(This incorporates this site as well as Kirby Holcomb's site. ) In addition, they are requiring a long term maintenance plan to be included for the 4 .86 acres of open space to ensure that it is maintained as open space. 6 . There is only one entrance proposed into the site off of Clark Street. A traffic study has been prepared by the applicant and indicates that the proposed development will not disrupt traffic flow on the adjacent roadway system. The traffic report does indicate that left turns from Ellington Road onto Clark Ostreet encoutnter Level of Service f during both peak hours either with or without this development. This application will more than double the number of vehicles making that left turn onto Clark Street during the a.m. peak hour; and Town staff expressed concern that these left-turning vehicles would increase the disruption to through vehicles heading west on Ellingtoln Road. In response to this concern, the applicant's plans show a widening on the south side of Ellington Road along the applicant' s frontage to provide bypass capability on Elliington Road. Restriping of Ellington Road may be necessary in order to be sure the widening serves its purpose. 7 . Clark Street reconstruction will begin in earnest this spring. Town staff were also concerned that the newly reconstructed Clark Street not be subsequently torn up for utility installation; and the applicant has agreed to coordinate his utilities construction with reconstruction of Clark Street so the street may be left intact. The site plan shows sidewalks along the Ellington Road and Clark Street frontage to the site driveway. 8 . The landscaping plan proposed for the site shows a variety of trees, shrubs and perennial plants . The plan includes street trees along Clark and Deming streets . f `The Architecture and Design Review Board has reviewed these plans 1' and have made the following comments: they like the architecture style and size proposed for the building would like to see a berm incorporated along the corner of Clark Street and Deming Street would like to see additional plantings placed in this corner to attempt to soften the parking lot they request the applicant come back in with more definitive architecturals as each building is proposed. Also, they would like a chance to review the proposed signage. If this application is approved, there are no other planning department modifications to request. Ir S Y INDEX A. STATEMENT OF PURPOSE The purpose of the regulated activities is to provide parking, access and drainage for a proposed office and commercial development on the upland portions of the site. Please refer to Erosion and Seditment Control Plan" (Sheet 5 of 10) of the site plans submitted with this application for the wetlands and watercourse boundary, 40 foot setback delineation and location of regulated activities. A summary of wetlands impacts is provided on sheet 5, but the overall impact has been reduced from the former application from 3.63 Ac (41%) to 2.83 Ac (3 2%). This area includes an increase in proposed waterbody of 0.33 Ac. INTRODUCTION Since South Windsor was a country town, consisting of tobacco and potato fields, one of its three political centers lay at Wapping, at the intersection of the farmers' arterial roads of Clark Street, Buckland Road, Sullivan Avenue (formerly Wapping Road) and Oakland Street, where they intersected with the major east/west highway of the town, Ellington Road just as it turned to the northeast. Here were the Congregational and Methodist/ Episcopal churches and their parsonages and church yards, the post office, the high school, and a number of stores. Through the nineteenth century, the Stoughtons, the Clarks, the Grants, Sextons and Carters owned land in and around Wapping and ran the small businesses and shops of the center. As the town developed, the high school and the town hall, municipal government center became to be also located at the Five Corners of Wapping. Because Clark Street did not intersect Ellington Road directly at Five Corners, the stretch of Ellington Road from Clark Street to Five Corners became a locus of the small businesses and stores that served the town. Virtually all traffic from the southwest and west would pass those locations. Thus, the Zoning Commission properly rezoned the entire quadrant to RC Restricted Commercial Zone, in anticipation of the planned growth of the western highlands of the town. Since that time, a number of commercial developments have been approved in the quadrant. The last major vacant portion of the quadrant consists of an over fifteen acre parcel of land lying along the easterly street line of Clark Road from Deming Street to Ellington Road, and is characterized by a rolling, wooded, and meadowed tract, divided by wetlands along a farm pond built in 1976 as approved by the Soils Conservation Service, and a brook flowing northerly to and crossing Ellington Road. Tonight, John Samsel, Jr., and Clark Corners Associates, the owners of the subject parcel, are applying for zoning approval for a cluster of six federal/colonial style buildings consisting of 44,000. square feet. At this date, it is anticipated that, there would