MEMORANDUM
TO: Allan S. Young, Town Manager
FROM: Sydnie R. Cote, Secretary to the Planning and Zoning Commission
DATE: September 18, 1979
The Planning and Zoning Commission has requested that I obtain the following
information from you prior to the September 25, 1979 meeting of the Commission:
1. The status of the Federal and State monies to improve Chapel Road and
Pleasant Valley Road and if these funds can be applied to the proposed
By--pass Road.
2. The anticipated employee level of the Manchester Industrial Park
adjacent to J. C. Penneys.
The Commission would like this information to aid them in their discussions
of the proposed zone change for MAP Associates. I would appreciate it if
you could have this information supplied for the Commission as soon as
possible. Thank you.

MEMORANDUM September 25, 1979
To: Sydnie R. Cote, Secretary
Planning and Zoning Commission
Re: Your memorandum of September 18, 1979
1. The status of the Federal and State Grants for Chapel
Road and Pleasant Valley Road is as follows:
The Capitol Region Transportation Improvement Plan
lists Pleasant Valley Road Reconstruction at a total
project cost of $3, 135,000--70°% to be funded by the
Federal Highway Administration (totalling $2, 194, 500) ;
15% to be funded by the State Department of Transporta-
tion ($470, 250) ; and 15% to be funded by the Town
470, 250) . The Town's portion is covered by State
Special Act.
Approved expenditures for fiscal Year 1979-1980 carried
out with the Transportation Improvement Plan are $250,000
for rights-of-way, and $330,000 for preliminary
engineering.
For Chapel Road, the total project cost is $2, 212,000--
70% to be funded by the Federal Highway Administration
totalling $1, 548,400) ; 30% to be funded by the Town
of South Windsor ($663,600) ; and "0" from the State.
Out of the Town's portion, $280,000 is to be paid by
Special Act--which leaves $383,600 required in actual
Town monies.
The Transportation Improvement Plan has an annual element
for 1979/1980 of $250,000 for preliminary engineering.
The Town Council has requested that Representative Glassman
and Senator Barry investigate the feasibility of transferring
these funds to the proposed bypass road.
My personal inquiries indicated that Chapel Road monies
could probably be reallocated to a proposed bypass road;
but that Pleasant Valley Road monies were funded under
the Urban Systems Program and probably could not be
reallocated. I have not, however, received any
communication from Senator Barry or Representative Glassman
regarding their success in securing these transfers.
Mrs. CoteJ
Page 2
September 25, 1979
2. Regarding the anticipated employee level of the Manchester
Industrial Park, adjacent to J. C. Penney, the employee
level would, of course, be contingent upon the nature
and type of industries which ultimately locate there--
since that is, at this point, not determined, I can only
speculate as to the number of employees. I would suggest
that if you used an estimate of 2,000 employees, it would
be a reasonable working figure.
If I can be of any further assistance, please contact me.
