Main Street Manchester , Connecticut 06040 Dear Mr . Moreschi : At your request , on August 30, 1987, I examined the soils on the property where A-1 Glass is located in South Windsor, Connecticut and a parcel of property now, or formerly , owned by Edward V. Sayers Jr . which lies just to the west of the property of A-1 Glass . Together these two parcels of land are located west of Sullivan Avenue, north of Patria Road , and southwest of the tracks of the New York, New Haven , and Hartford Railroad . Soils were examined primarily for the purpose of delineating those soil types that are defined by the Connecticut General Statutes [Section 22a-38(15) ] as wetlands, i .e . , " . . , any of the soil types designated as poorly drained , very poorly drained , alluvial , and floodplain by the National Cooperative Soil Survey , as may be amended from time to time . . . " . Soil profiles were examined with a spade and auger and were described to the detail required to identify them at the soil series level . Those soil types identified as being wetlands were separated from the other soils by placing numbered blue flags on trees , or other vegetation , along the boundary . Two very small areas of wetlands were so located . It is my understanding that these flags will be located by survey by your firm. I request the opportunity to review any maps that are prepared which show the location of these flags . Soils observed that qualified as wetlands were poorly drained soils that are taxadjuncts of the Walpole series . The non-wetland soils observed included moderately well drained soils of the Deerfield series and filled soils . Sincerely yo s , Harvey uce , Ph.D. , CPSS cc . WINDSOR PLANNING DEPT. STORM DF;tA I NA[3E F;tEPOFkT Prepared For: D FEE FsOT SGlUARE NORTH AND SOUTH LOTS SULLIVAN AVE. AND PATRIA DRIVE SOUTH WINDSOR9 CT MARCH 49 1988 PREPARED BY: MEEHAN ASSOC I ATES FsC CONSULTING ENGINEERS - SURVEYORS 387 NORTH MAIN STREET MANCHESTER, CT 203-643-2520 INTRODUCTION Two adjacent properties are proposed to be developed for commercial use. In that they are owned by the same individual , will be developed at the same time, and will share access and storm drainage easements they are being analyzed together. The properties are bounded by Sullivan Ave. to the north, Patria Dr. to the east, and the railroad to the west. The north lot contains two existing buildings with gravel parking areas and a total area of 3.45 acres. The south lot is completely wooded and contains 1 .3 acres. A drainage divide exists on the north lot, directing some drainage to a storm drainage system in Sullivan Ave. and the remainder is directed to the south lot ultimately discharging to a ditch adjacent to the railroad. The slope of the drainage areas is extremely flat, ranging from .5% to- .6%. These two drainage areas; the South D.A. which drains the south lot and a portion of the north lot totalling 3. 12 acres, and the North D.A. which drains the remainder of the north lot totalling 1 . 7 acres were analyzed for both existing and proposed conditions. It appears that the stormwater management basins indicated on a site plan prepared by Page Engineering and dated 10/2/84 were not constructed. This analysis will therefore assess the impact of the proposed development and the recently constructed building in comparison to conditions as they existed in 1984. In this manner stormwater management can be designed which will address the complete proposed development conditions for both lots. (See attached map) EXISTING CONDITIONS — North D.A. The North D.A. drains to a catch basin located on State property adjacent to Sullivan Ave. This C.B. , numbered 11 on the attached drainage area maps, discharges via a 15" R.C.P. to a 12" pipe which collects drainage along a 2400 ' length of Sullivan Ave. The CONNDOT drainage system was analyzed to determine its capacity and water surface elevations to be expected for the 25 year return frequency rainfall . System data was obtained from existing CONNDOT and M.D.C. mapping supplemented with field survey to establish invert and top frame elevations. (See attached map and calculations) The existing storm drainage system within Sullivan Ave. was found to be inadequate to pass the 25 year storm. Ponding at numerous locations along the sides of Sullivan Ave. would be expected to occur where drainage exceeded system capacity. At C.B. # 11 water surface elevation would be expected to pond above the top frame elevation flooding the areas adjacent to the roadway at or below elevation 81 . 0. Field investigation during a recent heavy rain indicated that pipes and catch basins were severely clogged with sediment and debris. This in combination with the extremely flat grade caused localized ponding of drainage in areas adjacent to and below roadway level . The inadequate piping in combination with the low grades adjacent to the roadway precludes full drainage to the system with significant quantities of stormwater being stored in these ponding areas. EXISTING CONDITIONS — South D.A. The South D.A. drains overland along the railroad to the west of the north lot and through wooded areas at extremely flat gradetoabroadditchlocatedtothewestofthesouthlot. This ditch ultimately discharges to a ditch which parallels the east side of the railroad and flows south. The nature of the ground cover and the flat grade provides significant retention capabilities for stormwater. The broad ditch at such flat grade provides flood storage and controls the peak rate of flow. Field investigations indicated no obvious flooding problems other than ponding water within the wooded areas and also adjacent to the tracks. The west side of the tracks appeared to be at extremely fiat grade and would be expected to experience ponding during intense rainstorms. PROPOSED CONDITIONS — General The proposed development consists of two additional buildings; one on the south lot and one on the north lot and associated parking facilities. The fiat grade of the site and the receivingdrainagesystemseliminatedtheoptionofaconventionalcatch basin and piping system due to insufficient cover. The site is proposed to be graded for overland flow to both the north and south. 