I. AUTHORIZATION
This study was commissioned by RSK-Kellco, Inc. on February
12 , 1987 and authorized by Mr. Richard Kelley.
II. SCOPE AND PURPOSE
The study was undertaken to review the potential traffic
impacts which would result from the construction of a proposed
Town Shopping Center on Ellington Road (Route 30) in the Town of
South Windsor.
This study is an update of the earlier work conducted by
Storch Associates in connection with an initial application.
Modifications in the original project concept have been proposed
to address previously noted concerns. The present study program
was designed to further analyze the project and present an
implementation program which mitigates traffic concerns.
III. DEFINITIONS
In order to clarify the meaning of the certain specialized
traffic engineering terms used in this Report, the following
definitions are offered:
Trip is a one-way movement to or from a site. One car
entering and leaving a site constitutes two trips.
Traffic Generation is the actual number of vehicle movements
which may reasonably be expected to be attracted by a specific
development. Usually, traffic generation is expressed as a
number of trips.
1
STORCH ASSOCIATES
Average Weekday Traffic is the total traffic generation of a
development on a typical working weekday.
Peak Hour Generation is the maximum traffic generation which
may be anticipated during the highest volume hour for the
particular development. This analysis parameter may vary as to
the time of day, depending on the type of facility proposed.
Office buildings normally generate peak volume rates which
coincide with the peak volume rates of the surrounding roadway
network, fast food restaurants have peak traffic during the Noon
hour.
Trip Distribution is the process of determining the
proportion of the generated trips that can be expected to
originate at any location.
Traffic Assignment is the process of assigning the trips
which have been distributed from the various points of origin to
the roadway system which would provide the most direct route
between the points of origin and destination.
Capacity and Level of Service (LOS) are terms utilized to
describe the ability of a roadway to handle its traffic
assignment.
IV. EXISTING CONDITIONS
A. Site and Adjacent Roadway Descriptions
The Town Shopping Center is proposed to be located on 21.4
acres of land on the south side of Ellington Road (Route 30) west
of the Wapping Five Corners intersection. The general location
is shown in Drawing No. 1, Area Location Map and more
specifically in Drawing No. 2 , Site Location.

The site is roughly the same location as in the previous
application, but has been expanded by the acquisition of land to
provide a contiguous parcel.
It is proposed that the site be served by a single drive
located on Ellington Road approximately 960 ft. west of Buckland
Road. Although the site has a front, no access is proposed to
this project from Buckland Road. This is the major conceptual
change from the previous application.
The site is generally level and at the elevation of the
adjacent roadways, thus facilitating access drives.
B. Roadway Conditions
The site is bordered by two roadways, namely Ellington Road
Route 30) and Buckland Road.
Ellington Road (Route 30) is a two-lane state highway
varying from 30 to 40 ft in width. Its alignment in the project
area is straight and level, and sight distances measured from the
proposed drive were found to be adequate. The road is
constructed of bituminous concrete and is marked as two lanes
with a double centerline pavement marking pattern.
Buckland Road is a two-lane town road which measures
approximately 30 to 36 ft in width and is constructed of
bituminous concrete. As noted previously, no direct access to
this street is proposed.
C. Wapping Five Corners
The Wapping Five Corners ' intersection is located in the
immediate vicinity of the Town Shopping Center. This
intersection, with its multi-phased traffic signal, is the major
3
STORCH ASSOCIATES
traffic capacity constraint in the area of the Town Shopping
Center. The intersection is the junction of three state highways
Route 30 , 194 and 74 ) . In addition, Buckland Road extends from
the intersection to Manchester and I-84.
Adjacent development to the site of the Town Shopping Center
is primarily commercial with Society for Savings, SNET, Colonial
Cornere, and the Town Hall located in the vicinity.
V. TRAFFIC GENERATION
The Town Shopping Center will consist of a mixture of office
and retail uses. The task of estimating traffic generation,
therefore, is a function of developing projected traffic flows
for each use category and then making a composite flow estimate.
The use categories comprising the Town Shopping Center were:
o Shopping Center 50,000 - 99 ,000 sq. ft.
o General Office under 100 ,000 sq. ft.
o Bank with Drive-in
Present plans call for the shopping center to occupy
approximately 65,000 sq. ft. with approximately 55,000 sq. ft. of
general office and a 2,500 sq. ft. bank as shown in Drawing No.
