Dear Mr. -Jacques,
On May 26, 1993, the writer inspected the soil conditions at
the right rear corner of the foundation on the subject lot. I
found the soil under the footing to be very soft, saturated, silt,
for a depth of at least 3 feet below the footing.
The cause of the soft soil is the excavation for the sanitary
sewer lateral that enters the foundation at that corner. The silty
soil got wet during the excavation, and will not compact to
provide adequate bearing capacity.
Correcting this condition will require removing all the loose
and soft soil, and replacing it with lean concrete. It is
essential that the work be done in a dry excavation, to avoid
turning the existing compact soil into mud. It will be necessary
to establish a de-watering procedure using a sump and pumps to
lower the ground water level near the foundation.
In the meantime, Mr. Collins, the South Windsor Building
Inspector, has assured me that you may begin framing the house,
with the understanding that the corrective work will be done under
our supervision, with our certification of its satisfactory
completion, before a C.O. is issued.

Dear Mr. Jacques
This afternoon I inspected and supervised the underpinning of
the right rear corner of the foundation on the subject lot. A
hydraulic excavator was used to excavate a sump several feet from
the rear wall of the foundation. Soft material was excavated, by
hand, from beneath the footing to a depth of about 3-1/2 feet.
Water control was achieved by allowing the water from the sewer
bedding to flow into the sump, from which it was periodically
bailed by the excavator. The bottom of the hand excavation went
down to about the spring line of the sanitary sewer lateral, at
which point it was bearing on the sewer bedding stone and
undisturbed soil. The excavation extended about seven feet to the
left of the building corner. The inner face of the excavation was
about even with the inner face of the footing.
The excavation was filled with concrete. The outer face of
the concrete was formed with boards: other surfaces were poured
against the earth. The concrete was well spaded under the
existing footing.
Based upon my observations as described above, it is my
professional opinion that the underpinned foundation has
sufficient strength to support the proposed wood framed single
family residence.