12" CMP slatted drains are proposed to collect this overland flow and discharge to the receiving systems, thereby minimizing the potential for localized ponding of drainage which has been observed to occur on similar properties in the area. The suing of the drain pipe was based on the receiving systems flow lines and cover available from proposed grading. Grading is controlled to a certain extent by the existing buildings on site. Storm water retention areas are proposed to provide flood storage to compensate for the expected increases in runoff. PROPOSED CONDITIONS — North D.A. The North D.A. remains essentially the same in area. Parking areas that now drain to the south must be graded in such a fashion that they will now drain to the north. The net increase in storm runoff volume has been calculated to be approximately: 2100 cu. ft. for the 25 yr.. flood 2400 cu. f t. for the 100 yr.. flood The Sullivan Ave. storm drain system is expected to cause flooding to at least elevation 81.0 essentially precluding any substantial drainage of this site until the peak flow subsides. Therefore the detention basin is designed to provide additional flood storage below elevation 61 .0 equal to the increased volume of runoff. The proposed detention basin will provide in excess of 6000 c u. f t. at elevation 81.0 MEEW .SSOCUTES JOBsoftAConsulti .gineers r= Surveyo N.C. Robert E. Raymond 780 Dommerich Drive Maitland, Florida 32751 March 17, 1988 Mr. Robert Lavey A-1 Class, Inc. Box 101 East Windsor Hill, Connecticut 06028 Dear Bob: We have received your March 10 letter regarding the proposed storm water management system for the land you own bounded by Sullivan Avenue, Patria Road, the Saur property, Sperry Wood Limited Partnership land and the railroad tracks in East Windsor Hill. In view of the amount of water involved, together with the fact you will be installing a storm water detention area at the southwest corner of your property, Sperry Wood Limited Partnership does not object to you using for overflow drainage purposes the existing swale located in the northwest corner of the Sperry Wood Limited Partnership land between your land and that of the railroad. This letter, Bob, should not be construed to establish a formal easement of any type over the Sperry Wood Limited Partnership land but as acknowledgement of an existing drainage situation which will be affected by additional water volume as estimated in your March 10 letter. We hope this letter is helpful and we were glad to have the opportunity to talk with you on the telephone earlier this month. Sincerely, i1'-) f5iF Robert E. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: DEPOT SQUARE APPLICATION REVIEW Dear Mr. Moran: This proposal would complete the development of the 3.64 acre parcel previously approved. The wetlands will be substantially altered with this construction, perhaps the stormwater detention areas would offset this disturbance. Under Section 5, the activity would include the paving and buildings within the wetlands limits. It should be noted, that on Sheet 2 the Engineer used the half foot contours to assure a positive drainage pattern. The site is flat and there is only limited material to be brought onto the site. Sheet 4 of 7, "Erosion and Sediment Control Plan" is thorough and well done. The technical details appear to be complete and for this site. From a contractors view point, with construction so close to the abutter, a specific E & S plan to discourage incursion into their land could be beneficial. If a permit were to be considered for "Depot Square" the following conditions or modifications could be appropriate: 1. The right to work on the N/F Sperry Wood Limited Partnership property shall be submitted prior to any such activity. 2. The antitracking pad shall be correctly depicted on Sheet 2. 3 . Stockpiling will be addressed. 4 . The mechanics of placement of the 6" topsoil in the 11' behind southerly building without encroaching should be addressed before construction starts. Mr. John M. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission RE: Depot Square Application Review Page 2. 5. An E & S plan could be beneficial. 6 . This proposal is mostly a building project. A $3,000 bond to assure compliance with their plans, as modified, could be appropriate. Very truly yours, A. Construction details needed for detention basins (outlet pipe of western basin appears to be exposed) , manholes, underdrains; pavement structure (based on poor soil conditions) . 5 . A State DOT permit will be needed for this project. The major concern with this site is the management of the stormwater runoff and the poor soil conditions with high groundwater. The boundary survey plan indicates an existing drainage easement between Lots 3 and 4. What happens to this easement in the proposed development? 