South Windsor 207 West Town Street BUILDING DEPARTMENT Norwich, CT 06360 Dear Mike: I am writing to you in order to bring to your attention potential problems regarding our home. My primary concerns pertain to the ventilation of our furnace, and the placement of the exhaust coming from the power venter. The exhaust sits approximately 6" from the ground and this is somewhat lower than called for.Last winter we had problems when the vent was covered by snow and the furnace shut off. This year we have already had the furnace shut down, with no snow present. I am aware that adjustments were made to allow the furnace better ventilation considering our finished basement, but need to be assured that the changes are adequate. These two situations have been brought to the attention of John Hogan, Assistant Building Inspector for the Town of South Windsor. We have also experienced recurring problems with our Alcoa windows. I have spoken with C&S Distributors, Inc. in South Windsor and they have committed to rectifying the problems. I am confident that they will be able to satisfactorily resolve same. Please feel free to contact me with any questions. I will wait to hear from either yourself or the Town of South Windsor prior to acting on any furnace related issues. Sincerely, Mark I. Turn on all exhaust fans range hood, bathroom exhaust, etc.) so they will operate at their maximum speed. Close fireplace dampers. B. Place appliance(s) being Power Vented in operation and adjust thermostat so appliance(s) will operate continuously. C1. (Oil) Make necessary adjustments to the primary air intak and barometric draft control to comply with the TURN THERMOSTAT ABOVE SET over-fire draft requirements of the appliance. In most POINT cases, the over-fire draft should be in a range of-.02" to (0004" W.C. if adjustments to the primary air intake and barometric draft control do not provide the required over- fire draft, the Power Venter draft adjustment must be repositioned, accordingly. Measure over-fire draft after repositioning Power Venter draft adjustment. C2. (Gas) After allowing appliances to operate for five minutes, test for spillage at the "draft hood relief opening" (draft diverter or draft control). Approved method follows (ANSI Z233.1, Section 8.6): CHECKING THE DRAFT. Vent connected gas utilization equipment shall be operated for several minutes and checked to see that the combustion products are going up the chimney or gas vent properly, by passing a lighted match or taper around the edge of the relief opening of the draft hood. If not, the combustion products will tend to extinguish this flame. If the combustion products are escaping from the relief opening of the draft hood, the equipment shall not operate until proper adjustments or repairs ar made to provide adequate draft through the chimney or gas vent." D. Next, turn on ail other fuel-buming appliances within the same room so they will operate at their full input. Repeat step C above, checidng the draft on each appliance. E. The Air-Flow Adjustment on the Power Venter is factory set for maximum air flow. Operating a properly sized Power Venter at its maximum setting will assure that combustion gases are safely removed to the outside. If the Power Venter has excess venting capacity than what is required for this application, operating the Power Venter with the Air-Flow Adjustment at the maximum setting may draw more dilution air than necessary. The Air-Flow Adjustment may be set by use of a combustion analyzer, inclined manometer or draft gauge. Alternatively, the Air-Flow Adjustment can be set using a smoke candle or taper, as follows: 1. With exhaust fans operating, air inlets closed and all ap- pliances firing(as instructed above), hold lighted match or taper around the edge of the relief opening of the draft hood(s). 2. Set Air-f9ow Adjustment by loosening Iocknut and turning rod handle. CAUTION: HANDLE MAY BE HOT, use pliers to move handle. Position of rod handle on outside of y Power Venter housing indicates position of Air-Flow improper Dreg Proper Draft Adjustment inside housing. t I Using pliers, move handle towards minimum draft setting _ until spillage is detected at relief opening, then re-open Adjustment just enough to eliminate spillage. 4. Lock Adjustment at desired setting by tightening Iocknut. 5. Return doors, windows, exhaust fans and fireplace DAMPER CLOSED DAMPER dampers to their previous condition of use. OPEN 6. Turn off all appliances started in step D above. COMBUSTION AIR Adequate combustion air is vital for proper combustion and for safe venting. Llkewlse, for proper Power Venter performance, adequate combustion air must be available to the appliance. Many installers Fume adequate com- bustion is present, especially in older homes. In some cases this is a false assumption, because many older homes have 0 be n made "tight" due to weatherization. ADJUSTABLE DAMPER CONTROL th combustion air opening(s) into the fiance room as outlined in NFPA 541NFPA 211. John Hogan, the Building Inspector, called me today and we discussed the following: 1. He rechecked the ventilation for the furnace and has determined that it is adequate. You may want to double check it to reassure the owner that it is okay. 2. He informed me that the power vent is 21 -10" from an inside corner and that the way he interprets the Tj erlund specifi- cations, it should be a minimum of 3 ' -01, from an inside corner. He feels that it should be moved. Please relocat*it and keep it as high off the ground as possible. I will pay for the sider to go back and make the repair to the siding. 