PLANNING DEPARTMENT REPORT
RSK-KELLCO ZONE CHANGE REQUEST
1 . The requested zone change involves a parcel of land which would
currently be accessible only through an existing parking area;
thus it does not appear that a new curb cut would be involved
in development of the parcel.
2 . The parcel does abut an RC zone ; however, it also abuts existing
residential lots to the West as well as wooded land to the East.
The site itself is wooded.
3 . The current Town Plan designates this site as medium-low density
residential (3/4 acre lots) . The draft Town Plan update depicts
this parcel as Rural/Suburban Residential (1-8 housing units/acre) .
However, the probability of housing on this parcel is, in all
practicality, very slim.
4. The zone change process affords the perfect opportunity to consider
the infrastructure ' s ability to support a higher level of develop-
ment . In this case, the adequacy of the road system and in partic-
ular the Wapping Five Corners intersection, should be considered
before granting this zone change.
5 . The character of Wapping Center has been evolving into an office/
retail area, and an extension of the RC zone would not be out of
character with the overall neighborhood. The site ' s compatibility
with the residences to the East must be evaluated . The site would
require a 15 ' planted buffer strip on both the East and West bound-
aries in addition to the required side yards .
6. Most of the site is regulated wetlands.
7 . Sewer and water are available. Drainage is a problem in this whole
area, and would have to be addressed. The present Colonial Cornere
development has no provisions for detention.
8 . Permitted uses in the RC zone do include, in addition to professional
office buildings :
retail stores , barber shops & beauty parlors
restaurants ; including fast food
hotels/motels
All are permitted by right.
9. The property line between this parcel and the existing Colonial
Cornere parcel would have to be dissolved and this site made part of
the Colonial Cornere site .