be a mixed use of office, restaurant, and banking facilities. The meadow, the pond, a new pond, and the woodlands will form a significant site amenity, and most will be dedicated as open space under a conservation restriction. The character of the neighborhood, the plan of development of the town, the intersection of the arterial highways, the environmentally sensitive character of the site, all require a careful, sympathetic, low scale business development of the site, in accordance with the requirements of sound planning and good zoning practice. The Clark Corners project was designed with the input and help of the surrounding neighbors. The size, design and location of each building are such to create a smooth transition from residental to a commercial area in the center of South Windsor. CONCLUSION The proposal before you tonight has been the result of the careful analysis and study of the site and its environs, and is made by a local businessman whose previous developments have been a credit to the character and image of the town of South Windsor. The buidlings are small in scale, and provide a transition from the business of five corners to the open residential and rural character of the town to the southwest. As special permited uses in the RC zone, if the applicant demonstrates conformity with the standards of the application, the proposal is permitted. Each and every element of the RC zone standards has been met or exceeded. The consultants and Mr. Samsel have checked off each item, and have proven without question the standards are fulfilled. Mr. Samsel and his design and engineering team have demonstrated that the proposed design is the inevitable solution to the problems of the site, the culmination of the opportunities that the site offers, and the finest design resolution of the structures of zoning, planning and character requirments of the orderly and well-planned development of South Windsor in the last part of the twentieth century. We hope that you will look upon this application in a favorable manner. OPERATION AND MAINTENANCE PLAN CLARK CORNERS JOHN SAMSEL ELLINGTON ROAD SOUTH WINDSOR, CONNECTICUT All activities identified will be performed at least annually: SWALE AREA & NON-LAWN OPEN SPACE 1 . Inspect the swale by walking the entire length, noting erosion and seepage areas, depressions, and rodent holes . Revegetate as called for in the original specifications for permanent seeding. Utilize only non-residual herbicides. 2 . Examine rock riprap and bedding (if visible) and make repairs necessary to meet original requirements . Rock shall be durable and resistant to weathering; shales and siltstone shall not be used. Remove any siltation and regrade to proper pitch to insure proper drainage of the swale. 3 . All areas void of vegetation shall be reseeded with the permanent seed mixture as called for in the original specifications. 4 . Mow all vegetated areas at least annually. DETENTION AREAS 1 . Cut all woody vegetation within 15 ' of the outlet and inlet channels . Remove dead trees, snags, and debris which may block the functioning of the outlet during a flood event. 2 . Inspect any trees and shrubs planted under the construction contract and prune, replace or supplement woody vegetation as necessary. 3 . Inspect and clean the culvert(s) under Ellington Road to insure free drainage so that the road does not act as a dam" during flood events. 4 . Control the undesirable plants (reed grass, purple loosestriffe, multiflora rose) by weeding or spot herbicide treatment. Utilize only non-residual herbicides. DRAINAGE STRUCTURES & BIOFILTERS 1 . Repair spalled or cracked concrete by replacement with a high strength, non-shrink, non-metallic, cement-based grout. 2 . Check for erosion or settlement around concrete structures. Fill any settled areas with a properly graded gravel or 3 . Inspect riprap and bedding in the biofilter for displaced, dislodged, or deteriorated materials . Properly graded and durable materials shall be used to repair damaged areas . Inspect the channel for growth of woody growth which restricts flow and remove such growth if present. Inspect the earth portions of the outlet channel for erosion on the side slopes and bed. November , 1987 W May 6, 1991 Chairman and Members Planning and Zoning Commission Town of South Windsor 1540 Sullivan Avenue South Windsor, Connecticut 06074 Dear Chairman and Members. I am the property owner of the property on 859 Clark Street immediately across the street from the land owned by John Samsel, Jr. and his partners. I believe an application is pending before your commission on what is to be Clark Corners. Recently, everyone in authority in the Town of South Windsor has considered Wapping Center to be the commercial center of South Windsor. The master plan adopted by the town and reaffirmed repeatedly shows that site as being considered ideally suited for commercial use. I agree 100% that the property should be developed on that basis. I can conceive of no reason in the world why there will be any problem so long as commercial water and sewer are available for its development. I farmed that land for years, the water drains naturally, and