Summary: This application is incomplete and should be withdrawn or denied . It lacks sufficient information necessary for a fair determination of the issues . If and when this becomes a real proposal , the total impact on the wetlands would not be great. Items that are most evident: 1 . The preliminary plans of 5/19/86 do not indicate any erosion or conservation measures . The preliminary plans of 6/23/86 received 6/30/86 does include a conservation plan which needs help such as : a) Stabilization of disturbed area within 6 months . The total disturbed area is about 3/4 or an acre including parking & buildings . Why not be specific as indicated 8/1 - 10/1 . b) Area is wooded - where will the stumps go. c) The grading should be sufficient to direct the run off from this site into the detention basin not into the previous phase. d) Swale along the northerly property line will be improved. Show both items . 2. Plans are preliminary. The commission has enough real site plan proposals before it to not be involved with speculation. 2- To: John M. Mitchell South Windsor Town Hall 1540 Sullivan Avenue South Windsor , CT 06074 Dear John : The Planning and Zoning Commission unanimously agreed at a recent meeting to support the new position of Zoning Enforcement/Inland Wetlands Officer . Since long before the recent building upswing it has been evident that there exist-, a sort of no-man ' s land between the approval by the Planning and Zoning Commission and the Construction of the buildings whether they be commercial , residential , or industrial . The Town Engineer and his staff do a superb job in ensuring construction , as approved , of the drainage , roads , sidewalks and grading . The building inspector makes sure that the construction is according to code but there remains an area between their jurisdiction . For example , parking or landscaping , even building placement , sometimes ends up differently from that approved , and many volunteer hours of the commission are spent in rectifying problems . In addition , even when everything is done correctly originally , the occupant sometimes violates that approved plan either through ignorance or disregard . Continued surveillance is necessary to continue the intent of the commission ' s approval . We also need a quick response to infractions of the zoning regulations before the infraction becomes permanent . This speed requires monitoring of the use of buildings . Town-owned open space should not be infringed upon by individuals , but in one season picnic tables , barbecues and even fences have "appeared" on Town-owned land . The Council can assist our Planning and Zoning Commission in ensuring that our regulations are adhered to , and that our site planning is not sometimes an exercise in futility , by approving the new Zoning Enforcement/Inland Wetlands Enforcement Officer .
