Martel AN EQUAL OPPORMITY EMPLOYER M/F Ni 11 May 5, 1987 Mrs. Louise Evans Planning & Zoning Commission 1678 Main Street East Windsor Hill, CT 06028 o Dear Mrs. Evans: I am a resident living at 125 Judy Lane, South Windsor, whose property abuts the Park Centre. The Tri-State Laundry is behind me and another company, whose name I do not know i somew at to a eft of my property. These two businesses were built last summer during the week, weekends and holidays, all day and well into the night, making it impossible to enjoy any time off from c work, having to keep the television on to drown out the noise and making it diffucult to sleep, during the entire summer. An excessive amount of trees were cut down resulting in a clear view of the the two buildings especially the eTri-State's building, with its parking lot, trucks and dumpster. Now that U i ^ these businesses are open, I, along with several of my neighbors, are tN - experiencing, not only the unsightly view of these buildings, but noise; the emptying of the dumpsters as early as 5:30 A.M. and tractor-trailer trucks entering the premises as late as 9:00 P.M. These buildings are also twice as 4tS,close to our properties than any other commercial buildings on Satellite Road. My neighbors who live further down Judy Lane and on Barbara Road, have either a Ap' stand of woods, which were not cut down, or a berm or tall bushes sheilding them from the view of the businesses which are behind their homes, and as I mentioned, these buildings are much farther away from the residents' property lines than ours. 1 NTI height have been planted along half of the 1`Plants of about 18 inches inp ng property in back of the parking lot of the Tri-State Laundry. These bushes will take years to grow tall enough to hide the parking lot and the trucks parked there. There is nothing planted behind the Tri-State building where i there is a pile of junk resting in the corner, nor behind the other building' E I, as well as my neighbors, am well aware of the fact that the land has been zoned for commercial use, but we trusted the town to make sure that the proper types of businesses would be placed near residents and the more objectional types would be closer to Route 5. All we are asking is that either the town or these two businesses provide a berm, fence or evergreens (all of these to be tall enough to hide what we consider a most unsightly mess in our backyards). As things stand now, we cannot enjoy our backyards in the summer, the view is worse in the winter and certainly our home values will suffer. I have made my home in South Windsor for almost 26 years and I do hope that something can be done to alleviate this problem. Thank you for your attention to this matter. Should you wish to call me, my office number is 683-4523 and my home number is 528-0479. Sincerely, Claire W. Ek r ce_ May 22, 1987. Mrs. Louise Evans Planning & Zoning Commission 1678 Main Street East Windsor Hill, Conn. 06028 Dear Mrs. Evans: My husband and myself are residents of South Windsor living at 139 Judy Lane, whose property adjoins the Park Centre. The Tri-State Laundry is directly behind our property. This business was b'Zas t s er. In fact it was started over the 4th of July Holiday weekend and the noise, the dirt, and the heat were more then anyone could contend with. To be exact it went on all summer, days and well into the nights along with weekends. It was impossible to even stay out- doors, and making it impossible to enjoy any time off from work. My husband and another neighbor unfortinately were ill all summer, and confined at home. It was impossible to sleep day or night during the entire summer. Windows had to be shut and televisions and air- conditioners put on high to drown out the noise. On top of that most every house on the street was almost shaken off its foundation, September 12th to be exact was the date. I happened to be home for lunch at the time and thought it was an earthquake. Along side the Tri-State Laundry building is the Dyco Industries Jit building, both of which took down too many trees that were not supposed to be removed. Therefore, we have an excellent view of the two build- a_ags, more so of the Tr-State Laundry including its parking lot, dumpster and trucks. We and our neighbors are now putting up with this unsightly view plus noise that originates from the emptying of dumpsters as early as 5:30 A. M. and the tractor-trailer trucks entering the parking lot as late as 9:00 P. M. These buildings are closer to our properties than any other buildings on So. Satellite Road. Neighbors on Judy Lane and Barbara Drive have woods which were -not cut down in erroror a berm or tall bushes hiding them from the view of the businesses which are behind their homes. These buildings are much further away from the residents' property lines than ours. The reason being; trees were not cut down in error. Tri-State Laundry have planted minature shrubs if they can be called that, along half of the property in back of the parking lot. It will take years for these shrubs to grow tall enough or thick enough to hide the parking lot and the trucks parked therewhich is constant, both day and night. There are no plantings behind the Tri-State building or the Dyco either, and there is junk, garbage or rubbish scattered about which should be taken care of. 2- We have been South Windsor residents for 26 years living in the same house and on the same street. We were well aware that the land in the rear was zoned for commercial use, but certainly the wrong type of businesses were hilt near residents' homes that should have been erected closer to Route 5. We would like the Planning & Zoning Commission, The Town of South Windsor, or the two businesses sited in this letter to provide a fence of evergreen trees at least 6 feet tall( tall enough to hide what we consider a most horrible sight in our backyards). How can we enjoy our yards with this terrible noise and view and also no privacy? The view is much worse,in the winter when the trees have lost their leaves. Our home values are bound to suffer, especially so if we had any anti- cipation of selling. Thank you for your consideration,in this matter. I do hope we will see some action in this regard in the very near future. If you should like to contact me my home phone is 289-1700 and my office phone is 644-2511 fit. 264. Sincerely, Gene F.
