1. DESIGN METHODOLOGY:
The Rational Formula was used to determine peak runoff rated
from the areas draining to the proposed storm drainage
facilities.
The proposed drainage system has been designed for a 25 year
storm and includes runoff contributions from relevant off-site
areas.
2. EXISTING CONDITIONS:
The existing exterior of the site is primarily a gravel or
crushed stone surfaced area at a gentle slope draining towards
Chapel Road to the south, and off site to the west.
Portions of the roof of the existing building presently drain
to a sump in the existing loading dock and percolate into the
ground. Remaining portions of the roof drain to the surface
via gutters.
3. PROPOSED CONDITIONS:
Based on discussions with the Town Engineer, the following
drainage treatment for this site was developed.
The portions of the existing roof that drain to the loading
dock will drain to new drywells as shown on the plans.
Thus this runoff that presently infiltrates into the ground
will continue to infiltrate into the ground.
The drywells have been designed to store the 25 year storm
without considering infiltration (which will tend to
increase the actual capacity of the drywell system) .
Emergency relief for larger storms will be provided by this
infiltration and by overflow to the surface at the roof
gutters where they connect to the underground piping.
The remainder of the exterior site will continue to drain
as it does presently.
The surface around the new loading dock slab will be regraded
to convey all surface water away from the loading dock.
Rainfall that falls directly into the loading dock slab will
be collected in a small sump and pumped out and disposed of
off site.
The entire depressed loading dock slab will be considered as
secondary containment" and has the volume required by the DEP
refer to the calculations on the plans) .

RE: Special Exception Site Plan for
Application 90-49P, Detrex Corporation,
248 Chapel Road, South Windsor, CT
Dear Ms. Banach:
In accordance with your letter of August 16, and on behalf of the
Applicant, I am sending you six revised sets of the site plan and
building plans modified to reflect both your review comments and DEP
review comments.
Specifically, the plans have been modified to:
1 . The key map now shows curb cuts of surrounding properties based on
Town topographic sheet 22 of 150. The key map also shows the
parking on site and the proposed drywells.
2. A separate parking calculation table has been added to plan sheet 2
of 2. The location of the five existing parking stalls in front of
the building has been shown as well as a future location for 8
additional spaces.
L. The survey declarations on plan sheet 1 of 1 indicate that the site
is not within a flood hazard area.
4. The proposed drywell in the front of the building has been moved
about 17 feet to the south away from monitoring well *2 as
requested by DEP.
If you have any questions or comments regarding this matter, please
contact me accordingly.
Sincerely,
MEEHAN ASSOCIATES, PC

Seven West Square Lake Road TELEPHONE-

The Solvents Division of Detrex Corporation is a full-service
organization to the industries utilizing solvents in their processes
which may generate hazardous waste. Our services include: solvents
distribution, hazardous waste recycling and disposal, transportation,
plus technical and analytical services.
Solvents Distribution
The Solvents Division has ten branch locations around the United
States to service large and LTL (less than truckload) customers. Our
family of solvents include chlorinated and fluorinated solvent. We are
PPG's largest chlorinated distributor, and we distribute the following
solvents: 1, 1, 1 Trichloroethane, Trichloroethylene and Perchloroethy-
lene. We also distribute Dupont Freon solvents in a variety of blends
which can handle even the most stringent cleaning applications.
Hazardous Waste Recycling and Disposal
The Solvents Division is an environmental management group that
minimizes the present and future threat to human health through
incineration of industrial wastes for energy and raw material recovery.
The division operates ten Treatment, Storage and Disposal (TSD)
facilities which are fully licensed, insured and permitted to handle
F001 and F002 federal waste codes. We also utilize the latest
technology available to destroy all other organic hazardous waste
through our Supplemental Fuels Program. These wastes are blended into
usable fuel for use in rotary cement kilns. Hazardous wastes destroyed
in cement kilns are destroyed between 2800 and 3200 degrees Fahrenheit
and all residual by-products are incorporated in the cement. This
program successfully combines the two most important factors facing
waste generators today; competitive cost and excellent Risk Management.
Transportation Services
Licensed in 28 states, our fleet of vehicles are designed to
provide a wide variety of services for our clients. The trucks in our
fleet include bulk tankers, vacuum tankers, 40 and 45 foot box vans,
and small tank trucks equipped with partial flat beds to handle drum
and bulk deliveries, and hazardous waste pickups.
Technical and Analytical Services
Detrex places a vast array of technical, laboratory and research
facilities, plus skilled personnel at its clients ' request which
enables the Solvents Division to handle virtually any problem regarding
product performance or hazardous waste management.