reasonable safeguards for the elimination of excess water should not prohibit the development of that land. About the year 1946, my brother and I, blasted the present man-made swale to better drain what was then a swamp near Clark Street. Again, with the approval of the State Soil Conservation Service, about 1976, I established a pond and improved the drainage swale to Ellington Road with a drag line. Thus, the man-made pond and swale. The wetlands map adoped by the Town of South Windsor was not truly a wetlands map. A large percentage of the soil conservation map covered an area that was not truly wetlands. Everyone who bought property surrounding that tract, was well aware of the fact that they had bought adjacent to future commercial use. They should have no complaints with its development. The additional revenue to the Town of South Windsor in the form of additional taxes, services to be provided, and the use of the land according to its maximum capabilities, would be in the best interest of the town and its taxpayers. Unreasonable restriction, and denial of reasonable plans based upon professional advice, makes me wonder what is happening. I am in favor of and strongly urge you to approve the plans submitted Sincerely, r'uj'ot Stanley aldron May 1, 1991 Steven and Jill Andross 1583 Ellington Road South Windsor, Connecticut 06074 To Whom It May Concern, We wish it to be known that we are not opposed to the proposed development referred to as Clark Corners located on the propertyr- formally owned by the Waldron family bordering Clark Street, Ellington Road and Deming Street. I am a resident of South Windsor for thirty-two years and Jill for nine. Together we have seen much development in this town and feel that John Samsel, Jr's proposed development of the above mentioned parcel will be an asset to the residents of South Windsor and the best use of that particular property. I have seen some proposals for developing the parcel that you call Clark Corners and was more than a little astonished at the total disregard their obvious detrimental impact had on our town. I, came away from your presentation last night feeling that at last someone wants more than a fast profit, regardless of what effect it may have on the neighborhood. I'm convinced that the town will have to go far to equal your proposal. Just as improtant, when I look at what you have just a short way further down Deming Street, I have no reason to doubt that Clark Corners will continue to be an asset to this neighborhood for many years. Lombardi, Chairman, Inland_ Wetlands Agency/Conservation Commission FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer - • RE: Application #90-80P, Clark Corners (John Samsel, Jr. ) DOCUMENTS REVIEWED: Application form and plans titled "Clark Corners" dated 12/14/90. COMMENTS: 1. On December 14, 1990 Kirby Holcombe and John Samsel, Jr. each submitted applications. Kirby Holcombe was applying for the activity easterly of the swale and John Samsel, Jr. was applying for the activity westerly of the swale. As the property is still legally one piece; and the drainag improvements, "wetlands creation" , calculation of impacts and like are addressed based on the total 15.29 acres, it was decided that this should be submitted as one application. Kirby Holcombe withdrew his application on December 18, 1990. 2. There have been previous proposals for this site which were denied by the Agency. The most recent application was #89- 50P, Clark Corners which was denied on October 30, 1989 and is currently pending litigation. A copy of the Agency's denial and concerns is attached. As part of the presentation the applicant should identify the changes made to the plans with regard to those concerns. 3 . Previous applications were scheduled for a public hearing. It would seem that this should also be scheduled for a public hearing and, at such time, the applicant should ensure that the "prudent and feasible alternatives" issue is addressed. 4 . The previous application (#89-50P) represented 2.83 acres of wetland/watercourse alteration. This application represents 2.59 acres of wetland/watercourse alteration. This includes approximately' 2,800 yards of fill material. The reduction in wetland/watercourse alteration is a r sult of eliminating the crossing of the swale. James A. Lombardi Page Two December 20, 1990 Application #90-80P 5 . Sheet 5 of 10 has a summary table which indicates the wetland impacts in terms of acreage. Of the total 15.29 acres included on this site, 8.8 acres is designated as wetland. The total wetland disturbance is 2.59 acres, the total fill area is 2.04 acres with the remaining .55 acre being reworked for the proposed pond. 6 . The proposed pond, which also appears to function as a detention basin, is identified as a "wetland creation" . This is more appropriately a wetland enhancement as it is already a wetland by soil type. The landscaping plan includes various zones for water plants which are to be part of the final product. Wetland creation is a relatively new concept and additional groundwater and drainage information is necessary for an accurate evaluation. There should be a professional representative, who has expertise in wetland creation, available during the construction process. 