3. The bottom of the power venter is only about 611 above the ground. To solve this this problem, after you reinstall it as high as you can, we have to remove the topsoil in this area down to about 18" from the bottom of the vent and install a window well with some pee stone in the bottom. If your people can do this, since they will already be there to relocate the vent, I will reimburse you for the expense of installing this window well and pee stone. 4. The biggest concern that the owner and building inspector have is that the furnace should not shut off as it has already done once this season. Please find out why it is doing this and make any necessary repairs. John Hogan would like to see these repairs done as soon as possible by 12/17/93 or sooner and he would like to be notified when the work is complete. You can reach him at (644-2511 ext 232) . You can coordinate the work with the owner at 648-9434. Please keep me posted on the status of this repair. Thank You, Mike Mastronunzio cc: John Hogan, Mark Neadle Since 1978 BROM BUILDERS, mc. He has made the repairs he felt necessary to your heating system on 12/14/93 . I have to agree with him that the power vent is installed in the most practical place due to the conditions of your finished basement and should continue to function properly. we decided not install a window well because we feel the venter is getting adequate air in the present location. Also, a window well under it may cause more problems if water starts to drain into it. Your system should function properly from here on without shutting down for no apparent reason. If it does, contact Petco Plumbing & Heating or our office. Please have your oil company suggest what they feel they should do for you for routine maintenance and tune ups to keep it running smoothly and efficiently. Michael Mastronunzio Brom Builders 207 West Town Street Norwich , CT 06360 RE: Mark & Kelly Neadle 18 Foxglove Lane South Windsor , CT Dear Mike , I am in receipt of your correspondence concerning the above mentioned location . I I talked to Mr . Hogan, the local building official this morning and asked him why he would request, (that if the manufacturers recommendation states "3 '0 from a inside corner" and we were at 2 ' 10") us to move the venter to 3 '0 . He tells me that he did not state it had to be moved . First of all the following must be determined for me to be convinced that moving the venter 2" will make a drastic difference . 1 . Is the venter causing furnace to go down. In the last year since installation Petco has never been called for a no heat situation at this residence, therefore we cannot make a determination as to the trouble at this time . It should also be noted at thi$ time as we pointed out to the local building official that we were against this location from the start due to the driveway being considered a public walkway and only 6" from venter to ground . Mr. Hogan and I are on the same page regarding this. Neither of us want work to be done that is not necessary. We are, however, concerned about the fact that the furnace, in the past, has had "shut downs" that are not explained. None of the past problems were reported to PETCO, but will be in the future. For PETCO's benefit,. I will summarize past problems. Heater went down last winter. Called Imperial Oil & Heating. Was advised to shovel snow away from venter, and hit reset button. This worked. Same problem as above occurred two weeks later, did same remedy, no problem. Heater went down, no snow this time, but very windy. Hit reset, no problem. December 1993, no heat again. reset button wouldn't start furnace. Called Imperial Oil & Heat. Humidifier was not level, water dripped over front and onto furnace near reset button. After hitting button some 20 times, furnace kicked on. Was advised to only hit button once in future. Imperial was unable to start up when they visited, though it was running when they arrived. Made adjustment to humidifier, replaced reset button, and sent attached bill, which I am disputing. I will keep an "eye" on the furnace as winter settles in. Any future problems will be directed to PETCO so they may properly identify problems, if any exist. Merry Christmas to all III Sincerely, Mark I. I talked to Mr . He tells me that he did not state it had to be moved . First of all the following must be determined for me to be convinced that moving the venter 2" will make a drastic difference . 1 . Is the venter causing furnace to go down. In the last year since installation Petco has never been called for a no heat situation at this residence , therefore we cannot make a determination as to the trouble at this time . It should also be noted at this time as we pointed out to the local building official that we were against this location from the start due to the driveway being considered a public walkway and only 6" from venter to ground . To move the venter to another location in the existing boiler room is impossible due to openings .