3, Site Plan.
The methodology used to project traffic flows was based on
traffic generation factors published in the Trip Generation
Manual of the Institute of Transportation Engineers (1985
Edition) .
Table I presents the results of this generation.

VI. TRIP ASSIGNMENT
The size of the proposed town Shopping Center is in the
classification of Community type retail center. The size of the
retail center is such that it will not serve as a regional
magnet, but will fungtion primarily serving the needs of local
clientele. The center will attract passing tra fic also and it
is estimated that at least 20% of peak hour trips to this site
will be traffic which is passing the site for another trip
purpose. Such Trips are called "capture trips" since they would
pass the site in any case. The 20% level is conservative in that
some studies by the Institute of Transportation Engineers (ITE)
have seen peak hour capture rates as high as 75%.
5
STORCH ASSOCIATES
For the office component of the site, trips would be assumed
to be "new" trips and would be added directly to existing
volumes.
Trip assignments were made for the morning and evening peak
hour periods. As both of these analysis periods represent
journey-to-work, it was assumed that directional distribution of
the Town Shopping Center traffic would follow the existing
pattern. Thus, the "new" Town Shopping Center traffic was
assigned to the highways on the basis of existing traffic flows.
This distribution is shown on Drawing No. 4 , Distributioon
of Site Generated Traffic.
VII. ANALYSIS
Once the level of projected traffic flows have been
determined and thus, traffic assigned to the roadways, an
analysis of projected impact was possible.
To perform this part of the study traffic volume data
obtained in April and May of 1986 was used and updated. This
data was combined with the projected Town Shopping Center traffic
and future volumes projected. These figures were then analyzed
for traffic operational levels.
Observations of existing traffic flows were performed and
the accident histories for area roads obtained.
The critical traffic period was determined to be the evening
peak hour. This period of homeward bound type vehicles exhibits
the highest traffic flows.

Existing traffic flows show marked congestion at the Wapping
Five Corners intersection and long traffic queues are seen in
Buckland Road and Ellington Road (Route 30 ) .
We are aware that the Town and State have identified the
Wapping Five Corners intersection as requiring major improvement:
and are currently developing a project to this end. The concept
being evaluated includes the widening of Buckland Road to four
lanes and the relocation of Route 74 to intersection Sullivan
Avenue west of the Post Office. The present Wapping Five Corners
intersection would be markedly simplified. Our analysis confirms
the need for these changes.
It is, however, recognized that this project would not be in
place when the Town Shopping Center is opened. Thus, we reviewed
methods available to mitigate the traffic concerns surrounding
the Town Shopping Center. Since the driveway to Buckland Road
has been eliminated, traffic operational impacts have been
concentrated to the single site access on Ellington Road.
Problem areas which arose included:
1. Turning traffic obstructing through traffic
2. Insufficient gaps to enter traffic stream from driveway
3. Extensive queueing from the Wapping Five Corner
intersection past the site drive.
Specific traffic engineering measures have been developed to
address these concerns. offsite traffic improvements will be
required and a specific program has been recommended.
7
STORCH ASSOCIATES
VIII. RECOMMENDED TRAFFIC CONTROL IMPROVEMENTS
Analysis of the area roadways and proposed site driveway
revealed the need for certain traffic control measures to ensure
adequate traffic operations are maintained.
It should be noted that the changes in the Wapping Five
Corners intersection are essential if overall congestion and
delay are to be corrected. The improvement program identified
herein is designed to allow acceptable traffic operations to be
maintained until that project is completed.
The recommended program is as follows and is shown on
Drawing No. 5, Traffic Control Plan, enclosed in the attached
pocket.
1. Widen Ellington Road (Route 30) in the vicinity of the
Town Shopping Center drive to provide a westbound left
turn lane and eastbound right turn lane.
2. Install actuated signals to control the drive and
assume safe entry to Route 30.
3. Interconnect the driveway signal with the Wapping Five
Corner signal to assume maintenance of proper signal
coordination.
4. Implement timing changes and equipment modifications at
the Wapping Five Corners intersection to provide for
access management operations during the evening peak.