7 . There were several documents that have been part of past applications which should be submitted with this application (i.e. , statement of purpose, drainage calculations, soil report, vegetative and wildlife information (including Natural Diversity Data Base report) and alternatives considered. 8 . A detail for the discharge point "biofilter typicals" , as shown on sheet 5 of 10, is included on sheet 7 of 10 . On sheet 4 of 10, the asterisk indicating the biofilters should be replaced with a more accurate representation like that shown on sheet 5 of 10) . 9 . It may be necessary to provide backup erosion and sedimentation checkdams downstream of the project. This could be done via placement of staked haybales in the stream northerly of Ellington Road. Permission to place checkdams downstream would have to be gained from the owner of that property. A note should be added to the plan stating that this will be done if necessary. 10 . Fabric siltation fences are recommended, instead of haybales, in those areas where they will be in place for any extended period of time. r' Mr. James Lombardi Page Three December 20, 1990 Application #90-80P 11. The phasing of the project, as shown on sheet 5 of 10, should more accurately reflect the dividing of the development- easterly and westerly of the swale. The biofilters should be installed as part of phase I with the installation of the drainage structures. The phasing limits, once clarified, should be physically established on the site during construction. 12. Spot elevations should be provided for the existing watercourse as well as any proposed grades that may be necessary to ensure proper drainage. 13 . An anti-tracking apron should be shown on sheet 5 of 10 for the entrance/exit off Ellington Road. 14 . The application form doesn't indicate that abutters have been notified by certified mail. This should be done and proof of notification, as well as a sample copy of the letter, should be submitted. 15 . With the proposed roadway off Ellington Road they should consider relocating the "organic material stockpile for wetland creation" to a more appropriate location. 16 . The application form indicates "clean free draining material per DOT form #814" . The fill used should conform to clean fill per section 2.1t of the Regulations. This definition, and a note, should be included on the plans . 17 . It would appear that a dumpster is proposed easterly of the swale. This should be labeled as such. 18 . A detail should be provided for the proposed foot bridge. 19 . The cover sheet indicates 28.7% impervious coverage. It would seem that this has been reduced slightly and the figure should be adjusted if appropriate. 20 . A plan should be submitted for the long term maintenance of the proposed 4. 86 acres of open space. 21 . Note #1 of the construction schedule ,on sheet 7 of 10, should be modified to reflect new proposed commencement dates . Mr. James Lombardi Pacfe 4 December 20 1990 Application #90-80P 22. The Agency was once shown a plan which represented the elimination of building H . The square footage was added 1 between buildings "C" and G , with a small portion also being added to building DII . This should be considered as it slightly reduces the wetland impacts in that area. 23 . These comments should be addressed before final action or decision by the Agency. c r a u Ts 4s 1540 SULLIVAN AVENUE • SOUTH WINOSOR. INTRODUCTION Samsel Properties has proposed the construction of Clark Corners, a 44,000 square foot office park. Clark Corners is located in South Windsor, east of Clark Street and south of Ellington Road, as shown in Figure No. 1 of Appendix B. Fuss & O'Neill, Inc. has been retained to study the traffic impact of the proposed office park. This report has been prepared to document the findings of the study and is being submitted in support of an application for site plan approval, along with the supplemental information listed in the Table of Contents. B. EXISTING CONDITIONS The site is bounded by Ellington Road to the north, Clark Street to the west, Deming Street to the south, and a stream to the east. Access to the site will be provided by a single driveway proposed to be located on Clark Street, approximately 625 feet south of its intersection with Ellington Road. Ellington Road is an east-west major street and is designated as State Route 30, from Route 5 to the "Five Corners" intersection. West of Clark Street, it is a two-lane, bi-directional roadway with a pavement width that varies from 22 feet to 30 feet. East of Clark Street, it widens to a four-lane roadway with a pavement width of 48 feet. The posted speed limit in the vicinity of the site is 35 mph eastbound and 40 mph westbound. 