ALFORD' ASSOMM South Windsor Ilealth Department Town Hall, 1540 Sullivan Avenue South Windsor, Connecticut 06074 OCT 8 IM2 Dear Mr. Deptula:LM_zj LLj U ZU CIVJL EN We have reviewed plans for the subsurface sewage disposa.L sY-S1-L1;1P1f9P?Pe proposed Faith Tabernacle Church to be built on Route 5, South Windsor. The plans were prepared by Alford Associates, Consulting Engineers, and were Sub- mitted to this office pursuant to Section 19-13-BI03d(c) of the Public Health Code. The plans were found to be satisfactory and in accordance with the re- quirements of the Public Health Code, although certain construction details were lacking. We have the following specific recommendations for additional information to be shown on the plan in order to assure a satisfactory installa- tion. i. Note #3 on the plan appears to be incorrect. The distribution system to be used is a level system, not a high level overflow distribution system as this note says. The note should be removed. 2. Information should be provided relative to the septic tank construction details or manufacturer. The pLan should indicate that manhole from the tank are brought to grade . 3. It should be noted on the plan that the pump level controls should be set to pump a minimum of 300 gallons per cycle. It appears that a two-foot pumping depth should be used with the pump chamber indicated on the plan. It is recommended that this plan be approved with the above noted modifica- tions. I feel that the estimate of anticipated sewage flow is valid. It is based on the daily school use, and my calculations show that this would slightly exceed the anticipated week-end use for religious services, Sunday school , and social activities. For your information, the undersigned represents John C. Midlin, the owner of 1970 John Fitch Boulevard, South Windsor, Connecticut. It is my information that Faith Tabernacle Church, Inc. presently has an application before your commission relative to a zoning change. Wb would request that the review of such application be expedited insofar as it is crucial to obtain a closing on this transaction which has been substantially delayed past the closing date anticipated by the parties upon the execution of an agreement providing for a closing on or before 30 days following approval from federal, state, local and tam governmental agencies, but in no event, later than 90 days following April 23, 1982. This date has long passed, and my clients are in severe financial difficulties; thus, this closing is necessary for a successful rehabilitation of my clients to repay the substantial debt incurred, At the present time, my estimates indicate that it will require $259,717.80 to repay the indebtedness owed to the various banks as well as to taxes to the Town of South Windsor. Insofar as the sales price is only $255,000.00, it is mandatory that a closing occur in the very near future. Any cooperation that can be obtained from the Town of South Windsor as to an expedited hearing and decision would greatly aid my clients as well as the purchaser. If any additional information is required, or in the event you require my appearance at the next hearing, please call my office. Very trulytALBLVER & GRAFSTEIN J 1 Gr JMG:dm If cc: Howard M. Moriarity Department of Transportation District 1 Office 1107 Cromwell Avenue Rocky Hill , Ct . 06067 Dear Sir : Re : Faith Tabernacle Church John Fitch Boulevard (Route 5) South Windsor I believe you are in the process of reviewing an application for the above Church for a driveway on the east side of Route 5 . This Commission has just approved the site plan for this property , however , we are extremely concerned with traffic on Route 5 . According to the applicant ' s testimony at the public hearing the Church has approximately 300 to 400 persons average attendance at services on Sundays, and also operates a school for about 50 students with a faculty of 14 during the week. The site plan provides 192 parking spaces. We believe this amount of traffic could cause serious problems and present a hazard to motorists on Route 5 , since much of the traffic would be crossing two lanes of traffic to turn south onto Route 5 . Therefore , a condition of our approval is that the applicant , at its own expense, install traffic signals on Route 5 that would be triggered by cars leaving the church. If you are not in accord with this we would appreciate your suggestions regarding modifications which could be made to improve this intersection . Any improvements , of course , would be installed at the Church ' s expense . I am enclosing a copy of the approval letter of this Commission for your information and would appreciate receiving your recommendations . Yours very truly, PLANNING & ZONING COMMISSION v g By : Cam.