IX. SITE OPERATIONS
Our review of the site layout did not reveal areas which
would not function as intended. We have examined the proposed
parking to be provided and it is well within the number of spaces
8
STORCH ASSOCIATES
which would be required to support this use.Parking
accommodation data sheets are included in the Appendix for office
and retail uses. In general, we would estimate a demand of:
1. One space for each 330 sq. f t. of office space
2. One space for each 200 sq. ft. of retail space
X. CONCLUSION
On the basis of the analyses conducted and assuming the
improvements recommended are in pace at the time the Town
Shopping Center is opened, it is the opinion of Storch Associates
that traffic impacts related to the Town Shopping Center will not
materially adversely affect area roadways.
Identified concerns will be mitigated to an acceptable level
by the noted improvement program.
Resolution of overall congestion will be realized upon
implementation of the currently planned Town/State plans for the
Wapping Five Corners intersection.

Planning & Zoning Commission 7 - 3/10/87
This plan appears to meet all zoning requirements regarding lot
i
coverage, setbacks, building height, etc. Lot coverage with build-
ings is 13.6%, 25% allowed. (There is no impervious surface coverage
limitation in this zone) Maximum building height is 401 ; 45' allowed.
A substantial waiver of parking spaces is requested. This appears
to be borne out by the Urban Land Institute's "Shopping Center Devel-
opment Handbook. "
There is a small amount of regulated wetlands on the site, adjacent to
Ellington Road. The IWA/CC has approved the plan with conditions that
1) right to drain be acquired from the Land Trust, and 2) locations of
temporary sediment basins be shown.
There are several existing buildings along Ellington Road which will
be removed. I understand that all intervening lot lines for this
property are being dissolved and the entire site will be under common
ownership.
The landscaping plan looks quite aggessive and attractive - in excess
of 150 trees of respectable size, and several hundred shrubs. There is
quite a variety of trees and shrubs - flowering evergreen and leafy -
maples, oaks, dogwood, honey locust, blue spruce, london plane. There
are one or two stretches of parking areas which are somewhat unbroken,
but it appears' that from Ellington Road and Buckland Road the unbroken
areas are screened with landscaping. The area to the south of the site
with single family residences off Deming Street is also screened with
white pines. The gazebo area is planned to be set off in a park-like
manner with a continuous line of burning bush shrubs and grass lawn,
with planting beds around the 'gazebo- itself.
There is certainly not an overabundance of dumpsters. Where provided,
they are screened with stockade fences and plantings such that none
should be visible externally.
The architecture is overall quite attractive, with some good use of
brick and block. Roof lines are varied and aesthetically pleasing.
All buildings will blend quite well together and should blend in nicely'
with the existing surrounding office buildings. I would hope to see
extensive use of brick on the fronts of buildings. Sign control is
also planned so all signs are attractive.
Internal traffic flow has been designed to accommodate interconnections
both to Terry Office Park to the west of this site. The Waldron
property to the west is currently in the site planning stage, and the
Terry Office Park may have future--plenz -for-new buildings so all the
site plans can reflect the interconnections to each other. Tonights
site does contain one access road which does not travel through,
parking areas and which serves both interconnections. With all three
commercial sites developing simultaneously, there is no reason for patrons
to have to exit back onto Ellington or Buckland Roads to patronize any
of the other commercial facilities. I would strongly recommend that
PZC ensures that the interconnections are in fact provided. I do want
to hear from the Fire Marshal & Police Chief regarding this plan.

Planning & Zoning Commission 8 -3/10/87
Pedestrian access throughout this site has been provided. To the
maximum feasible extent, buildings are accessible via pedestrian
paths from the other buildings on the site. There are sidewalks
provided on both Buckland Road and Ellington Road frontages. The
walks are concrete along the road frontages, and are bituminous in-j
ternally. Widths vary, and at a work session the Commission may
wish to look at the different widths to be sure they are adequate.
Also, the sidewalk stub out to Ellington Road should be eliminated.
Once again, traffic will be the major issue for this site. The
Buckland Road access has been eliminated, and the Ellington Road
access is about 900 ' away from Five Corners. This project will add to
peak hours flow but will attempt to make that newly generated traffic
manageable through the improvements suggested. There is a strong
potential for an eventual outlet onto Buckland Road via Terry Office
Park as well as an outlet onto Clark Street via the Waldron property
for safety and emergency vehicle access.