1 - DWO0212A91/87-546 Ellington Road forms an unsignalized "T" intersection with Clark Street. This intersection is currently being reconstructed and when completed a two-lane egress from Clark Street will be provided. East of the Clark Street intersection, Ellington Road forms a signalized intersection with the driveway to the Town Shopping Center. Further to the east Ellington Road, along with Sullivan Avenue, Buckland Road, and Oakland Road, form the "Five Corners" intersection. This intersection is slated for reconstruction beginning in 1991. The reconstruction will eliminate the northeast leg of Ellington Road as well as provide widening on the remaining approaches and an upgraded traffic signal. Clark Street is a north-south local road. It is a two-lane, bi-directional roadway and is currently being reconstructed to provide a uniform width of 30 feet. Deming Street is a east-west local roadway. It is a two-lane, bi-directional roadway approximately 20 feet in width. This road, along with Clark Street, provides a bypass around the "Five Corners" intersection for vehicles traveling between Buckland Road and Ellington Road. C. BACKGROUND TRAFFIC In order to determine the traffic impact of the proposed development on adjacent street traffic, representatives of Fuss & O'Neill, Inc. conducted manual turning movement counts in the vicinity of the site in January 1991. These counts were compared with previous counts conducted by the Connecticut D.O.T. over the past ten years. After reviewing 2 - DWo0212A91/87-546 and balancing the count data, the traffic volumes were projected to the 1992 design year using a peak hour growth factor of 3 percent per year to account for normal growth in the area. Inquiries were made to the State Traffic Commission (STC) and the Town of South Windsor concerning approved or pending developments (not yet operational) which may impact traffic conditions in the vicinity of the site. As a result of the inquiries, traffic from the following developments was added to the background volumes: 1. South Windsor School Facility 2. Plaza at Buckland Hills 3. Gerber Scientific 4. Buckland Hills Development Partners 5. Buckland Hills Mixed Use 6. Pavilions at Buckland Hills 7. Town Shopping Center Figure Nos. 3 and 4 show 1992 external traffic, which is defined as traffic that will exist prior to the expansion, and includes traffic from the above listed developments. The greatest traffic impact on the roadway network will occur during the A.M. and P.M. peak hours, the periods when commuter trips are at their highest levels. The traffic counts indicate that the A.M. peak hour is 7:15 A.M. to 8:15 A.M. and the P.M. peak hour is 4:30 P.M. to 5:30 P.M. Therefore, these hours were subsequently analyzed. 3 - DWO0212A91/87-546 D. SITE GENERATED TRAFFIC Estimates of the amount of traffic to be generated by the proposed development were made using the 1987 Institute of Transportation Engineers (ITE) publication, Trip Generation. This publication is a compilation of trip generation data for similar facilities and provides data for entering and exiting traffic, relative to the size of the development. Using the size of the development, the calculations yield the number of vehicles which can be expected to enter and exit the site during peak hours and on a daily basis. These generation volumes are summarized in Table No. 1 of Appendix A. A regional arrival/departure distribution for site generated traffic traveling to and from the proposed development, as shown in Figure No. 5, was developed by reviewing the existing traffic patterns. Using the arrival/departure distribution, site generated traffic was added to the roadway system with the results shown in Figure Nos. 6 and 7 of Appendix B. These volumes were then added to the external volumes to yield the combined peak hour traffic volumes shown in Figure Nos. 8 and 9. Table No. 2 of Appendix A is a computer generated table which shows the traffic movements at all analyzed intersections. The movements are keyed to Figure No. 2 Traffic Movements" of Appendix B; existing, projected, and combined design year traffic volumes are presented in this table. 4 - DWO0212A91/87-546 E. ANALYSES 1. Intersection Capacity Analysis In discussing intersection capacity analyses, two terms are used to describe the operating condition of the road or intersection. These two terms are volume to capacity ratio (v/c) and level of service (LOS) . The volume to capacity ratio (v/c) is a ratio of the volume of traffic using an intersection to the total capacity of the intersection (the maximum number of vehicles that can utilize the intersection during an hour) . The v/c ratio can be used to describe the percentage of capacity utilized by a single intersection movement, a combination of movements, an entire intersection approach, or the intersection as a whole. As the v/c ratio approaches 1, the intersection nears capacity and it may become impossible to accommodate all the vehicles attempting to travel through the intersection. Level of service is a measure of the delay experienced by stopped vehicles at an intersection. Level of service is rated on a scale from A to F, with A describing a condition of very low delay (less than 5 seconds per vehicle) , and F describing a condition where delays will exceed 60 seconds per vehicle. Delay is described as a measure of driver discomfort, frustration, fuel consumption, and lost travel time. Therefore, intersections with longer delay times are less acceptable to most drivers. 