for the Inland Wetland Commission. In addition I understand that consultants for th town have raised some questions regarding this proposed connection in their review. Since this is a state route the CT Department of Transportation will be involved in the review and permitting of any storm drainage connection here. We will address the concerns raised by the town and their consultants however it might not be to the satisfaction of CONNDOT since they may have a different set of standards or concerns. In the interest of coordinating the needs of CONNDOT and the town and in the interest of minimizing duplication of effort and pursuit of non-mutually satisfying investigations it would h, lp to have CONNDOT perform a parallel review at this time. In my discussions with Frank Dubish of CONNDOT District I, he indicated that they can undertake a review prior to submittal of a permit application at the request of the town. As we had discussed, this involvement of CONNDOT early on could avoid numerous resubmittals to and additional review by the town staff and commissions. With this in mind I would formally request that the site plans and drainage computations for this d velopment be sent to CONNDOT for their earliest review. Pleas inform me if additional copies of this information is required and I will be happy to provide them. Soinc,exe9 . ly vj. Philip W. Mr. Lavey requests an extension of his permit and your commission requires a report on the compliance of the project with Sediment and Erosion Control measures. I performed a field inspection of the project site on Friday December 8, 1989 in the company of Robert Lavey and Russell Johnston of my office. It was observed that the southerly buildinq has been constructed to date. The north and south detention basins have been rough graded, however wet weather followed by freezing temperatures has precluded their completion. I noted three areas which require the installation of staked hay bales to Robert Lavey who concurred and indicated he would install them immediately. These areas. were: 1 . North detention basin outlet pipe: ring with staked haybales to keep sediment out of storm drain. South detention basin outlet channel : close off outlet channel entrance with staked haybales extending to berms on either side. 3. Front of South building: place staked haybales along edge of curb on Patria Road to keep sediment off of road. 387 North Main Street 203) 643-2520 Manchester, CT 06040 IWA/cc DEC i 1 1989 Application ##88-1 1W SOUth WindsorPage2of2INLANDWEIfLANDSAGENCV,December 11 , 1959 QONSMVATWN COUU I also noted two other areas which could use protection for the benefit of Mr. Lavey as opposed to the protection of receiving watercourses. The remainder of the site although not stabilized, drains to these areas which will be protected with haybales thereby preventing sediment from entering drainage systems to the north or south. The previously existing gravel parking and drive areas have not been paved to date. All of the utilities serving the new building have been installed including the roof drains to the south, and final grades with dense vegetative cover have been established in all disturbed areas adjacent to the building. The southern detention basin has been graded and a dense vegetative cover has been established. The 12 inch culvert at the outlet has not been installed to date. Approximately three quarters of the drainage area to this basin has been paved and the building erected. The remaining drainage area is still gravel parking or vegetated areas. The northern detention basin has been graded and a dense vegetative cover has been established. The 6 inch PVC culvert at the outlet has not been installed to date. A small unvegetated disturbed area exists to the north of the access drive from Patria Road, where the future building is to be constructed. Mr. Lavey informs me that he is in the process of grading this area and seeding with "Contractor's Seed Mix" . Mr. Lavey realizes that he may have to reseed in the spring if all areas do not take with vegetation. This area is at flat grade and drainage must travel overland through a vegetated area before discharging to the northern detention basin. For this reason this area does not pose a significant sedmentation hazard to the detention basin. 387 North Main Street 203) 643-2520 Manchester, CT 06040 Wetland Commission October 25, 1990 Page 2 of 2 Depot Square Mr. Lavey informs me that once the disturbed area is stabilized and the culverts are installed in both basins this spring, no further building construction will take place until market conditions improve. A copy of the approved plans have been included for your use. These plans differ from the final approved plans only in that a water service easement was added to the boundary survey as required by the CT Water Company.