The Five Corners improvement project is certainly in limbo right now -
the best case scenario right now is that it will get constructed but
two years behind schedule -- the worst case scenario is that it won't
get constructed with State and Federal funding. There is a tough issue
to be faced here - knowing that no matter what this Commission does to
act responsibly regarding traffic flow at this intersection and whether
we like it or not we have massive development planned for just south of
our border to the tune of about two million square feet, which will
certainly add to our problems at this intersection without providing
any benefits to this town. The project before us tonight will add
vehicles to this intersection but is attempting to mitigate the problem
as much as possible -- and will also provide benefits to this town.
This project will require STC approval. STC has the final word on
traffic improvement.
On balance, the plans are overall quite reasonable and the site should
be aesthetically pleasing if approved. The Town does need the retail
facilities. If approved, there should be some kind of phasing to ensure
that the site is not wide open all at once.
If approved, the following plan modifidations are needed:
1) Parking formula should also reflect the Town's requirement
for each use.
2) Show water lines.
t .
Planning & Zoning Commission 9 - 3/10/87
Mr. Martel , the Town Engineer, reported:
The applicant will have to go to WPCA & plans should be
modified so as much sanitary as possible be directed toward
Buckland Road.
Drainage computations have not been completely reviewed.
Pavement section along where major traffic corridors, base,
thickness, etc.
Water needs to be shown and approval by fire marshal for
hydrants, etc.
Parcel abutting Buckland Road needs to show complete topography
out to Buckland Road.
The Chairman asked if anyone wished to speak in favor or opposition to
this application. No public comments were received.
The Commissioners then asked questions. Mr. Conde was concerned with
the parking reduction, but Mr. Ford from Storch Associates said in com-
paring the size of this site with other similar sized sited that these
are adequate estimates.
Mr. Kerensky commented that additional parking could be added if needed.
Mr. Conde asked about the five-corners with development going on outside
the town. Mr. Ford addressed his questions by stating that they tried tc
accommodate for development occuring outside of the town and feel adequat
traffic operations can be maintained.
Mrs. Rossi had questions about one-way traffic and any specific stip-
ulations for trucks entering and exiting. Betsy Kaemmerlen said the
intent is to encourage them to use the loop road. Mrs. Rossi wanted
to go on record saying she is very much in favor of the idea of the
developers working together to interconnect roadways in areas where there
are currently dead ends.
Mrs. Klenke asked if the project would be phased and Mr. Kelley said tha,_
the roads and utilities would be put in first, and the buildings would
be phased based upon demand. Mrs. Klenke. also asked about any restauran-
coming in -- Mr. Kelley said that no fast foods would be put in, however
most likely some restaurant would go in,
Mr. Hallowell wanted to be assured that the final A-2 survey would show
the property under one ownership-.--., Mr. Kerensky said that Mr. Kelley
would own all of the lots and Mr. OlNeill commented that it could be
shown on the single tract.

Subject: Certificate Application
Town Shopping Center
Ellington Road
South Windsor, Connecticut
Dear Mr. Kelley:
This letter will bring you up to date on the status of the review
of the Town Shopping Center by the State Traffic Commission (STC) .
On May 13 , 1987, Storch Associates filed with State Traffic
Commission Application for certification pursuant to Section
14-311. On May 29, 1987, correspondence was returned to us
transmitting comments of the planning division, specifically Mr.
John Curtis, concerning trip distribution assignments.
We would note that the comments involved, not the numbers of
vehicles to be generated by the Town Shopping Center, but rather
differences in opinion as to the methodology used with respect to
assigning these trips to the roadway network. On June 1, 1987, we
met with Mr. Curtis and resolved the concerns and are currently
preparing additional information with respect to this application
as requested by Mr. Curtis.
In summary, the State has requested that we use a less weighted
approach to distributing traffic to the roadway system. This will
result in a more balanced assignment of trips to roadway network.
This, we believe, will not materially affect the results of our
analyses presented in the report prepared for the Planning &
Zoning Commission. In fact, the analysis which is being utilized
at this point results in a less critical volume condition for the
Five Corners Intersection, in that the volumes are not as heavily
weighted on a per approach basis.