5 - DWo0212A91/87-546 Level of service is generally used to describe the operation (based on delay time) of both signalized and unsignalized intersections, while the v/c ratio is applied to signalized capacity analyses only. These definitions for v/c ratio and level of service, as well as the methodology for conducting signalized and unsignalized intersection capacity analyses, are taken from the 1985 Highway Capacity Manual Special Report No. 209), published by the Transportation Research Board. Using the above referenced methodologies, A.M. and P.M. peak hour capacity analyses were conducted at the following intersections: 1. Clark Street/Site Drive 2. Ellington Road/Clark Street 3. Ellington Road/Town Shopping Center drive 4. Ellington Road/Sullivan Avenue/Oakland Road/Buckland Road Table No. 3 of Appendix A is a summary of the levels of service and v/c ratios calculated for the intersections analyzed in this study. Copies of the capacity analysis worksheets can be found in Appendices C and D. The Ellington Road/Clark Street intersection and the Ellington Road/Sullivan Avenue/Oakland Street/Buckland Road intersection were analyzed to take into account their final configuration after reconstruction. Since Clark Street is currently under construction and "Five Corners" soon will be, the subject development will 6 Dwo0212A91/87-546 most likely be built and occupied during or after the reconstruction of these intersections. Therefore, the traffic impact of this development was analyzed using the future geometric configurations of the roadway system. The capacity analysis indicates that the left turns from Clark Street to Ellington Road will experience LOS F. during both peak hours, under external and combined traffic conditions. However, the analysis technique does not take into account the artificial gaps in the Ellington Road traffic that will be created by the nearby traffic signal at the Town Shopping Center drive. These gaps should provide a greater number of opportunities for vehicles to turn left from Clark Street. Additionally, the improved operational characteristics of the former "Five Corners" intersection should lessen the number of vehicles using Deming Street and Clark Street as a bypass route and thereby decrease the number of vehicles turning left from Clark Street. These two factors should cause the left turns to operate at a better level of service than indicated by the capacity analysis. 2. Sight Distance Analysis Sight distances for the proposed site driveway will meet or exceed the required sight distances as set forth in ConnDOT's Guidelines for Highway Design January 1990) . The developer will ensure that these sight distances will be provided and maintained. 7 _ DWO0212A91/87-546 3. Accident Analysis Accident data for the past three years was obtained from the Connecticut Department of Transportation in order to determine if there is any significant incidence of accidents in the vicinity of the site. The only significant accident pattern observed was in the vicinity of the "Five Corners" intersection. The planned reconstruction of this intersection should reduce the accident experience at this location. F. CONCLUSIONS Based on the foregoing analyses, it is the professional opinion of Fuss & O'Neill, Inc. that (with the aforementioned improvements) the introduction of traffic generated by the proposed development will not disrupt the continuity of traffic flow on the adjacent roadway system. Roadway conditions will be sufficient to provide safe and efficient travel for the traffic in the area. 8 - Dwo0212A91/87-546 APPENDIX A TABLE NO. 1 Trip Generation Volumes Clark Corners South Windsor, Connecticut Office Park 44,000 s.f. Please make the necessary revisions to the plans and submit 6 complete sets to the Planning Department. If you have any questions regarding the comments or the procedure, please contact me. Very truly yours, Marcia A. Banach Director of Planning cc: Jerry Iazzetta, Town Engineer CLARK CORNERS SITE PLAN Planning Comments Key Map a. abutting property owner must be identified b. the open space shown on the key map must be shown to belong to either lot #1 or lot #2 (the way it appears now it is a separate parcel by itself making this a three lot subdivision) c. the zoning data block should reflect only figures relating to this specific site plan (it should not include lot #2 which is to be developed by others) L/d. the zoning data block should show a breakdown of parking indicating the square footages for the different uses proposed on the site (i.e. , office, banks, restaurants, medical facilities) 2 . Plot Plan a. abutting property owner must be shown on the adjacent site b. copies of the ZBA variances should be placed on the plans L--'c. the 50 foot buffer line should be shown from the streetline, not the front setback line (if you even want to show it at all in the areas where it was waived) 3 . Landscaping Plan tea. quantities of trees and shrubs to be planted should be listed on the plant list 4 . Architectural Elevations elevations must be submitted with the plans April 18, 1991 M E M O R A N D U M TO: Marcia A. Banach, Director of P1 ng FROM: Jerry C. Iazzetta, Town Enginee RE: Clark Corners #91-10P 5 We have reviewed the drawings dated 3-1 -91 for the proposed Clark Corners Site Plan and have the followin c ents: 1 . The plans do not reflect the proposed road configuration of Clark Street. This is under contract and needs to be shown. The new configuration will cause several changes in the proposed Site Plan. 2 . Topographic Map a. Size and type of storm and underdrain pipes need to be indicated. Also top of frame elevation inverts etc. for the structures should be shown. b. The proposed sanitary sewer to Ellington Road as shown is not acceptable. There are several alternatives that would be acceptable. 