Re: Proposed Banquet Facility
West Road, South Windsor
Dear Attorney Cummings:
We have investigated the probable traffic impacts of the change
of zone from rural residential to general commercial to allow
the construction of a banquet facility on the 10. 5-acre site.
It is our opinion that a banquet facility would have minimal
traffic impact on the surrounding roadway system since it will
primarily generate traffic at off-peak hours. Most types of
development generate their largest traffic volumes during the
peak hours, the times of the day when commuter and shopping
trips are at their highest levels. However, a banquet facility
generates the largest volumes of traffic during Saturday and
Sunday evenings, when ambient traffic levels are much lower.
The effect of the generated traffic on the peak-hour is,
therefore, diminished.
Sullivan Avenue is a heavily traveled commuter route, with
substantial morning and afternoon peak flows. However, since
the facility will generate minimal amounts of traffic during
these periods, its impact on these flows will also be minimal.
We anticipate being present at the Planning and Zoning
Commission meeting, and we will be happy to answer any questions
you may have or which the Commission may have at that time.

Chamber of Commerce statement regarding need of banquet type restaurant
In regards to an application before you tonight concerning
a zone change to allow construction of a banquet type restaurant
off Sullivan Avenue, the South Windsor Chamber of Commerce supports
the concept and need for such a facility.
As the voice of the business community, we feel that such
a facility would be frequently used by local business and will
fulfill family needs such as weddings, receptions, etc.
It would appear the proposed plans before you tonight represents
I
good use of the property and answers yet another need in a fast
growing community.
We all know in order to hold a sizeable function we are forced
I
to go outside town to adjoining communities such as East Windsor,
Vernon or Manchester.
Anything we all can do to provide services within our boundariesYg
should be a common goal.