2. The gutter flow analysis submitted for Sullivan Avenue does not indicate flows bypassing inlets. It is assumed that bypass will exist due to the flat grades and the amount of flows calculated. 3. The proposed drainage system contains 12" diameter CMP slotted drains. The Town requires a minimum diameter size of 15" for all storm drainage pipes. 4. The storm drainage report does not include proposed outlet flows and water surface elevations for either north or south detention basins. Also, the detention analyses should include results for a 50- year storm frequency. 5. Outlet structures should be provided for each detention basin com- plete with trash racks eliminating possible flooding due to debris blockage. 6. The site contains portions of Walpole, sandy loam, a wetland classi- fied soil. This soil is a poorly drained material having a water table at or near the surface from late fall to early spring. The detention basins are located within these areas and will probably retain water during this time period. The maximum allowable depth of water for each basin is aproximately 1.5 feet. Mr. Michael J. Gantick, P.E. SEA Consultants Inc. April 19, 1988 Engineers/Archit cts Page Three 7. The south detention area contains an emergency spillway for storms exceeding the basin's capacity. However, the north detention area does not contain a spillway and it is assumed, based upon review of the topographic plan, that water from storms exceeding the capacity of this basin will flow onto Sullivan Avenue. Town of South Windsor May 3, 1988 Planning Department Town Hall South Windsor, CT 06074 ATTN: Marcia Banach RE: Depot Square - Sullivan Ave. _ South Windsor Dear Ms. Banach: I am writing to reiterate the issue which we discussed in our phone conversation of today. I understand that the proposed Sullivan Avenue storm drainage connection for the Depot Square development is the source of some concern for the Inland Wetland Commission. In addition I understand that consultants for the town have raised some questions regarding this proposed connection in their review. Since this is a state route the CT Department of Transportation will be involved in the review and permitting of any storm drainage connection here. We will address the concerns raised by the town and their consultants however it might not be to the satisfaction of CONNDOT since they may have a different set of standards or concerns. In the interest of coordinating the needs of CONNDOT and the town and in the interest of minimizing duplication of effort and pursuit of non-mutually satisfying investigations it would help to have CONNDOT perform a parallel review at this time. In my discussions with Frank Dubish of CONNDOT District I, he indicated that they can undertake a review prior to submittal of a permit application at the request of the town. As we had discussed, this involvement of CONNDOT early on could avoid numerous resubmittals to and additional review by the town staff and commissions. With this in mind I would formally request that the site plans and drainage computations for this development be sent to CONNDOT for their earliest review. I understand that the inland Wetland and Watercourse Commission is waiting for review comments from D.O.T. prior to their acting on this application. Planning Department Review Comments: 1. Parking formula will be shown on the plan based on the number of employees who will be occupying the structures for the warehouse use and an actual square footage requirement for office space. 2. The right to drain onto the Sperry property will be obtained prior to request for a buiding permit. Preliminary communications between the owners and Mr. Lavey has indicated their willingness to grant such an easement. 3. An additional dumpster is proposed for the site and will be indicated on the revised plans. 4. The radius on the Patria Rd. drive will be enlarged to 25 feet in order accommodate truck traffic. 5. The boundary lines with bearings and coordinates will be shown on the plot plan with A-2 certification. 6. Landscaping along the west boundary will be incorporated on the landscaping plan. 387 North Main Street 203) 643-2520 Manchester, CT 06040 J Page 2 Michael J.Gantick, Director of Public Works, Letter of May 3, 1988: 1 . Pipe bedding will be gravel to below the frost level . 3. Drainage easements will be obtained for these paved leakoffs to private property. If easements cannot be obtained drainage will then be discharged in a diffuse manner by use of level spreader or similar concept. 4. Construction details will be provided for: the south detention basin overflow embankment and discharge pipe sections, as well as a revised pavement detail to address the presence of frost prone soils. SEA Consultants Inc. , Letter of April 19, 1988 Plot Plan a. A seperate boundary map has been provided in order to clearly depict the existing and proposed boundaries and easements which are proposed. The boundary information, easements and certification block will be repeated on the site plan sheet. g. All monumented points shall be shown on the plot plan. Topographic Plans e. The present foliage line coincides with the property line such that a seperate foliage line would have been obscured. The plan has a note which indicates that the south lot is completely wooded. Conservation Plan I. Soil types will be indicated on the plan. They consist of the Deerfield and Walpole series and fill . 