1 . If the sanitary sewer is installed prior to or as part of the Clark Street Reconstruction Project a . The sanitary manhole in Clark Street opposite building "D" should be placed in the middle of the new pavement and the manhole near building E" brought out into the center of the new pavement. The 3001± of 8" pipe between these two would then become a main line and would be under Clark Street. b. The sanitary manhole in Clark Street opposite building "D" should be placed in the middle of the new pavement and a new manhole placed on Clark Corner property between building "D" and the manhole in Clark Street. The manhole near building "E" should be used for lateral connections and a single pipe run to the manhole in Clark Street. 2 . If the sanitary sewer is installed after the reconstruction of Clark Street is completed, the sanitary sewer will be run on Clark Corner property parallel to Clark Street and will connect to the existing sanitary main in Ellington Road. A new manhole will be placed over the existing sewer main to make this connection. Marcia A. Banach April 18, 1991 Page 2 . C . The proposed sanitary sewer at Deming Street and Clark Street does not coordinate with the approved Berman- Russo Site Plan and Clark Street Reconstruction plans. Also there are too many connections to the existing manhole. Please have applicants engineer coordinate this and present a new plan. d. The proposed sanitary manholes should be numbered for ease of identification, and inverts, top of frame elevations should be shown. Also inverts for laterals need to be shown. e. A guard rail should be utilized in the parking lot for Building "D" along the edge fronting on the proposed pond. f . Type of pipe used for sanitary sewer should be noted. 3 . Sheet 8 of 10 a . Pavement section indicates 4" stone base and 5" gravel subbase. Please provide pavement design indicating that this is sufficient. b. Timber guide rail is detailed, however no guide rail is shown on the plans . C . Underdrain and pipe trench details need to show warning tape above pipes . d. Sanitary sewer trench detail needs to be identified. 4 . Sheet 9 of 10 a. A detail "Orifice Plate" is shown. Where is this to be utilized? b. A toe wall is required for the concrete culvert end. The plans submitted ignore the proposed Clark Street reconstruction and the approved Berman-Russo improvements . Until the plans address these, we cannot make a recommendation. Also the reconstruction of Clark Street is projected to start in June 1991 and the improvements proposed by the Clark Corners Project must be coordinated so that they will be in place prior to the new pavement being put in place. CONN. 06074 R•ca AREA CODE 203/644-2511 June 5, 1991 RECEIVED Mr. John Samsel 152 Deming Street JUN 7 1991 South Windsor, CT 06074 Dear Mr. Samsel: 3g' WINDSOR PLMMAG Uffo Subject: Easement - Clark Street Per our conversation today, please find enclosed an additional copy of the easement document and map for said easement. As we have discussed previously, the timing oforyouulaand your partners granting of the easement and the schedule rk Corners' utility installation (namely, the sanitary sewer) are of critical concern to the Town. Previous conversations have indicated that the granting of the easement would be forthcoming after the granting of the ZBA building line variance, then subsequently, after P & Z approval of Clark Corners . Based on this information and in an effort to coordinate both the Town project and Clark Corners, the Town temporarily suspended its work on Clark Street. It is now my understanding that the easement will be granted only after the 15 day appeal period for Clark Corners has expired, after the review/approval of Mr. Holcombe's application for an adjoining parcel, and after Mr. Holcombe's payment to you for said parcel. As I have indicated before, we had been expecting to resume work on Clark Street at the end of June. Non-acquisition of this necessary easement may seriously delay our progress. We would appreciate knowing what your anticipated time frame is for granting of the easement so that we may make appropriate arrangements and decisions. We appreciate your effort and cooperation in this matter but ask for your consideration in affording any opportunity to expedite the easement granting process . We stand ready to meet with you, your bankers and/or attorney to resolve this matter. s i i Mr. John Samsel i June 5, 1991 Page 2 I thank you for your attention to this matter, and I would appreciate hearing from you by June 13, 1991 so that we may evaluate our schedule.