We have also received indications from the Department of
Transportation that the specific concerns of the Town of South
Windsor raised with respect to the Buckland Mall impact on the
Five Corners Intersection will be considered during the review of
the Town Shopping Center.
We trust that you understand that the traffic certificate review
is an ongoing process, one which is very detailed and inquiries
will be received from time to time from the Department of
Transportation as specific areas are reviewed. We are pleased to
have been able to resolve, so quickly, the initial comments from
the Bureau of Planning and will, of course, keep you advised of
the progress of this application.

2.. Application of Richard S. Kelley, for a site plan of development for
b property located on the south side of Ellington Road, between Clark
p Street and Buckland Road, known as the Town Shopping Center, RC Zone .
Bob Conde sitting for Marshall Montana)
Attorney Sol Kerensky, representing Richard Kelley, described the proposed
site located off of Rt. 30 and Buckland Road in the south west corner.
It would consist of a retail - commercial office park with approximately
65,000 sq. ft. being retail and 57 ,500 sq. ft. being office (of which
2,500 sq. ft. would be a banking institution. He stated the applicant .
had appeared previously, July 1, 1986, with another proposal which was
denied - and since that time significant changes have been made to the
plans which include the following: one entrance onto Ellington Road as
opposed to two (Ellington and Buckland Road) , the entrance has been moved
westward, the site is now one contiguous piece of land of 21.43 acres as
opposed to two pieces of approx. 18 acres.
They have acquired a third parcel which makes the piece contiguous.
He stated South Windsor has the need for additional commercial space.
Attorney Kerensky indicated that the sensitive issue was tr
i
affic aidhopetoestablishthatthelevelofserviceonthetworoadswouldnot
change through some-modifications in the area.
At this time he introduced Exhibit #1, the Site Development PlansproposedTownShoppingCenter.
Betsy Kaemmerlen, liscensed Landscape Architect for Fuss & O'Neill, described the' layout' of the plan. She stated there would be a doubleboulevardentryintothesitewithonelaneenteringandtwolanes
exiting. ^A car is able to circle throughout the site by the curvedroadwhichalsoleadsthroughalltheparking. , The offices are located
on the outskirts with smaller parking lots, and the larger lot servicetheretailcenter. The trucks will enter off of Ellington Road and a
service road has been provided behind the retail area for trucks to un-load. This area will be buffered with evergreens. The pedestriancirculationsystem, which connects off of the street, leads into aninternalcirculationsystemlinkedto -a11 the buildings. The plantingsproposedwillmaintainan "open New England look". The retail area is
set far back from the road, and therefore need some open vista' s fromtheroad - therefore they are proposing to plant trees. They are
proposing raised planters and extensive flower/shrub beds at the- retail
entry. The landscape maintenance will attempt to match the look of theSamselproperties. The focal point of the area will be the Center where
they show a proposed gazebo. However, Mr. Kelley is open to suggestions. He will offer this area for Town use, i.e. concerts, craftshows, etc.
The size of the center green area is 1 1/2 acres.
At this point, Attorney Kerensky entered Landscape Plan Sd7,sd8 as ex-hibits, and asked Ms. Kaemmerlen to explain the sidewalks. Ms. Kaemmerlenwentontodiscussthesidewalksthatwouldlinkthewholesystemtogether. She mentioned that the building coverage is only 13.6t therefore leavingalotofgreenspace.
Attorney Kerensky introduced Phil O'Neill, the principle in Fuss & O'Neill
and stated he was available to answer questions. Mr. Kerenrky went on to
state that all zoning regulations have been met. He stated there had been
some concern about the affluent going to Ellington Road, and stated it
would be no problem to direct it towards Buckland Road. Also, there was
some questions of satisfactory easements for the surface drainage, and he
stated there would be no problem getting surface drainage easements.
Jim Ford, a liscensed traffic engineer, principle in the firm of Storch
Associates, explained Exhibit #3, the Traffic Impact Study. He stated
that his firm had conducted a previous study, but this was a different
situation as only one driveway is proposed. He acknowledged that the
Wapping five corners operates at F at peak hour and proposes certain
mitigating measures to keep that intersection operating at that level.