2. The construction entrance has been designated as the drive on Patria Rd. Construction equipment isto use only the Patria Rd. drive for ingress and egress at the site. This was chosen as the entrance since it was felt that trucks and equipment which would be waiting to enter or exit the drive could cause a traffic delay. It was felt that a delay on Patria Rd. would be much more preferable than disruption to traffic flow on Sullivan Ave. Page 3 General Comments 1 . The drainage easements shown are actually proposed easements and will be more clearly labelled as such. 2. Gutter flow is assumed to occur along Sullivan Ave. however is not quantified by gutter flow computations. Gutters along Sullivan Ave. have extremely flat grades in the order of 0.2 to 0.4 %. The drainage system has been observed in heavy rainfall and numerous ponding areas were identified. These areas are lower in grade than the gutters and can create significant ponding. Conservative assumptions were made regarding the Time of Concentration Tc for all gutter flow = 5 minutes) and the percentage of drainage area (AI) which would actually pass to the next downstream catch basin. The alternative approach is to perform a detailed hydrologic reservoir routing at each major ponding area to determine actual peak outflows and their timing. The ponding areas occur where the major contributing off road drainage areas discharge to the storm drainage system. Due to grades and insufficient culvert capacity these drainage areas cannot contribute significantly to the peak flows on Sullivan Ave. . The effect that they have is to maintain flow in the drainage system long after the rainfall has ceased as these ponding areas slowly drain. 3. The 12 inch slotted drains are being utilized to minimize the potential for ponding within the mildly sloped parking areas. The parking lot is designed to drain via overland f 1 ow, with lengths of flow approximately 320 feet to the north and 220 feet to the south. The slotted drain location coincides with the swal a for overland flow. Grade changes are so mild that use of a 15 inch pipe would leave minimal elevation difference between outlet of slotted drain pipes and outlets of detention basins. This could allow for ponding of water within the basins since they would be graded nearly flat. Raising of the parking elevation to accommodate a larger pipe diameter is not feasible due to the elevation of the existing building to the rear of the north lot. Cleanouts will be provided at the beginning of the slotted drains and at bends. 4. The proposed detention basins were designed such that at existing condition peak flows magnitudes the proposed basins would provide more than adequate flood storage to store the expected increase in storm runoff from the proposed development. Page 4 South Detention Basin See sheet 11 of drainage computations: Increased volume of runoff (from proposed development) . See sheet 12 Storage/Elevation curve indicates elevations corresponding to the increased volumes due development. See sheet 13 Indicates flow capacity of proposed 12 inch pipe. Flow of 1.6 cf s is less than flow for 2 year storm. For all storm events the release rate of 1.6 will be less than the pre--development flow. All increases in runoff will go into storage. North Detention Basin A 6 inch PVC pipe is proposed as an outlet which will release minimal outflow from the basin, S = 0. 7 % and therefore the release rate = 0.6 cfs. The Sullivan Ave. drainage system will not handle drainage to it for the 25 year storm, (Sullivan Ave. drainage computations) . The Depot Square site will peak and discharge prior to the time the drainage peak from the remainder of the Sullivan Ave. system reaches this point of discharge. The proposed basin will provide flood storage to compensate for the increased volume of runoff due to the proposed development. The assumption regarding outflow is that none occurs and all flow from the site must go into storage. Because the peak from the site occurs more quickly, Tc = 7.2 minutes pg. 7) as opposed to Tc = 53 minutes (sheet 4 of Sullivan Ave. drainage computations) the storage will be available to the Depot Square as opposed to backwater flooding from the Sullivan Ave. system making storage unavailable. 5. The outlet structures will be provided with debris grates to minimize blockage. 6. The soils within the detention basin areas are poorly drained soils and would be expected to be saturated to ground surface at certain times of the year , however they are proposed to be graded to drain. The north detention basin has paved swal es at slopes of .5% to assure drainage. The south basin had a paved swaie as well , however , after discussions with the town staff it was agreed that this should be deleted in order to minimize disruption to the wetland area within the basin. The south basin is located in an area which has water pooling to an inch or so in localized depressions after major storms and snowmelt. This condition is not expected to change significantly nor will it interfere with the basins function since it represents a minor fraction of total storage available. Page 5 7. The south detention basin has been provided with an overflow location to provide relief should the culvert become clogged or the inflow exceed the 100 year storm. The north basin does not have such an overflow area because it is an excavated basin and further it is designed to store all of the anticipated runoff from the site. Flooding is anticipated to occur here for the 25 year event as a result of the inadequate Sullivan Ave. storm drainage system, not as a result of the proposed development. Flooding is expected to occur here no more frequently as a result of the Depot Square detention basin.
